Shortage of Inspecting Staff

(a) Whether it is a fact that there is an acute shortage of Inspecting Staff at the level of the Sub-inspectors of Schools?   (a) Yes, Sir.
 
(b) If so, how many such posts are failing vacant in the State as a whole?   (b) 22 Posts.
 
(c) Reasons for the delay in filling the vacant posts?   (c) Due to the process of restructuring the Directorate and amalgation teaching and Inspecting Staff.
(d) Specific time-frame within which the vacant posts are proposed to be filled by the Department?   (d) As soon as modalities in the Service Rules are finalised.

Drug Addicts & AIDS Patients

(a) As per Government Records how many drug addicts and AIDS patients are in Meghalaya?   (a) 556 Drug Addicts and 9 AIDS Cases.
 
(b) What steps is the Government taking to rehabilitate them?   (b) So far no rehabilitation has been taken up except counselling and medication.
 

Sali Paddy

*101. Will the Minister-in-charge, Agriculture be pleased to state :-    
(a) Whether it is a fact that the harvesting of Sali Paddy this year specially in Garo Hills Districts had been affected due to some natural calamity?   (a) Yes, Sir.
 
 
(b) If the answer to (a) above is in the affirmative the type of natural calamity?   (b) Sir, there are two types of Natural Calamity which affects Sali Paddy in Garo Hills, namely :-
(1) Flood : July - November, 1998.
(2) Pest Epidemic : Nov - Dec., 1998 (Climbing cut worm)
 
 
(c) The kind of help the Department has extended to these affected manners?   (c) A. FOR WEST GARO HILLS DISTRICT

Sir, the following seeds were distributed to the affected farmers on 50% subsidised rate for Rabi season in case of flood.

 
 
    1. Paddy seed - 303.00 qtls
    2. Wheat seed - 630.00 qtls.
    3. Mustard seed -   40.00 qtls.
    4. Pea seed -   14.50 qtls
    5. Black Gram seed -     9.00 qtls
    6. Rabi Maize seed -     8.00 qtls
    7. Vegetable seed - 137.00 Kgs.
    8. Potato seed -   28.00 qtls.
     
    The above seed were distributed from the normal schemes of the Department.
    In case of Pest Epidemic  the following pesticides and sprayers were distributed to the farmers on 50% subsidised rates.
    (1) Knaprack Sprayers = 30 Nos.
    (2) Pesticides :    
      (i) Endocel 35 EC = 150 lits.
      (ii) Thiodan 35 EC =   70 lits.
      (iii) Cusulfan 35 Ec = 200 lits.
      (iv) Rogor 30 EC = 100 lits.
     
    In addition to the above all the AAI's/AD's/Field Workers available in the District were deputed for spraying operations and the following departmental P.P. Equipments were provided for spraying :
    (i) Power/Sprayers = 15 Nos.
    (ii) Hand/Knaprack Sprayers = 52 Nos.
     
    Besides the above 'ANNEWARI' was declared in the affected Villages by the District Collector so that the Short Term Loan taken by the farmers from various financial Institutions can be converted into medium/Long Term Loans giving more time to farmers to repay their crop loans.
    B. EAST GARO HILLS DISTRICT
The following seeds and Fertilizers and Plant Protection Chemical were provided to the affected families by issuing the availability of Inputs free of cost.
    (a) Seeds : (1) Wheat seed -    50 qtls.
   
      (2) Rabi Maize seed -  18.2 qtls.
    (b) Fertilizers : (1) Urea -    32 qtls
   
      (2) SSP -    80 qtls
      (3)MOP -    20 qtls.
    (c) P.P. Chemicals :      
      1.Dimecron SL -     7.5 lits.
      2.Theodan 35 EC -     10 lits.
      3. Pyribon 20 EC - 11.53 lits.
(d) If not, the reasons thereof.   (d) Does not arise in view of (c) above.

Improvement of Road

(a) Whether it is a fact that the North Eastern Council has agreed to provide fund for improvement of Rymbai-Bataw-Borghat-Huroi-Jalalpur road?   (a) Yes, Sir.
 
