(a) How much the Department had fixed the target to boost the Revenue for the current financial year.   (a) Rs.39.20 Crores, Sir.
 
(b) How much had been collected for the last financial year.   (b) Rs.33.14 Crores, Sir.

Construction of Stadium at Jowai

*34. Will the Minister-in-charge, Sports be pleased to state :-    
(a) Whether it is a fact that construction of the Stadium at Jowai has been stopped?   (a) Yes, Sir.
 
(b) If the reply to (a) above is in affirmative, please state the reasons stopping the construction work?   (b) Sir, the works was taken up initially by Kiang Nongbah Stadium Committee. The work is now proposed to be implemented by the Department. The site has not yet been handed over to the Department, hence the work has not started.
 
 
 
(c) If the reply is in negative, please state the reasons of the delay of completion?   (c) Does not arise in view of (b) above.
 

Supreme Court's Order

(a) Whether there are losses of revenue consequent upon Supreme Court's Order banning supply of timber?   (a) Yes, Sir.
 
(b) If so, what steps have been taken by the Government to make up the losses?   (b) The Government is seeking increased Plan assistance and non-plan allocation from 11th Finance Commission to make up for the losses.
 
(c) Who are the persons mainly affected by this process?   (c) the persons mainly affected are :-
(i) Private forest owners.
(ii) Loggers.
(iii) Transporters.
(iv) Saw and Veneer Mill owners.
 
 
 
(d) What are the remedial measures taken by the Government to accommodate/rehabilitate the affected persons?   (d) The Govt. is requesting the District Councils to prepare Working Plans and Working Schemes for the forest areas under their control so that these may be approved by the Central Government and a sustainable yield may be allowed to be taken from the forests. The District Councils have also been requested to keep a proper record of private plantations in their area so that these can be allowed to be harvested in future. The Government has also asked the Deputy Commissioners to accommodate as many people as possible under Employment Assurance Scheme and Jawahar Rozgar Yojana.

Creation of the Post of Inspector of Schools

(a) What is the criteria for creation of the post of Inspector of Schools?   (a) The post of Inspector of Schools is normally created in each District for strengthening the Administration and supervision of secondary Education and is filled up from amongst the Asstt. Inspector of Schools having requisite experience.
 
 
 
(b) The number of Inspectors of Schools and their place of postings in the State?   (b) 1 (one) i.e. Inspector of Schools, East khasi Hills, Shillong.
(c) Whether it is a fact that the post of the Inspector of Schools in the Jaintia Hills District has been created in the year 1985?   (c) Yes, Sir. The post was created in the year 1986 and not 1985.
 
(d) Whether it is a fact that the created post at (c) has been abolished?   (d) No, Sir. The post has been downgraded to the post of Asstt. Inspector of Schools.
(e) if the reply at (d) above is in affirmative, the reasons thereof?   (e) Does not arise in view of (d) above.
 

Smit Water Supply Scheme

(a) The original estimate for the construction of Smit Water Supply Scheme?   (a) Sir, the original estimate for the Smit Water Supply Scheme is Rs.43,36,700/-
(b) What are the futures schemes and plans to cover the supply of drinking water to the rural areas?   (b) Subject to availability of Funds and Water sources, it is the endevour of P.H.C. Department to provide potable water at the rate of 40 litres per person per day.
 

Manufacture, Import & Transporting of Liquor

(a) What are the factors which can help the Department to regulate, manufacture, import and transporting of liquor?   (a) & (b) Manufacture, import and transport of liquor is regulated by the provisions of sections 10 to 16 and 19 of the Meghalaya Excise Act, Sir. Any contravention of these provisions are prosecuted under section 53 to 71 of the Act. Sir.

Construction of Bridge over Myntriang River

Scheme to Promote Tourism

(b) If the reply to (a) above is in the affirmative, whether the commuters of the road are denied of their transportational activities towards Kharkutta and elsewhere in the country during bandhs, hartals, etc., in Assam?   (b) Yes, Sir. In the absence of permanent bridge there is occasional disruption of transportational activities.
 
 
(c) If the reply to (b) above is in affirmative, what measures Government propose to take up to rectify the inconvenience?   (c) Government have already sanctioned for construction of R.C.C. bridges.

Kharkutta-Wageasi Road

Rongrang Minor Irrigation Project

(a) The present status of the construction of Rongrang Minor Irrigation Project in Kharkutta?   (a) The Construction of Head-work except fitting and fixing of steel sluice gates is completed in May,1999. The distribution canal system have been completed except in link portion where the Head regulator is left out due to land dispute which is under process of negotiation.
 
 
 
(b) Percentage of physically and financial achievement?   (b) Physical achievement is 94% upto March, 1999.
Financial achievement is 90% (approx) upto March, 1999.
 
 
(c) Name of the contractor?   (c) Smti Selma G. Momin, Chandmari, Tura.
(d) Date of commencement of the work and possible date of commissioning of the project?   (d) Date of commencement-1-12-92. Expected date of completion, March, 2000.
