The House met at 10.00 am with the Honíble Speaker in the Chair. The day was devoted for the transaction of Government Business.

2. GENERAL DISCUSSION ON THE BUDGET:
Shri H. D. R. Lyngdoh discussed on the huge pending bills to be paid to the contractors to the tune of Rs. 173,65,54,000/-. With this trend continuing, most of the contractors are reluctant to come forward to repair roads in almost all over the State. Requested the Government to find out ways and means to liquidate some of the contractorís bills. He also suggested to the Government to approach any financial institutions to develop tourism in the State so as to create posts for the educated unemployed youths. He also made a strong plea that counters for the payment of electric bills should be opened near the consumerís places and, felt that this will enable them to clear their bills every month. He was also of the view that thermal projects should be set up in the State since there is rich deposits of coal. With regard to Agriculture, suggested to the Government that coal storage for the perishable items should be set up.
Dr. Friday Lyngdoh referred to the surplus amount of Rs. 522 crores during the current yearís budget and, was of the view that Government should create more lower posts in different department to give employment to the educated unemployed youth. Sports and music should also be promoted from this surplus amount to generate employment opportunities.
