The House met at 10.00 am with the Hon’ble Speaker in the Chair. The day was devoted for the transaction of Private Members’ Business.
1. QUESTIONS :
Starred Questions from No.49 to 62 were disposed of.
2. ALLOCATION OF TIME :
The Minister in-charge Parliamentary Affairs moved :
“That this house agrees to the allocation of time proposed by the Business Advisory Committee in regard to the various items of business for the current session”
(The motion was moved and the House agreed to the Allocation of Time as proposed)
3. ZERO HOUR NOTICE :
The Zero Hour Notice could not be moved by Shri A. D. Marak because he was absent.
4. CALLING ATTENTION NOTICE :
Under Rule 54 (1) of the Rules of Procedure and Conduct Business, Shri Ardent Basaiawmoit called the attention of the Minister in-charge Industries to the news item published in ‘Mawphor’ dt 17.4.2008 under the caption “Kyrduh Dewbilat ha ka jylla ba shalan kham bun sha Assam”.
Initiating the discussion, the mover stated the scarcity of cement had become a regular phenomenon in spite of the presence of various cement industries in the State. He was of the view that there was an unholy nexus between the manufacturers of cement and officials for this shortage. He also stated that the last Government had announced that the industry will be modernized but till date nothing has come out as yet.
Replying to the call attention, notice, the Chief Minister in-charge Industries stated that the Government was very much aware of the scarcity of cement in the State. On 15th April, 2008, a meeting was convened between the representatives of the manufacturing companies and the Government to thrash out ways and means to bridge the shortage of cement. As a result of this meeting, there had been considerable improvement in this regard. He stated that there should not be any suspicion between the consumers and the producers of cement. He also informed the mover that modernization of the plant is now in progress.
5. GENERAL DISCUSSION OF THE BUDGET :-
Shri Rowell Lyngdoh, Shri Sniawbhalang Dhar and Shri Francis Pondit R. Sangma dwelt at length on the per capita income for 2006-07, lack of weather roads in the State, creation of civil sub-divisions, upgradation of civil sub-division, shortage of power, criteria for identifying the B.P.L. families, creating an agency to see that the benefits should go to the farmers and not to the middle men and strengthening of education.
The House rose at 12. noon and will meet again on Monday, the 5th May, 2008 at 10.00 am.
