MEGHALAYA LEGISLATIVE ASSEMBLY
RE-ASSEMBLE BUDGET SESSION, 2004.
BULLETIN NO. 1
(Friday, the 11th June, 2004).
The House met at 10 a.m with the Hon'ble Speaker in the Chair. The day was devoted for the transaction of Government Business :-
1. REPORT OF THE BUSINESS ADVISORY COMMITTEE UNDER RULE 230 :
Under Rule 230 of the Rules of Procedure and Conduct of Business, the Speaker announced the Report of the Business Advisory Committee.
2. TIME ALLOCATION ORDER :
Shri J.D Rymbai, Minister in charge Parliamentary Affairs, moved the following
motion :
"That
this House agrees to the allocation of time proposed by the Business Advisory
Committee in regard to various items of Business for the current Session"
However,
before the Chair put the motion to vote, Shri Ardhendu Chaudhuri raised a point
of order suggestion extension of the days to enable the hon. Members to discuss
various issues concerning public grievances and on the functioning of the
departments of the Government through voting on Demands for Grants etc.
Smti Jopsimon Phanbuh and Shri M. Rava took part and endorsed the above
proposition.
Ascertaining
the views expressed by the Members from the Opposition in this regard, the the
Chair, informed that due consideration had been taken by accommodating the views
from both the Ruling and Opposition sides in the Business Advisory Committee
which sat in full quorom and have accordingly agreed and approved the draft
Calendar on that day and that since the Minister in charge Parliamentary Affairs
has already moved the motion, he put the question before the House - the
question was that this House agrees to the allocation of time proposed by the
Business Advisory Committee in regard to the various items of Business for the
current Session
( The motion was carried, and the Calendar approved).
3. PANEL OF CHAIRMAN UNDER RULE 9(1) :
In pursuance of Rule 9(1) of the Rules of Procedure and Conduct of Business
in the Meghalaya Legislative Assembly the Chair nominated the following Members
to constitute the Panel of the Chairman for the Budget Session, 2004.

Shri Zenith Sangma, M.L.A.

Shri Draison Kharshiing, M.L.A
4. ANNUAL REPORTS OF MAWMLUH CHERRA CEMENT LTD :
Shri D.D. Lapang, Chief Minister incharge Industries, laid the Annual Reports of Mawmluh Cherra Cements Ltd for the year ending 31.3.2003.
5. ANNUAL FINANCIAL STATEMENT (BUDGET ESTIMATES) OF THE M.S.E.B. FOR 2004-2005:
Shri R.L. Tariang, Minister in charge Power, laid the Annual Financial Statement (Budget Estimates) of the M.S.E.B. for 2004 - 2005.
6. ANNUAL REPORT OF THE MEGHALAYA
STATE POLLUTION CONTROL BOARD FOR THE
YEARS 1994 -95 TO 2001 -2002 :
Shri. M. N. Mukhim, Minister, Public Health Engineering, laid the Annual Report of Meghalaya state Pollution Control Board for the years 1994 -95 to 2001 - 2002.
7. NOTIFICATION OF DEVELOPMENT AGENCIES JOINT FOREST MANAGEMENT:
Shri. Sing Mulieh, Minister, Forest, laid the Notifications of Forest development Agencies & joint Forest management.
8. ANNUAL STATEMENT OF ACCOUNTS OF THE M.S.E.B. FOR THE YEAR 2002- 2003 :
Shri. R.L. Tariang, Minister in charge Power, laid the Annual Statement of Accounts of the Meghalaya State Electrical Board for the year 2002 - 2003.
9. REPORT OF THE
COMPTROLLER AND AUDITOR GENERAL OF INDIA FOR THE YEAR ENDED 31st MARCH ,
2003 :
Dr. Donkupar Roy,
Minister, Finance , laid the report of the Comptroller and Auditor General
of India for the year ended 31st March , 2003.
10. THE MEGHALAYA TOWN AND COUNTRY PLANNING (AMENDMENT) BILL, 2004 :
Shri Friday Lyngdoh, Minister, Urban Affairs introduced the Meghalaya Town and Country Planning (Amendment) Bill, 2004
11. THE MEGHALAYA PROHIBITION OF
MANUFACTURE, SALE , USE AND THROWING OF LOW DENSITY PLASTIC BAGS (AMENDMENT)
BILL, 2004:
Shri Shri Friday Lyngdoh, Minister, Urban Affairs introduced the Meghalaya Prohibition of Manufacture, Sale, Use and Throwing of Low DensityPlastic Bags (Amendment) Bill, 2004.
12. PRESENTATION OF BUDGET ESTIMATED, 2004-2005 (REVISED) :
Dr.
Donkupar Roy, Minister, Finance presented the Budget Estimates, 2004-2005 (
Revised)
( The
Speaker requested all the Hon. Members to collect the budgetary papers from the
lobby after the House rises for the day)
13. OBITUARY REFERENCES :
D.
D. Lapang, Leader of the House initiated the Obituary Reference on the passing
away of Md. Akranoz Zaman, a former Member of the Meghalaya Legislative
Assembly.
Other Members who took

14. ADJOURNMENT :
