Ampati Police Out-Post

(b) The area of jurisdiction of the proposed upgraded Ampati Police Station has been under consideration by the Government.

 

M.E. & H.S Under Deficit System

(a) Whether the Government have any policy to bring M.E. Schools and High Schools under the Deficit system during the current financial year?

PHCs without Medical Officer.

(a) Whether it is a fact that the following Primary Health Centres are functioning without the Medical Officers.

  (a) Yes, Sir, in so far as Samanda PHC is concerned.
 
 
(i) Samanda PHC.    
(ii) Nongalbibra PHC.    
(iii) Dobu PHC.    

(b) Reasons for not appointing the Medical Officers in the PHCs?

Appointment of Medical & Health Officer of Samanda PHC is under process.

(c) Whether the Department proposes to send the Medical Officers to the PHCs soon?

Robberies.

(a) Whether it is a fact that there have been cases of frequent robberies on the MTC/Public night buses plying from Tura to Gauhati/Shillong and vice-versa?

  (a) Yes, Sir.
 
 

(b) If the answer to (a) above is the affirmative, what are the measures taken by the Government in this regard?

 

(b) Immediately on receipt of written report, the matter was taken up with the S.P. East Khasi Hills District and subsequently with the I.G of Police (Law & Order) for taking up the matter with their counterparts in Assam. Consequently, Police Escort was provided by Meghalaya police from Tura to Paikan and by Assam Police from Paikan and by Assam Police from Paikan to Dhupdara. This practice of providing Police Escort is continuing till date. 

 
 
 
 

Widening of roads

(a) Whether it is a fact that the works of Widening at Do.be Dare Turning (93 drd KM) on Darugre - Rongrenggre via Songsak Road where recently the M.T.C Bus was about to fall down to the deep gorge due to congestion, has not been done as per amount sanctioned for the work?

  (a) No, Sir.

(c) Name of the Contractor with his Address.

(d) No, Sir. Only Rs.63,386/- has been paid out of the total bill of Rs.70,062/-.

Posts of Heads of Department.

(a) Whether it is a fact there are Heads of Department posts presently being held by I.A.S. personnel on dual charge?   (a) Yes, Sir.

(b) If reply to (a) above is in the affirmative the number and details of such posts?

  (b) 9 posts, Sir. These posts are :-
1. Director, Arts and Culture.
    2. Director, Small Savings.
    3. Director, Border Areas Development.
    4. Labour Commissioner and Director Employment and    Craftsman Training,
    5. Director of State Lotteries.
    6. Director, M.A.T.I.
    7. Commissioner of Excise.
    8. Commissioner of Taxes.
    9. Director of Tourism.

(c) Whether it is a fact that there are confirmed State Civil Service (M.C.S) personnel who have not as yet got their due promotions?

 

(c) and (d). There is no minimum eligibility period specified in the Rules for promotion of MCS officers to the posts at the level of Head of Departments.

(d) If reply to (c) is in the affirmative the names of such confirmed M.C.S personnel who are due for promotion and the date they became eligible for promotion.

 

Creation of post for Siju PHC

(a) Whether the Government has made any proposal for the creation of different categories of posts for the Siju P.H.C.?

(b) If so, the number of posts sanctioned category-wise?

  (b) The posts are yet to be sanctioned, Sir.
 
(c) If not, the reasons thereof?   (c) The proposal is under process, Sir.

Illegal encroachments

(a) Whether it is a fact that there have been numerous cases of illegal encroachments into the areas of various State Forest Reserves in the State?

  (a) Yes, Sir.
 
 

(b) If the answer to (a) above is in the affirmative, what are the corrective measures being taken by the Government in this regard?

 

(b) (i) Notices are issued to the encroachers directing them to vacate as soon as the encroachment(s) are detected.

 
 

(ii) Action is taken to initiate eviction proceedings under the provisions of the Meghalaya Forest Regulation Act, 1973 on encroachers who do not vacate on receipt of notice.

(c) What is the total area of each of the State Reserve Forests?

  (c) 712.15 Sq.Kms.

Government Colleges in the State

(a) 3 Nos. Viz. Tura Government College, Tura, Kiang Nangbah Government College, Jowai and B.Ed Government College (Rongkhon) Tura.

 

(b) Whether the Government has any plan to upgrade/establish more Government colleges in the State at least one in each District?

  (b) Not yet, Sir.
 
 

Williamnagar Civil Hospital

(a) Whether the Civil Hospital in Williamnagar is adequately manned by the Specialists in the following branches of Medicines?

  (a) No, Sir.
 
 
   (i) Peadiatrics.    
   (ii) E.N.T.    
   (iii) Gynaecology and obstetrics and    
   (iv) Opthalmology.    

(b) If the answer to (a) is in the negative, what are the steps proposed to be taken to fill the vacant posts?

 

(b) In-service Doctors have been deputed for Post Graduate studies in different subjects, to enable Government to fill up all Specialist Posts in the State.

 

Schooless Villages

(a) Number of School-less villages in the State?   (a) 900 villages, Sir.

(b) Whether the Government is intending to provide Schools to those Schooless Villages?

  (b) Yes, Sir.
 

(c) If so, how many Schooless Villages will be provided with Schools during the current Financial Year?

 

(c) The number of schools will depend on the availability of fund.

 

Cases of Extortion

*36. Will the Minister-in-charge, Home be pleased to state:-

   

(a) Whether the Government is aware of the fact that there are numerous cases of extortions taking place in the State?

 

(a) Yes, Sir.

 
 

(b) If the answer to (a) above is in the affirmative, what are the corrective measures being taken by the Government in this regard?

  (b) The following corrective measures are being taken by the Government namely:

(i) Constitution of the District Level Monitoring Committee under the Chairmanship of each Deputy Commissioner to prepare the District Action Plans to combat extortion etc., in their respective districts and to review the crime situation in the Districts every month.

   

(ii) Constitution of the District Level Monitoring Committee under the Chairmanship of the Home Minister, to oversee operationalisation of the District Action Plans and to tone up the Civil and Criminal administration at the District - level in general. 

   

(iii) Involving the NGOs in creating a general awareness among the people of the evil of extortion etc.

    (iv) Stepping up the activities of the Intelligence machinery of the State Police.
    (v) Application of the preventive provisions of Law.

Improve Adhoc System

(a) The total number of Upper Primary Schools that have been brought under improved adhoc system with names?

 

(a) Sir, the number of schools brought under improved adhoc system is 394.
   The List is placed on the Table of the House. 

(b) The pay given to the Headmasters and Assistant Teachers for such Schools?

 

(b) Graduate Headmasters - Rs.4000/-
Under Graduate Headmasters - Rs.3000/-
Assistant Teachers - Rs.3000/-

 

(c) Whether Hindi Teachers are included as the Assistant Teachers?

 

(c) Yes, Sir provided they have general degree qualification to teach other subjects.

(d) The total number of teachers including Headmasters allowed

  The total financial implication per month for payment of Salaries are as follows:-
1. Deficit = Rs. 62,85,939
2. Adhoc = Rs.   5,07,371
     Total  = Rs. 67,93,310
