Addressed by Shri. MADHUKAR  DIGHE Governor of Meghalaya

Mr. Speaker and Hon'ble Members,

        It gives me great pleasure to address this august House once again. At the outset, I would like to extend to all the Members my best wishes for a happy, prosperous and productive New Year.

        2. As hon'ble Members are aware, the State was brought under President's Rule on the 11th October, 1991. According to our Constitution such measures are, by nature, temporary and the administration of the State has since reverted to elected Members of the Legislature. During the period of President's Rule, it had been  my endeavour to acquaint myself with the problems of the State and to do whatever I could to redress the genuine grievances of the people. I would like to take this opportunity to convey my sincere thanks to all the public leaders, irrespective of their political affiliation, who cooperated with me in the task of running the administration during the transitional period. The proposals for the Eighth Five Year Plan as also the Annual Plan for 1992-93 were finalised with the active involvement and guidance of the leaders.

        3. The new ministry headed by Shri. D.D. Lapang took office on the 5th instant. The priority areas of the new Government include the upliftment of the people and the socio-economic development of the State, substantial augmentation of employment opportunities in productive sectors, revamping of the public distribution system, streamlining of the educational system and significant improvement in the field of social services. The interest and welfare of the indigenous tribal people of the State will be effectively safe-guarded and communal maintained. Government are committed to protecting the culture and identity of the tribal people of Meghalaya keeping in-view, at the same time, the legitimate interests of all sections of the population.

        4. The main purpose for which I have summoned this session today is for allowing the Chief Minister heading the new Ministry to prove his majority on the floor of the Legislative Assembly. As it is also the first session of the calendar year, I am addressing the House to fulfill the Constitutional obligation. Hon'ble members will have the opportunity of hearing about the plans, programmes and activities of the Government during the budget session.
