RE-ASSEMBLED BUDGET SESSION, 2000

BULLETIN NO.1

(FRIDAY, THE 16th JUNE, 2000)

              The House met at 10 a.m. on Friday, the 16th June, 2000 in the Assembly Chamber at Shillong with the Hon'ble Deputy Speaker in the Chair. The day was devoted for the transaction of Government Business.

1.            REPORT OF THE BUSINESS ADVISORY COMMITTEE UNDER RULE 230 :

             Under rule 230 of the Rules of Procedure and Conduct of Business in the Meghalaya Legislative Assembly, the Deputy Speaker, announced the report of the Business Advisory Committee.

           Shri D.D. Lapang, Leader of the Opposition, raised a question expressing the view that from the MUPF they desired that the Election of Speaker should be included in the Calendar for the current session of the Assembly and on that basis, he had discussed with the Chief Minister on the 14th June, 2000 with regard to the holding of Speaker's election who in turn, has expressed that the Treasury Bench was also in the same line of thinking and in view of that, he requested the Chief Minister to come up with a statement and an assurance on this.  

         Quoting Rule 7 para 1 of the Rules of Procedure and Conduct of Business, Shri C.R. Marak suggested that the election of Speaker should be held within this Session.

        Shri E.K. Mawlong, Chief Minister gave a statement to the House stating that he had received a letter from the Leader of the Opposition on 12th June, 2000, requesting him to make it a point that there will be an election of Speaker during this Session and that when he had also received a communication from the Minister in-charge of Parliamentary Affairs that the Business Advisory Committee will be sitting to finalise the Calendar for the Session, he had accordingly indicated that the Government was also thinking on the same line. However, he added that fortunately, he had a discussion on this matter with the Leader of the Opposition on 14th June, 2000 wherein he had indicated the mind of the Treasury Bench on this that it is time to fill the vacancy of Speaker ship. He apprised the House that the election of the Speaker will be conducted within the current Session.

2.        TIME ALLOCATION ORDER :

          Shri H.B. Dan, Minister in-charge Parliamentary Affairs moved :-

        " That this House agrees to the allocation of time proposed by the Business Advisory Committee in regard to various items of business for the current Session"

         (The Motion was carried, the Calendar was approved).

3.        PANEL OF CHAIRMEN :

        Under Rule 9 (1) of the Rules of Procedure and Conduct of Business, the Deputy Speaker, nominated the following members to the Panel of  Chairmen for the current Re-Assembled Budget Session, 2000.

        1). Shri D. N. Joshi

        2). Shri T.N. Marak.

        3). Shri A.T. Mondal.

        4). Shri P.M. Syiem.

4.    ANNUAL REPORT AND ACCOUNT OF THE MEGHALAYA STATE WARE HOUSING CORPORATION FOR THE YEAR 1997-98 :

        Shri H.B. Dan, Minister in-charge Parliamentary Affairs, laid the Annual Report and Account of the Meghalaya Ware Housing Corporation for the year 1997-98.

5.   OBITUARY REFERENCES :

        Shri E.K. Mawlong, Chief Minister and Leader of the House initiated the obituary reference to the demise of (1) Shri Jenden Ch. Marak, Veteran politician, Social Worker and former Member of Meghalaya Legislative Assembly (2) Shri Rajesh Pilot former Senior Congress Leader and Union Minister.

        Other members who took part included :-

        (1) Shri D.D. Lapang, Leader of the Opposition.

        (2) Shri Salseng C. Marak.

        (3) Shri H.S. Lyngdoh.

        (4) Shri B.B. Lyngdoh.

        (5) Shri R.L. Tariang, Minister in-charge Border Areas Development Department.

        (Two minutes silence was observed as a mark of respect to the departed souls).

6.       ANNOUNCEMENT FROM THE CHAIR :

        The Deputy Speaker, informed the House that Shri Rasor Rani a newly elected member from Mairang Assembly Constituency had taken oath on the 12th June, 2000 and hence he has become a full fledged Member of the Meghalaya Legislative Assembly.

7.      ADJOURNMENT :

        The House rose at 10.45 a.m. and stood adjourned till 10 a.m. on Monday, the 19th June, 2000.
