(a) Whether it is a fact that the Ranikor P.H.C. is upgraded to C.H.C.?   (a) Yes, Sir. Upgradation of the Ranikor P.H.C. to a C.H.C. has been approved.
(b) If so since when?   (b) On 31.3.98.
(c) Whether land has been acquired for this purpose?   (c) Land is already available.
(d) When is the construction work expected to commence?   (d) Sometime in April, 1999.
 

Cuts Expenditure

(a) Whether it is a fact that substantial cuts from Non-plan expenditure in Developmental Departments have been made?   (a) & (b) Yes, Sir.

   A cut was imposed to reduce the budgetary deficit and try to maintain the pace of developmental programmes.

Shyamnagar Govt. Aided H.S.

(a) Whether the Hon'ble High Court has issued any directive to the Government in regards to Shyamnagar Government Aided High School?   (a) Yes, Sir.
 
 
(b) If so, the details of the directive?   (b) To re-examine the matter for the purpose of provinvialisation or bringing Shymnagar Govt. Aided High School under deficit system.
 
 
(c) Whether the Government intends to bring the said school under Deficit-Grant-in-aid system or any other system?   (c) No, Sir.
 
 
(d) If not, the reason thereof?   (d) In view of the fact that the Government has since 1989 stopped deficitising any school due to fund constraint.
 

Departmental Purchases

(a) What type of purchases made by the Government Departments which requires to be screened by the Purchase Board and send to the Minister-in-charge for approval?   (a) Purchases of all instruments appliances, apparatus, machinery, tools and plants and other stores in India including livestock.
 
 
 
(b) What will be the outcome of the recommendation of the Purchase Board for allotment of materials to suppliers, Contractors, Agents if the same is being changed by the Minister-in-charge?   (b) The recommendation of the Purchase Board becomes in-operative.
 
 

Arrest on Drug Dealing Charges

(a) How many persons have been arrested on drug dealing charges during the years, 1996to 1999?   (a) 51 (fifty one) persons were arrested on drug dealing charges during 1996-1998.
(b) of these arrested, how many have been convicted?   (b) 6 (six) persons were convicted.
(c) Whether the State Police is trained and equipped to handle the drug menace?   (c) Yes, Sir.
 
(d) Whether the State Police maintain sniffer digs for detecting contraband drugs?   (d) Yes, Sir.
 

Stock of Limestone Quarry

(a) The names of the contractors or company to clear the huge stock of limestone quarry at M.C.C.L. Mawmluh?   (a) No contractors or company has been appointed to clear any limestone stock from the M.C.C.L. quarry at Mawmluh, Sir.
 
(b) Whether trading license from the competent authorities has been obtained or not?   (b), (c) (d) & (e).
Does not arise in view of the reply to (a) above, Sir.
(c) What is the contract value for extracting limestones from the quarry and the amount paid so far?    
(d) Whether it is a fact that such contractor work is being banned?    
(e) If so, the reasons thereof?    

Setting up of Commission of Enquiry

(a) When was the Justice T.C. Das Commission of Enquiry set-up to inquire into the trees felling incidents at Chima Bangsi Reserve Forest?   (a) Sir, the Justice T.C. Das Forest Enquiry Authority was set up on 20th Oct. 1997.
 
(b) Has the Govt. set any time frame for the Commission to submit its report?   (b) and (c)
       No time frame was fixed by Government for Justice T.C. Das Enquiry Authority to submit its report, Sir.
 

P.H.C. Complex at Khonjoy

(a) The reason for the delay of completion of construction works of P.H.C. at Khonjoy?   (a) Due to paucity of funds, Sir.
 
(b) When is it expected to be completed?   (b) Sometime in June, 1999.

Collection of Revenue

(a) What was the revenue collection from Ri-bhoi District in the last five years 1993 to 1998?   (a) The Revenue collection in the last five years was Rs.30.03 crores.
(b) The number of retailed licensed shops in Ri-Bhoi District?   (b) 40 Nos.
 
(c) Whether increase of revenue is directly related to the number of retailed outlets?   (c) Not entirely. However additional revenue is generated by way of license fee payable to Government by each retail outlet @ Rs.38,000/- per license.
 

