Shri W.A. Sangma, (Speaker Protem) :- Before we start the days' proceedings, I request the Secretary to read the orders of the Governor.

        In exercise of the powers conferred Clause (1) of Article 180 of the Constitution of India, I, Lallan Prasad Singh, Governor of Meghalaya, hereby appoint appoint Shri Williamson A. Sangma, a member of the Meghalaya Legislative Assembly to perform the duties of the Office of the Speaker of the said Assembly while the Office of Speaker is vacant.

        In exercise of the powers conferred by Article 188 of the Constitution of India, I, Lallan Prasad Singh, Governor of Meghalaya, hereby appoint Shri Williamson A. Sangma, a member of the Meghalaya Legislative Assembly before whom other Members of the said Assembly shall make and subscribe an oath or affirmation until a Speaker is elected.

        After the election of the Speaker of the Assembly, the oath or affirmation shall be made and subscribed before the Speaker of the said Assembly and in his absence before the Deputy Speaker or when the Assembly is in session and Speaker is absent and Office of the Deputy Speaker is vacant, before the person who may be presiding over the Assembly for the time being.

        Oath or Affirmation by new Members

Shri W.A. Sangma (Speaker Protem) :- Now the next item will be the making and subscribing of oath or affirmation. But before we do that, I would like to remind the hon. Members that there is a convention to the effect that before the oath-taking starts the House should stand in silence for one minute to mark the solemnity of the occasion when the House meets after the General Elections. I will, therefore, request all the hon. Members to stand and observe silence.

        ( Members observed one minute's silence.) 

        The next item is making and subscribing oath or affirmation. In this respect, I would like to inform the hon. Members that there is a set procedure to be followed. The Secretary will call out the names of the hon. Members one by one. After the name of a Member is called out, the Member so called will proceed to the side of the Secretary's table where a copy of the form of oath or affirmation in the language in which the Member desires to make the oath or affirmation will be handed over to him. The Member faces the Chair and takes the oath or affirmation. He then signs the Roll of Members on the Secretary's table; after that he shakes hands with the Speaker, and thereafter takes his seat in the House. Now the Secretary will start calling out the names of the hon. Members.
