The House met at 10.00 am on the 22nd April, 2008 with the Hon’ble Speaker in the Chair. The day was devoted for the transaction of Government Business.

1. QUESTIONS:

The House did not take up Starred Questions No.29 to 33 as the questioner was absent.

2. MOTION :

Shri P.W. Khongjee moved - Motion No.1:

“This House do now discuss the style of functioning of the Education Department with special reference to Elementary and Mass Education and the appointment of Lower Primary School Teachers”.

The mover discuss on the mushrooming of schools, drop out of students, high fees, high prices of text books, preliminary inspection of infrastructure of the school before granting permission, night school operators, immediate implementation of free education of students up to the age of 14 years, curbing of profit oriented schools.

Dr. R.C. Laloo, Shri Sniawbhalang Dhar, Shri H.D.R. Lyngdoh, Shri F.S. Cajee, Shri P. Syiem, Shri R.V. Lyngdoh, Shri F.W. Momin and Shri A.T. Mondal spoke on the meagre salary of school teachers, eligibility test, collection of salaries only at the end of the month, appointment of qualified teachers in place of unqualified teachers who have gone on voluntary retirement, make the post of teacher in science and math attractive.

In reply, the Parliamentary Secretary stated that the proposal for enhancement of salary of the school teachers will be submitted to the Finance Department. There is also a Research Study to find out the cause and at the same time to curtail the drop out of students. Constructive suggestions and criticisms in order to improve education was welcomed. With regard to other points raised by the participants, they were adequately replied to.

Dr. R.C. Laloo moved – Motion No. 2 :

“This House do now discuss the functioning of Community and Rural Development Department with special reference to the implementation of Poverty alleviation programmes”.

The mover stressed on the need to alleviate poverty by increasing the wage of Rs.70 per day, to do away with the directive of the Bank to open an account, collection of pension to be continued as usual.

Shri A.T. Mondal, Shri Saleng Sangma, Shri L. Rymbai, Shri H.D.R. Lyngdoh while supporting the motion of the mover fell more or less in line with him.

Shri Sanbor Shullai while opposing the motion, requested the Minister to oversee that genuine B.P.L. families get the benefit extended by the Government as far as old age pension scheme is concerned. He was of the view that a special committee should be constituted to look after the implementation of the scheme.

The points raised by the participants were adequately replied to by the Deputy Chief Minister in-charge Community and Rural Development Department without any dissention.

With regard to Motion No.3, since the mover was absent could not be moved

Dr. R.C. Laloo moved – Motion No. 4 :

“This House do now discuss the functioning of Social Welfare Department with special reference to the implementation of Central Sector and Central Sponsored Schemes”.

The mover spoke extensively on the SNP Scheme where food for pregnant and lactating mothers, children is provided for their proper growth, setting up of juvenile home in each and every district to wean away the young boys and girls from indulging in anti social activities, strengthening of a Destitute and Handicap Training Centre, De-addiction centre, shelter home in the State, introducing a scheme for the male society.

Shri Sanbor Shullai and Shri Adolf Lu Hitler while opposing the motion felt the need to increase the amount of Rs.35 to Rs.100/- for the physically handicapped children, job reservation from 3% to 5%, supply of inferior quality of food stuff to the juvenile center, inspection by the Social Welfare Department in the reformation centres.

Shri Nimarson Momin Minister in-charge of C & R.D, at the outset thanked the mover and the other participants in the motion by highlighting some of the points for examination.
