BUDGET SESSION, 2003

BULLETIN NO. 6

    The House met at 10 a.m. with the Hon'ble Speaker in the Chair. The day was devoted for the transaction of Government business.

1.    QUESTIONS :

    Starred questions Nos.15 to 19 with Supplementaries thereto, were disposed of.

2.    STATEMENT BY MINISTER INCHARGE STAMP & REGISTRATION ;

    Under Rule 55 of the Rules of Procedure and Conduct of Business, Shri Sengman R. Marak, Minister in-charge Stamp and Registration made a statement to the House in connection with his reply to the cut motion moved by the hon. member from Salsella on Supplementary Demand No.4 on 24th March, 2003.

3.    DEBATE ON GOVERNOR'S ADDRESS :

    Shri A.L. Hek, initiated the Debate on the Governor's Address. The hon. Member from Pynthorumkhrah called for a concertive effort on the part of the Government to combat insurgency related crimes like armed robbery, dacoity, extortion and kidnapping for ransom which have been taking place in different  parts of the State.

    He also emphasized on the need to appoint more  doctors and para medical staff to meet the increasing demand of man power in Hospitals and Dispensaries especially in the rural areas. He urged upon the Government to take the initiative to see that NEIGRIMS should be completed in time. With regard to Tourism, the hon. Member reiterated the necessity to revamp all the sicked tourist projects by the concerned department and suggested regular funding for the Golf course at Golflinks in Shillong. He called for measures to curb occurrence of natural calamities and suggested the department to come up with a master plan to tackle the problems created by floods occurring in Pynthorumkhrah and the neighbouring places as well as in many parts of Garo Hills. He supported the amendment to the motion of thanks.

    Shri Masonsing M. Sangma, Shri Predickson G. Momin and Shri E.D. Marak took part. All the participants touched on subjects referred to in the amendment and expressed their individual suggestions for the effective implementation of various plans and programme. The participants supported the amendment to the motion of thanks.

4.    ADJOURNMENT :

    As there was no other Member willing to participate, the House rose at 12 noon and stood adjourned till 10 a.m. on Thursday, the 27th March, 2003.
