         The House met at 10 a.m. on 20.12.2002 with the Hon'ble Speaker in the Chair. The House devoted its time to Government Business.

1.    QUESTIONS

        Starred Questions No.12 to 19 with Supplementaries thereto were disposed of.

        With permission from the Chair and the Leader of the House, Shri T. H. Rangad wanted to know the latest position of Dr. Barua, DMHO of Williamnagar who was kidnapped on the 19.12.2002 and what action taken thereon. 

        While replying, the Chief Minister informed the member that Dr. Barua, DMHO of Williamnagar District was abducted on 19.12.2002 at about 7.00 p.m. by a group of militants who came on a white jeep and the identity of the abductors is not yet known and action will be taken to trace the doctor. 

ZERO HOUR NOTICE

        Under Rule 49 (a) of the Rules of Procedure and Conduct of Business in the House, Shri T.H. Rangad drew the attention of the Minister in-charge about the closure of the Urban Co-operative Bank, Shillong by the Reserve Bank of India and wanted to know the action taken by the Government to give relief to the depositors.

        Replying on this, the Minister informed the mover that letter was sent from the Chief Secretary to the Executive Director Reserve Bank of India on the 19.11.2002 and a reminder on the 4.12.2002 with a request to reconsider the decision and keep the order abeyance so that the new Administrative Council could take over the administration of the Bank. The Reserve Bank of India has acceded to the request of the State Government to keep in abeyance the order dt.29th October, 2002 for six months on the 17.12.2002.
