Ban on Export of Cut-timber.

*6. Will the Minister-in-charge, Forest be pleased to state :-    

(a) Whether any concrete steps have been taken by the Government with the Hon'ble Supreme Court/Central Government to solve this vexed problems of economic crisis and social destabilisation?

  (a) Yes, Sir.
 
 
 
 

(b) If so, what are the corrective measures initiated by this Government to solve this vexed problems of economic crisis and social destabilisation?

 

(b) Sir, State Government's consistent efforts to obtain relief in the matter, followed by the submission of the perceptions of the Ministry of Forest & Environment in the above regard resulted in the order dated 15.1.98 of the Hon'ble Supreme Court which allowed disposal of timber subject to conditions laid down by the Hon'ble Court.

 
 
 

Border Wing & Home Guards.

13. Will the Minister-in-charge, Public Works be pleased to state :-

   

(a) The difference between the Border Wing & Home Guards and Civil Defence?

 

(a) The Border Wing Home Guards is comprised of Armed Personnel raised to augment the activities of the BSF/State Police, as and when necessary. The Civil Defence Organisations consists of civilian volunteers trained to assist the Civil Administration to relief on the occurrence of natural or man-made calamities.

 
 
 
 

(b) Whether the Border Wing Cadre has been established as a regular service?

 

(b) The Administrative Company of Border Wing Home Guards consists of personnel in regular fulltime service.

     The other 5(five) Companies of the Border Wing Home Guards consists of personnel deployed on a temporary basis.

(c) Whether the Border Wings employees are entitled to pension, if not, the reason thereof?

 

(c) Only the personnel of the Administrative Company of the Border Wing Home Guards who are in Regular service are entitled to pension.

 

Export of legal cut-timbers

(a) Whether, it is a fact that the Hon'ble Supreme Court vide its interim order dated 15th January, 1998 on the recommendation of the High Power Committee allowed the export of legal-cut-timber for a period of six month?

 

(a) The Hon'ble Supreme Court has vide para 7(c) of its order dated 15.1.1998 directed that - The State Governments shall ensure disposal of illegal timber before permitting the conversion/disposal of legal/authorized timber available with the wood based industries.

(b) If the reply to (a) is in the affirmative, the total amount of such cut-timber along with its classification of species in cubic feet that has been exported till date/

  (b) Nil, Sir.
 
 
 

(c) The names of the Registered and licensed persons/firms authorized to export?

Auction/Tender for cut-timbers

(a) Whether it is a fact that the Government very recently auctioned/tender the illegal cut-timber from the Garo Hills reserved Forests?

 

(a) Sir, the Forest Development Corporation of Meghalaya has floated NIT for disposal of illegal cut-timber, allotted to the Corporation by State Government.

(b) If the reply to (a) above is in the affirmative, the names of persons/firms who have been awarded?

 

(b) Yet to be settled by Forest Development Corporation of Meghalaya Sir.

(c) The rate at which the auction/tender have been awarded on the classification of species in cubic feet basis?

 

(c) Does not arise in view of reply to (a) and (b) above.

 

Allocation of Central Sponsored Schemes.

Bus Service on Tura Maheshkhola Route

18. Will the Minister-in-charge, Transport be pleased to state :-    

(a) Whether the Government is aware of the fact that the M.T.C. Bus Services on Tura-Maheshkhola Route has been suspended/stop operating from Rongara to Maheshkhola?

  (a) Yes, Sir.
 
 
 
(b) If so, since when?   (b) Since 18.1.98

(c) Reasons for suspensions not operating from Rongara to Maheshkhola?

 

(c) The Route from Rongara to Maheshkhola is found to be entirely uneconomical and involves non-profitable operational investment.

Public Bus Service on Tura-Baghmara Road

19. Will the Minister-in-charge, Transport be pleased to state :-

   

(a) Whether the Government is aware of the fact that public bus service is operating from Tura to Baghmara via the parallel Border Road?

