Regional Institute of Planning & Programme

(a) Whether it is a fact that the Regional Institute of Planning and Programme has not yet been made functional?

  (a) Yes, Sir.
 
 

(b) If the reply to (a) above is in negative, when it will be made functional?

 

(b) & (c) The time frame within which the Institute is proposed to be commissioned is still uncertain owing to a policy matter pending with Government of India. This relates to the formal administrative approval of Government of India for a 90% financial assistance for the recurring costs of the Institute, on an actual basis, in addition to the approved 90% financial assistance for the capital costs. Hence State Government is also not forthcoming in release of their balance share of funds for the completion of the project.

(c) Whether it is a fact that inspite of repeated approach to the State Finance Department for sanctioning of the State matching fund, the matter was turned down and thereby the construction of the buildings of the Regional Institute could not be completed.

Plying of MTC Bus.

Constitution of School Managing Committee

Power Supply

(a) Whether it is a fact that there is frequent disruption of Power supply in the Garo Hills region during the last several years?

  (a) There have been occasional disruptions of Power to the Garo Hills Region in the recent past.
 

(b) If the reply is in affirmative, whether any alternative measures has been proposed/approved by the Government to meet the emergency/peoples suffering?

 

(b) Sir, the Government has proposed construction of 132 KV line from Agia (Assam) to Nangalbibra (Meghalaya) with funds proposed from NEC and another 132 KV single circuit line from Shillong to Nangalbibra under the State Plan during 9th Five Year Plan. In addition, at the instance of the State Government, the Sukla Commission has specifically recommended establishment of Garo Hills Thermal Power Station, (135 MW) at an estimated cost of Rs.540.00 crores. 

 
 
 
(c) If so, amount allotted in the Budget for 1998-99.  

(c) No amount has so far been specifically allotted for the purpose. However funds are expected from NEC in the current financial year.

(a) The original estimated cost of Greater Shillong Water Supply Scheme is Rs.2390 lacs sanctioned on 6-1-79.
     The revised estimated cost of the scheme is Rs.5822.52 lacs and sanctioned on 9-9-94, Sir.

 

(b) What is the future schemes and plans to cover the supply drinking Water to rural areas?

 

(b) As per Government of India's directive, all uncovered habitations are to be provided with safe drinking water by 2000 A.D. i.e. by 31-3-2000, Sir. 

 

MBOSE Issue

(a) Whether any decision has been taken by the Government on the Meghalaya Board of School Education issue?

 

(a) The Board has been newly constituted consequent upon the amendment of MBOSE Act, 1973 as per Meghalaya Ordinance No.3 of 1997 dt. 23.12.97 following Trifurcation of the Directorate.

   The reconstituted Meghalaya Board of School Education has 22 members including Secretary/Commissioner Education as the Chairman, the 3 Directors of Education, the Director of Industries, Director of Agriculture, Director of Health Services, representatives from NEHU, Secretary MBOSE and 13 other members to be nominated by the Government.

   With the newly constituted Board, all major issues pertaining to MBOSE will be dealt with to further improve and strengthen school Education in the State.

New Satellite Township

No, Sir, we have not received any formal communication from OECF regarding stopping of release of funds against Renovation and Modernisation of Umiam Stage I Power Station.

  OECF had not sanctioned any funds for Stage II renovation scheme.

Master Plan for Tura Urban Area

(a) Whether it is a fact that the Tura Urban area has been prepared a Master Plan?

(b) If so, whether the Government has approved the Master Plan.

 

(b) Yes, Sir. The Government had approved the Master Plan Tura 1990-2011 vide Notification No.UAU.150/91/14, dt.31.7.91.

 

(c) If the answer is in affirmative, the reason of delay for implementation as per the Master Plan.

 

(c) Sir, many of the recommendations of the Master Plan, Tura (1990-2011) has been implemented by concerned Departments of the State Government and Development control measures are being enforced by Meghalaya Urban Development Authority.

(d) If so, fund allotted and utilised by the TMB/State Government.   (d) Sir, the fund allotted by Government is Rs.11.79 lacs and the fund utilised by the Tura Municipal Board is Rs.0.29 lacs.

Office of the Conservator of Forest

      The Headquarter of the Office of the Conservator of Forests (Wildlife) was shifted from Shillong to Tura during July 1996 in Public interest.

 

(b) If the answer is in affirmative, whether the Office is fully established with staff required?

         As at present nucleus staff of one UDA and 2 LDAs have been provided along with the other Grade IV staff Additional Staff will be provided during  1998-99.
