The House met at 10 a.m. with the Hon'ble Deputy Speaker in the Chair. The day was devoted for the transaction of Government Business.
The Governor was ushered in the House with due ceremony. He began to deliver his address to the House under Article 176 (1) of the Constitution at 10 a.m. and concluded at 10.45. a.m.
( The House stands adjourned till 11.30 a.m. ).
After adjournment, the House re-assembled at 11.30 a.m. to transact the remaining business:-
Shri A.T. Mondal moved the following motion of Thanks to the Governor's Address which was seconded by Shri Biresh Nongsiej.
"That the members of the Meghalaya Legislative Assembly assembled in this Session are deeply grateful to the Governor for the address which he has been pleased to deliver to this House today, the 16th March, 2000".
Under Rule 230 of the Rules of Procedure & Conduct of Business in the Meghalaya Legislative Assembly, the Deputy Speaker, announced the Report of the Business Advisory Committee.
Shri H.B. Dan, Minister-in-charge of Parliamentary Affairs moved :-
"That this House agrees to the allocation of time proposed by the Business Advisory Committee in regard to various items of Business for the Current Session".
( The motion was carried and the Calendar approved ).
Under Rule (1) of the Rules of Procedure and Conduct of Business, the Deputy Speaker, nominated the following members to the panel of Chairmen for the current session :-

Shri A.H. Scott Lyngdoh, Minister in-charge of Finance laid the Contingency Fund of Meghalaya (Amendment ) Ordinance, 2000.
Shri Simon Siangshai, Minister in-charge of Industries, laid the 42nd Annual Report of the Mawmluh- Cherra Cement Ltd. for the year 1996-97.
Shri A.H. Scott Lyngdoh, Minister in-charge of Finance, presented (i) Appropriation Accounts for the year 1998-99 and (ii) Finance Accounts for the year 1998-99.
The House mourned the demise of the following public figures.
|(1) Shri Shanker Dayal Sharma, former President of India.|
|(2) Shri Kitdor Syiem, former Minister and sitting Member of the Meghalaya Legislative Assembly.|
|(3) Shri H.E. Pohshna, former Minister and first political Leader from War Jaintia.|
|(4) Shri Kestobin Rymbai former Member of the Assam Legislative Assembly from Jaintia Hills.|
|(5) Shri Nagen Sharma, former P.W.D. and Forest Minister of Assam.|
|(6) Shri A. Madhava Reddy, former Panchyati Raj Minister of Andhra Pradesh.|
|(7) Shri Likhi Ram Kaura, former Transport Minister of Madhya Pradesh.|
|(8) Smti Geeta Mukherjee, former M.P. and C.P.M. Leader of West Bengal.|
( Two minutes silence was observed as a mark of respect to the departed souls ).