 

(a) & (b). No Public buses are operating from Tura to Baghmara via the Parallel Border Road because of very bad condition of the Border Road. As such, all the buses are plying to Baghmara along the Hill Road. 

(b) If the answer to (a) is in the affirmative, what steps the Government is taking to operate the public bus service?

 

Public bus services would be re-introduced through the Parallel Border Road only after repair of the road and making it fit for plying of buses.

Public Bus Service on Tura-Rongru Asim Road

(a) Whether the Government is aware of the fact that public bus service is running from Tura to Rongra Asim?

  (a) & (b) No public buses are operating from Tura to Rongra Asim.
   

Non-operations of bus service to Rongra Asim is due to the fact that the condition of the road to Rongra Asim is very bad and not fit for plying of heavy vehicles.

(b) If the reply to (a) above is in the negative, the reasons thereof?

Building of Baghmara High School.

Siju Water Supply Scheme

(a) Whether the Government is aware of the fact that Siju Asak Banda is covered under Siju Water Supply Scheme?

  (a) Yes, Sir.
 
 
(b) If so, the number of households covered?   (b) Around 18 House holds with 4 street taps provided.

(c) If not the steps taken by the Government to cover the above noted village?

 

(c) Does not arise. However extension of pipe line is proposed to cover the newly grown house holds in Asak Banda village under improvement of Siju Water Supply Scheme.

(a) Whether Rongsu Apal Water Supply Scheme is functioning?

 

(a) Yes, Sir. Rongsu-Apal Water Supply Scheme is partially functioning as during dry period there is less discharge in the source.

 
(b) If so, the number of public Taps installed?  

(b) 8 nos. of public taps installed out of which 5 taps are functioning (due to less discharge of source).

 
(c) If not the reasons thereof?   (c) The scheme is partially functioning due to drying of stream source affected by large scale jhum cultivation in and around the catchment area.

(a) Whether Rewak Water Supply Scheme is functioning

 

(a) There is no scheme by the name of Rewak Water Supply Scheme. However scheme Rewak Malangma is functioning partially.

 
(b) If so, the village covered?   (b) Rewak Malangma and Rewak Songmong.
(c) If not, the reasons thereof?  

(c) Rewak Songmong is partially functioning due to tampering of pipe lines consequent to inter-villages rivalry.

Kanai W.S.S

(a) Whether the Kanai Water Supply Scheme has been abandoned?  

(a) Yes, Sir. The scheme has been kept under suspension.

 
(b) If so, since when?   (b) Since 1989.
(c) If the answer to (a) is in the affirmative, the reasons thereof?   (c) Due to repeated and large scale thefts of G.I. Pipes from laid pipeline system.

28. Will the Minister-in-charge, Public Health Engineering be pleased to state :-

   

(a) How many numbers of Water Supply Schemes have been abandoned under Baghmara PHE Division?

 

(a) Thirty number piped water supply schemes  covering 58 villages located in Indo Bangladesh Border had to be kept under suspense. It is not that all those schemes had been completely abandoned but department had decided not to go for piped water supply replacement of stolen pipes because of repeated thefts.

 
 
 
(b) If so, the reasons thereof?  

(b) Continuous and large scale theft of G.I. pipes from these schemes

 
(c) The amount involved against such shcemes?   (c) Rs.52.52 lakhs.

(d) Whether the Government has made any alternative proposals in those places?

 

(d) Proposals have been made for installation of Ring wells in place of piped water supply schemes in Indo Bangladesh Border and accordingly sanctions were received for most of the villages and completed during 97-98. Proposals for remaining villages are being submitted in 98-99.

(a) Whether villages of Goka Wakkol and Masighat are covered by any Water Supply Scheme?

 

(a) Yes, Sir, both Goga and Masighat villages are covererd by Baghmara Civil Sub-division complex water supply scheme, except Goka Wakchol hamlet which is far away from main village.

 

(b) If not, what steps the Government proposed to take to solve the water problems of these villages?

 

(b) Steps are being taken to provide water supply to Goka Wakchol hamlet also.

New Primary Schools under Basic Minimum Programme
