LIST OF BUSINESS FOR -
(MONDAY, DECEMBER 15, 2003)

    The House met at 10.00 a.m with the Hon'ble Speaker Presiding over the proceedings. The day was devoted for the transaction of Government business.

(1).    REPORT OF THE BUSINESS ADVISORY COMMITTEE UNDER RULE 230:

    Under Rule 230 of the Rules of Procedure and Conduct of Business of the Meghalaya Legislative Assembly, the Hon'ble Speaker announced the Report of the Business Advisory Committee.

(2).    ALLOCATION OF TIME:

    Shri J.D. Rymbai, Minister in charge Parliamentary Affairs moved the following motion :-

    "That this House agrees to the allocation of time by the Business Advisory Committee in regard to the various items of Business for the current Session".

(3).    PANEL OF CHAIRMAN UNDER RULE 9 (1):

    Under Rule 9 (1) of the Rules of Procedure and Conduct of Business in the Meghalaya Legislative Assembly, the Speaker, nominated the following members to the Panel of Chairmen for the Current Session :-

    (1). Shri H.S. Lyngdoh, MLA

    (2). Shri M. Rava, MLA

    (3). Shri A.L. Hek, MLA

    (4). Shri C.R. Sangma, MLA.

(4).    THE CONTINGENCY FUND OF MEGHALAYA (AMENDMENT) ORDINANCE, 2003 :

    Dr. Donkupar Roy, Deputy Chief Minister laid the Contingency Fund of Meghalaya (Amendment) Ordinance, 2003.

(5).    THE APPROPRIATION ACCOUNTS FOR THE YEAR 2002-2003:

    Dr. Donkupar Roy, Deputy Chief Minister presented the Appropriation Accounts for the year 2002-03.   

(6).    FINANCE ACCOUNTS FOR THE YEAR 2002-03:

    Dr. Donkupar Roy, Deputy Chief Minister presented the Finance Accounts for the year 2002-03.

(7).    ANNUAL REPORT OF THE MEGHALAYA GOVERNMENT CONSTRUCTION CORPORATION, LTD FOR THE YEAR 2000-01.

    Shri D.D. Lapang,  Chief Minister laid the 23rd Annual Report of the Meghalaya Government Construction Corporation Ltd, for the year 2000-01.

(8).    ANNUAL REPORT OF MAWMLUH CHERRA CEMENT LTD THE YEAR 2001-02.

    Shri D.D. Lapang laid the 47th Annual Report of Mawmluh Cherra Cement Ltd for the year 2001-02.

(9).    ANNUAL REPORT OF MEGHALAYA STATE WAREHOUSING CORPORATION FOR THE YEAR 2001-02.

    Shri Charles Pyngrope, Minister-in-charge Co-operation laid the Annual Report of Meghalaya State Warehousing Corporation for the year 2001-02.

(10).    ELECTION OF MEMBER TO THE COMMITTEE ON PUBLIC ACCOUNTS:

    Shri J.D. Rymbai Minister in-charge Parliamentary Affairs moved:-

    "That this House do elect 1 (one) member to the Committee on Public Accounts in accordance with Rule 242(1) of the rule of Procedure and Conduct of Business".

    (The Motion was carried and the House do elect 1(one) member to the Committee on Public Accounts in accordance with Rule 242(1) of the Rules of Procedure and Conduct of Business.

(11).    ELECTION OF MEMBERS TO THE ESTIMATES COMMITTEE:

    Shri J.D. Rymbai Minister in-charge Parliamentary Affairs moved :-

    "That this House do elect 1(one) member to the Committee on Estimates in accordance with Rule 244(1) of the Rule of the Rules of Procedure and Conduct of Business".

    ( The Motion was carried and the House do elect 1(one) member to the Committee on Estimates in accordance with  Rule 24491) of the Rules of Procedure and Conduct of Business).

    (The Secretary will notify the date, time and place of holding the election if necessary).

(12).    OBITUARY REFERENCES

    The House condoled the death of (1) (Late) B.B. Lyngdoh (2) (Late) Shri T.H. Rangad (3) (Late) Makenson. A. Sangma who were former members of this august House.

    The House also condoled the death of the former Union Minister Shri Morusoli Moran.

    (The House stood and observed two minutes silence as a mark of respect to the departed soul)

(13).    ANNOUNCEMENT BY THE SPEAKER

    The Hon'ble Speaker announced that he had received a letter signed by 6(six) MLA's which constituted not less than one-third of the members as envisaged in the Tenth Schedule of the Constitution of India informing him that the National Congress Party had splitted both at the organisation and legislature level and requested him to recognise the new party known as the Meghalaya National Congress Legislature Party.

    The Hon'ble Speaker, however, has reserved his ruling and will give his decision in due course.

ADJOURNMENT

    Since there is no other business, the House was adjourned till 10.00 a.m. on Tuesday, the 16th December, 2003.