 
 
(b) If so, since when the road is brought under North Eastern Council Scheme and the amount released by North Eastern Council so far?   (b) The road was approved by the Planning Commission on the 19th December, 1997 for inclusion in the 9th Five Year Plan of North Eastern Council Schemes. The amount released so far by the North Eastern Council is Rs.7.50 lakhs.
 
(c) If not the reasons thereof?   (c) Does not arise.

Village Forest Scheme

Inquiry Report

(a) Whether Inquiry Report by the P.W.D. over the construction of road leading to the new Dam at Mawphlang be placed in the House?   (a) Yes, Sir, a copy of the Inquiry Report of Public Works Department vide letter No. PW/TB/BR/16/93/21 dated 15.12.98 is placed on the Table of the House.
(b) What action the Department had taken on the Report send by the PWD?   (b) Chief Engineer, PHE was asked to give his comments on the observations made in the Report The reply of Chief Engineer vide letter No. CE/PHE/TB-210/95/163 together with enclosure No.SE/PHE/GS/CON/TB-2/98-99/2319, dt. 16.2.99 is placed on the Table of the House. In view of the reply of Chief Engineer, PHE, the matter has been closed.

School Building

Indian Red Cross Society

MTC Bus Service

Implementation of W.S.S.

(b) The names of the Schemes and the villages?   (b) The names of the Schemes and villages are as follows.
    1. Lumpdeng W.S.S. (i) Lumpdeng.
    2. Lummawbah (D.T.W.) (ii) Lummawbah.
    3. Demthring W.S.S. (iii) Demthring.
(c) Whether they have been sanctioned?   (c) Only Demthring Water Supply Scheme has been sanctioned till date.
 
(d) If not, the reasons thereof?   (d) Two schemes viz., Lummawbah and Lumpdeng is yet to be sanctioned, as of now
 

Mawsomat W.S.S.

Kynsain Bridge

Chorontola PWD Road

Construction of W.S.S.

(a) Whether the construction of Maulakandi water supply scheme and Bholarbhita water supply schemes have been completed?   (a) (i) Maulakandi water supply scheme has been completed.
(ii) Bholarbhita water supply scheme is yet to be completed.
 
(b) Whether these water supply schemes are made operational and functional to supply the potable drinking water uninterruptedly?   (b) Only Maulakandi water supply scheme is partially functioning.
 
(c) If not, the reason thereof.   (c) Maulakandi water supply scheme is partially functioning at present due to theft of pipes, damages to pipe lines by flash floods and destruction of pipes by wild elephants.
  Bholarbhita water supply scheme could not completed due to want of G.I/P.V.C pipes for distribution system in the current year.

(b) If yes, how many such licenses and locations had been issued?   (b) 7 (Seven) Licences have been issued for operation of electronic Jackpot Machines in Jail Road, Thana Road, Police Bazar and G.S. Road.
 
(c) The revenue received annually?   (c) The revenue collection for the year 1998-99 is Rs.2,50,297.00.

Lottery Tickets

(a) Whether the Department had realised outstanding dues from lottery tickets agents?   (a) No, Sir.
 
(b) If yes, how much from (i) Karan & Co. (ii) Sidhirranga Agencies Pvt. Bombay, (iii) M/s Megh & Co?   (b) Does not arise in view of reply to (a) above.
 
 
(c) If not, the reasons for not realising dues?   (c) For realisation of the outstanding dues from M/s Karan & Co., New Delhi an Arbitration proceedings was filed against the said Co., and the Arbitrator has awarded Rs.1025,65512 lakhs in favor of the Government of Meghalaya Payable by the said Co., to the State Government. Action has also been taken up with the Government Pleader, Shillong to file Execution Suit against the said agent.

   For recovery of the outstanding dues from M/s Sidhivinayaka Agencies Pvt. Ltd., Bombay and M/s Megh & Co., Shillong. Money suits were filed against them in the court of the Assistant District Judge, Shillong. Both the Suits are still pending in the said Court.

    2. Shri R. Thanrila - 5,7000 sq.ft. vide Patta No.22 dt.18.12.1969.

          The land has been allotted for residential purposes.
