The Assembly met at 10 a.m. in the Assembly Hall at the State Central Library, Shillong with Hon'ble Speaker in the Chair.
The day was devoted for the transaction of Government Business.
The Hon'ble Speaker accompanied by the Leader of the House and the Secretary, Meghalaya Legislative Assembly left the Chamber to receive the Governor. The Governor was ushered in with usual ceremony.
The Governor commenced his address to the House under Article 176 of the Constitution of India at 10.05 a.m. and concluded at 10.55 a.m.
The House was adjourned till 11.30 a.m.
The House re-assembled at 11.30 a.m. with the Hon'ble Speaker in the Chair to transact the remaining business :-
Shri. M. Suchiang moved the following motion of Thanks to the Governor's Address which was seconded by Smti. R. Warjri.
That the Members of the Meghalaya Legislative Assembly assembled in this Session are deeply grateful to the Governor for the address which he has been pleased to deliver to this House today, the 19th March, 2002.
Under Rule 230 of the Rules of Procedure and Conduct of Business, the Speaker, announced the Report of the Business Advisory Committee.
Shri. J.D. Rymbai, Minister in-charge Parliamentary Affairs moved :-
"That this House agrees to the allocation of time proposed by the Business Advisory Committee in regard to the various items of business for the current session".
(The motion was adopted and the calendar approved).
Under Rule 9 (1) of the Rules of Procedure and Conduct of Business, the Speaker nominated the following members to the Panel of Chairmen for the Current Session :-

Shri. A.H. Scott Lyngdoh, Minister incharge of Finance laid the Contingency Fund of Meghalaya (Amendment) Ordinance, 2002 (No.1).
Shri. A.H. Scott Lyngdoh, Minister incharge Finance laid the Contingency Fund of Meghalaya (Amendment) Ordinance 2002 (No.4).
Shri. Adolf Lu R. Hitler Marak, Minister incharge Cooperation, laid the Annual Report and Accounts of the Meghalaya Warehousing Corporation 1999 - 2000.
Shri. A.H. Scott Lyngdoh, Minister incharge Finance, presented the Supplementary Demands for Grants and Supplementary Appropriation for 2001 - 2002.
The House mourned the death of the following prominent public figures :-
(1) Shri. G.M.C. Balayogi, Former Speaker of Lok Sabha.
|(2) Shri. Anil Mukherjee, Former Deputy Speaker of West Bengal Legislative Assembly.|
(Two minutes silence was observed as a mark of respect to the departed souls).
The House rose at 12.20 p.m. and stood adjourned till 10 a.m. on Wednesday, the 20th March, 2002.
