(b) If yes, the reason thereof?   (b) Some of the notified members files petitions in High Court.
(c) What steps the Department will take to convene BDC/BSC Meetings of those Blocks stayed by the Hon'ble Courts?   (c) Block Development Committee meetings were convened as per Notification ordered by Hon'ble High Court.
 

Schemes for Tourism

Water Supply Plant

Supply of Rice under PDS

(a) The reason for suspending the supply of rice under Public Distribution System to the people living below the poverty line (BPL category)   (a) Sir, there has been no suspension of supply of rice under Public Distribution System to the Consumers in BPL, Category.
(b) Whether the supply of rice under BPL category will be re-introduced?   (b) Does not arise, in view of reply at (a) above.
 

Office of DFO

(a) Whether it is a fact that the fund has been sanctioned for the construction of the Office of the Divisional Forest Officer (DFO-cum Conservator of Forests (CF) at Tura?   (a) Yes, Sir.
 
 
(b) If so, the reasons for the building not being constructed?   (b) and (c)
     Construction of an office building to accommodate the office of Conservator of Forests, Tura and DFO (Wildlife) Tura, was sanctioned on 15th March, 1996 at an expenditure not exceeding Rs.18.00 lakhs. The sanctioned amount was placed at the disposal of the Forest Development Corporation of Meghalaya for getting the works executed through MGCC. The amount sanctioned was based on the 1991-92 schedule of PWD rates for buildings. However, MGCC declined to execute the work unless revised estimates were sanction based on current schedule of PWD rates. Revised estimates for Rs.38,15,500.00 were submitted by Chief Engineer PWD (Buildings) during September q1998 for construction of the aforesaid office building. The revised estimate could not be sanctioned within 1998-99 due to plan resource constraints. The estimates will be considered for sanction during 1999-2000, Sir.

Schools under Deficit System

(a) Whether Government has any policy to bring Adhoc M.E. and High Schools under Deficit System?   (a) No, Sir.
 
(b) What is the total number of teachers allowed for the Adhoc M.E. and High Schools?   (b) (i) Upper Primary Schools - 4 teachers.
(ii) High Schools - There is no specific order regarding the total number of teachers allowed for Adhoc High Schools.
 
(c) What is the present status of Hindi Teacher in Adhoc/Deficit M.E. Schools?   (c) Hindi teachers get Hindi grant @ Rs.1200/- p.m. or Rs.1300 p.m. depending on qualification.
      In deficit Schools they get regular pay scale.
 

National Level Shillong Trade fair

(a) Whether it is a fact that 1st National Level Shillong Trade Fair 1999 will be held at Shillong?   (a) Yes, Sir.
      The First National Level Shillong Trade Fair was held from 22nd to 30th March, 1999.
 
(b) What benefit is this Trade Fair to the people of Shillong?   (b) Sir, the benefit to the people of the State are as follows :-
(1) Generation of awareness of innovative industrial technologies for the village and small scale industries.
(2) Opportunities for local entrepreneurs to promote their products.
 
 
 
(c) What support the Government of Meghalaya has extended to the Fair?   (c) Subsidising 90 percent of the rental cost for exhibit stalls, Sir.
(d) Is this Industries and Trade Fair Association of Assam a Recognised and Approved body?   (d) Yes, Sir.
 
(e) If yes, by which Authority?   (e) The Organisation is registered under the Societies Registration Act 1860. The India Trade Promotion Organisation, Ministry of Commerce, Government of India has approved this Organisation International Trade Fairs at Guwahati.

Retirement Age

Funds for Developmental Programme

(a) The basis on which the funds for various development programmes like IRDP, EAS, JRY etc., are allocated to each community Development Blocks?   (a) Funds under IRDP/EAS/JRY are allocated to each Development Block in accordance with the instructions of Government of India and as per approved Annual Action Plan of each Block, Sir.
 
(b) Whether these funds are equally distributed to each constituencies?   (b) No funds under above schemes/programmes are distributed Constituency-wise, Sir.
(c) if the answer (b) above is in negative, then the reason thereof and the criteria by which these finds are distributed to each constituency?   (c) The development Block is the unit and the funds under the schemes are distributed equally among the blocks, Sir.

     The actual implementation of schemes except for EAS is undertaken through the Block Selection Committees/Block Development Committees constituted for each development block by the Government.

 
 
 
 

Financial Assistance

(a) Whether the Government is extending any financial assistance to various NGOs, Physically Handicapped persons and old and destitute persons?   (a) Yes, Sir.
 
 
(b) If so, the details of such welfare schemes and mode of availing such assistance?   (b) The details of the schemes are (1) Child Welfare (2) Women Welfare (3) Welfare of Handicapped and (4) Anti-Drug campaign. The mode of availing financial assistance is that interested persons shall have to apply for grants-in-aid to the concerned District Social Welfare Officer when the schemes are advertised.
 
 
 
 

Development of Women and Children

*37. Will the Minister-in-charge, Community and Rural Development be pleased to state :-    
(a) Whether the Government is implementing any programme relating to the development of women and children in rural areas?   (a) Yes, the Government is implementing development of women and Children in Rural Areas Scheme relating to the development of Women and Children in Rural Areas.
(b) If so, the details of the said programme and the necessary requirement to avail such facilities?   (b) The details of the said programme is as below:

        The DWCRA programme was introduced in 50 districts of the Country in 1982-83 as a Centrally Sponsored Scheme with UNICEF co-operation to strengthen the women component of povetry alleviation programme. It is directed towards raising the income of women of poor house holds so as to enable their organised participation in social development and economic self reliance. The strategy is informal group formation with 10-15 women and revolving fund of Rs.15,000/- is given to such each group to take up economic activities of their choice and aptitude. Within the group thrift or cooperative activities are encouraged with a maximum Government contribution of Rs.15,000/- equal to their share for the thrift. The ceiling has now been raised to Rs.25,000/- from 1995-96. Women belonging to rural below poverty families can become members of DWCRA and such groups can avail of the Government contribution under the Scheme. The group strategy was adopted to motivate the rural women to come together and to break social bonds which had denied then income generating and self-fulfilling opportunities.