Gomaijhora Flow I.P.

(a) Whether the Government is aware that the Gomaijhora Flow Irrigation Project faces acute shortage of water due to reduced level of water and head work for Irrigation purpose every year during dry season?   (a) Yes, Sir.
 
 
 
 
(b) If so, whether the Government will take adequate remedial measures sot hat water can be pumped to the canals for uninterrupted distribution of water to the canals?   (b) 4 Nos. of 10 H.P. and 3 Nos. of 5 H.P. pumps, totaling 7 Nos. of water pumps sets available with the Irrigation Division have been placed to pump water from the pond up-stream of the Gomaijhora Head-works.

L.O.A. System

(a)  Which Department had implemented L.O.A. System?   (a), (b) & (c)
     To minimise the mismatch between the receipt and expenditure in the Govt. Departments the LOA systems has been introduced by the Finance Deptt. in the following seven major Deptts. i.e. Education Department, Health & Family Welfare Deptt., Agriculture Deptt, Home (Police0 Deptt. with effect from 1.7.98 and Sectt. Admn. Department, Animal Husbandry & Vety. Deptt. and Home (C.D. & H.G.) Deptt. with effect from 1.4.99. The LOA system will be introduced in all the Govt. Departments in the State by stages in due course in light of experience gained, progress of Computerization etc.

Day-light Robbery

(a) Whether Government is aware of the Day-light robbery that had taken place near Borsora on 23.2.99   (a) Yes, Sir.
 
 
(b) If so, what steps have been taken by the Government to protect the lives and properties of the people in the area?   (b) A criminal case has been registered, eight persons have been arrested and one section of Armed Police Personnel has been posted at Borsora Out Post Sir.

Payment of Incentives

*135. Will the Minister-in-charge Industries be pleased to state :-    
(a) The position of payments of Incentives on Transport subsidies?   (a) Sir, Admissible transport subsidy to eligible industrial units have been fully paid upto the year 1995-96, and partly for the year 1996-97.
 
(b) The procedure/criteria of payments and reimbursement?   (b) Sir, Industrial units are eligible for Transport Subsidy at 90% of computed cost for transportation of raw materials required for such industry, from any part of the North Eastern region, by rail or by road where there is no rail link. Transport Subsidy is also admissible to industrial units for transportation of finished products, at 50% of computed cost of transportation within the North Eastern Region. Such subsidy is presently available to an industrial units for a period of 5 years with effect from the date of their commercial production, limited to the period ending 31st March, 2000.
 
 
 
 
 
 

Report of Firing Incident

(a) The reasons for the delay to consider the Report on firing incident at Laban?   (a) The Govt. did not accept the report of the Magisterial enquiry and decided to constitute an Inquiry Commission to be headed by a Retired High Court Judge. The Commission is yet to commence the inquiry.
 
 
(b) the place the report of the Inquiry Committee on the Table of the House?   (b) Does not arise in view of (a) above.
 

Failure of W.S. System

(a) Whether the Government is aware of the total failure of the drinking water supply system at Koraigora, Aliwareng, Tilakaw, Rajaju, Khonjoy and other neighbouring villages in Langrin Constituency?   (a) No, Sir. Some Schemes are non-functioning due to theft of pipe damage of intake and deterioration of water quality.
 
 
(b) If so, what steps have been taken to solve the water crisis of the concerned villages?   (b) Steps are being taken to make the schemes functional by adoption of appropriate solutions.

(a) What types of Arms/Ammunitions fall under non-prohibited category?   (a) The Statement is placed on the Table of the House, Sir, being Government of India Letter No.V-11018/59/77-GPA-V dated 16-7-1977.
(b) Whether such confiscated arms is available with State Government?   (b) Yes, Sir.
 
(c) If yes, to place Government of India guidelines on the Table of the House for preference to VIPs?   (c) The Central Government's guidelines under letter No.V-11020/10/93-Arms dt. 15.9.93 is placed on the Table of the House, Sir.
 

Absorption of Unemployed Youths
