BUDGET SESSION

BULLETIN No. 1

(MONDAY, the 12th March, 2007)

The House met at 10.00 a. m. in the Auditorium of the Arts and Culture Complex, Rilbong, Shillong with the Hon’ble Speaker in the Chair. The day was devoted for the transaction of Government Business.

1.

ADDRES BY THE GOVERNOR UNDER ARTICLE 176 OF THE CONSTITUTION OF INDIA :

The Governor was ushered inside the House with due ceremony. He began his address at 10.10 a.m. and concluded at 11.15 a.m.

The House was adjourned to meet again at 12 Noon.

 

After Tea Break, the House re-assembled at 12 Noon.

MOTION OF THANKS TO THE GOVERNOR’S ADDRESS :

 

Shri. D. Kharshiing moved :

“The members of the Meghalaya Legislative Assembly are deeply grateful to His Excellency, the Governor of Meghalaya for the address which he has been pleased to deliver to the House, today, the 12th March, 2007.

 

The Motion of thanks was seconded by Shri. P. T. Sawkmie.

ANNOUNCEMENT FROM THE CHAIR :

The chair informed the House that he had received a letter from the Chief Minister requested him for 3(three) days recess i.e. 13th March to 15th March, 2007 on account of the President’s visit to the State on the 16th March, 2007..

The House with unanimity agreed to the proposed recess time of 3(three days).

PANEL OF CHAIRMEN :

In pursuance of Rule 9 (1) of the Rules of Procedure and Conduct of Business of the Meghalaya Legislative Assembly, the Hon’ble Speaker nominated the following members to the panel of Chairmen for the current Session :

(a) Shri. Monindra Rava, M.L.A.

(b) Shri. Tonsing N. Marak, M.L.A.

(c) Shri. P. M. Syiem, M.L.A.

(d) Shri. A. L. Hek, M.L.A.

LAYING OF FINANCE ACCOUNTS & APPROPRIATION ACCOUNTS :-

Dr. Donkupar Roy, Deputy Chief Minister in-charge of Finance laid the Finance Accounts & Appropriation Accounts of the Government of Meghalaya for the year 2005 – 2006.

OBITUARY REFERENCE :

The House mourned the death of :

(1) Shri Serjee M. Samgma, Former Minister from Ronchugiri Constituency.

(2) Shri Hokishe Sema, Former Nagaland Chief Minister.

(3) Shri S. C. Shukla, Former Chief Minister of Madhya Pradesh and

(4) Sunil Kumar Mahato, Member of Parliament.

As a mark of respect to the departed souls, the House stood and observed 2 minutes silence.

ADJOURNMENT :

The House rose at 1.20 p. m. and will meet again on Friday the 16th March, 2007 at 10 a. m.
