The House met at 10.00 a.m. in the Auditorium of the Arts and Culture Complex, Rilbong, Shillong with the Hon'ble Speaker in the Chair. The day was devoted for the transaction of Government Business :
REPORT OF THE BUSINESS ADVISORY COMMITTEE :
In pursuance of Rule 230 of the Rules of Procedure and Conduct of Business in the Meghalaya Legislative Assembly, the Hon'ble Speaker announced the Report of the Business Advisory Committee.
ALLOCATION OF TIME :
Shri R. G. Lyngdoh, Minister i/c Parliamentary Affairs moved :
"That this House agrees to the allocation of time proposed by the Business Advisory Committee in regard to the various items of Business for the current session"
(The motion was put to vote and adopted and the Calendar was approved)
PANEL OF CHAIRMEN :
In pursuance of Rule 9(1) of the Rules of Procedure and Conduct of Business in the Meghalaya Legislative Assembly, the Hon'ble Speaker nominated the following members to the panel of Chairmen for the current session :
1. Shri M. Rava, MLA.
2. Shri Tonsing N. Marak, MLA.
3. Shri P. T. Sawkmie, MLA.
4. Shri D. P. Iangjuh, MLA.
LAYING OF THE MEGHALAYA FISCAL RESPONSIBILITY AND BUDGET MANAGEMENT (AMENDMENT) ORDINANCE, 2006 :
Dr. Donkupar Roy, Deputy Chief Minister i/c Finance laid the Meghalaya Fiscal Responsibility and Budget Management (Amendment) Ordinance, 2006.
LAYING OF THE ANNUAL STATEMENT OF ACCOUNTS OF MEGHALAYA STATE ELECTRICITY BOARD FOR 2004-05 :
Dr. Donkupar Roy, Deputy Chief Minister i/c Power laid the Annual Statement of Accounts of Meghalaya State Electricity Board for 2004-05.
LAYING OF THE ANNUAL ACCOUNTS AND REPORTS OF THE MEGHALAYA BAMBOO CHIPS LTD FOR 2002-03 :
Shri J. D. Rymbai, Chief Minister i/c Industries laid the Annual Statement of Accounts of Meghalaya Bamboo chips Ltd for 2002-03.
LAYING OF THE MEGHALAYA STATE PHARMACY COUNCIL RULES, 2006 :
Shri E. D. Marak, Minister i/c Health laid the Meghalaya State Pharmacy Council rules, 2006.
LAYING OF THE MEGHALAYA FISCAL RESPONSIBILITY AND BUDGET MANAGEMENT RULES, 2006 :
Dr. Donkupar Roy, Deputy Chief Minister laid the Meghalaya Fiscal Responsibility and Budget Management Rules, 2006.
INTRODUCTION OF BILLS :
The following Bills were introduced :-
(a) The Meghalaya Amusements and Betting Tax (Amendment) Bill, 2006.
(b) The Meghalaya Fiscal Responsibility and Budget Management (Amendment) Bill, 2006.
POINT OF ORDER :
Shri P. T. Sawkmie raised a point of order under Rule 300 of the Rules of Procedure and Conduct of Business in the Meghalaya Legislative Assembly that in the last session, the Government had committed to lay the reports of the two Commissions to probe the shootings that led to the death of several people in Williamnagar and Tura. Shri Manas Choudhuri, Shri A. L. Hek, Shri J. M. Marak, Shri E. K. Sangma supported the point of order moved by Shri P. T. Sawkmie.
The Chief Minister informed the House that he had received only one report probing the shootings at Williamnagar and Tura report is yet to be completed. Therefore, he was of the opinion that the reports should be tabled in the House simultaneously. Shri R. L. Tariang, Dr. D. D. Lapang, Shri P. M. Syiem, Dr. Donkupar Roy, Minister i/c Finance and Shri R. G. Lyngdoh, Minister i/c Home were of the view to allow the Government to lay the two reports at the same time in the next session.
RULING FROM THE CHAIR :
The Hon'ble Speaker after having heard the arguments put forth from both sides of the House ruled that the Government be allowed to table the two reports simultaneously in the next session.
OBITUARY REFERENCES :
The House mourned the death of Shri Predickson G. Momin, Shri Archibold A. Sangma, Shri R.M. Sangma, Shri A. Lakhimong, Shri Nandini Satpati, Shri Suraj Bhan, Shri Kanshi Ram and Shri Satindra Narayan.
(The House observed two minutes silence as a mark of respect to the departed souls).
In conclusion, the Hon'ble Speaker invited all Ministers, MLAs, Officers and the Press to witness the laying of foundation stone at 11.30 am by His Excellency, the Governor of Meghalaya at Upper Shillong.
Since there is no more business, the House stands adjourned till 10.00 am on Monday, the 11th December, 2006.
