Jail Inmates

(a) What are the categories of inmates that are being locked up indifferent Jails in the State?   (a) Sir, Convicts and under trial prisoners are being lodged in the jails.
(b) What are the facilities that are being given to each individual category-wise in respect of diets, medicines etc?   (b) Sir, in respect of diet, the inmates of the jails are given as per the Assam Jail Manual as adapted by the Government of Meghalaya.
    As regards medicines, there is a Doctor attached to each of the Jails assisted by a Pharmacist and medicines ae given free of cost when needed.
(c) Whether the prevailing facilities are sufficed to meet the minimum needs of the inmates?   (c) Yes, Sir.

  (c) A criminal complaint was filed in concerned police station against the offenders, consequently some mills owners were arrested and later released on bail.

Water Supply Scheme

(a) Yes, Sir. Water Supply Schemes for all habitations except Mawshun have been included in the Plan Schemes for 1999-2000.

(b) Mawshun Water Supply Schemes is a completed scheme.

(c) If the reply to (a) is in the affirmative, when will the schemes be implemented?

 

(c) The on-going schemes for Mawlam, Phyrnai and Nongjri are expected to be completed during 1999-2000. The scheme for Pyrdi-Wah is likely to be taken up during 2000-2001 subject to approval of the scheme.

Eviction of Pavement Hawkers

Hon'ble Supreme Court's Order

(a) Whether the MeSEB is aware of the directives contained in the Supreme Court's Order dated 15th January 1998/   (a) Yes, Sir, the Meghalaya State Electricity Board became aware of the orders of the Supreme Court dt.15.1.1998 in Writ Petition (c) 202 of 1995 on receipt of a copy of Forests, Government of Meghalaya Shillong vide his letter dated 23.9.98.
(b) If not, whether the Forest Department has informed the MeSEB regarding the above facts?   (b) Does not arise in view of reply to (a) above.
 
(c) If so, what action has the Board taken till date regarding the directives of the Hon'ble Supreme Court's Order?









 

(c) The Principal Chief Conservator of Forests has been requested to furnish a copy of the Rules framed and notified by the State Government for granting fresh licences to wood based industries along with the list of such industries to which fresh licences have been granted in accordance with the orders of the Hon'ble Supreme Court. The Principal Chief Conservator of Forests has also been requested to furnish a list of industries, if any, engaged in any illegal act or violating the Supreme Courts order dated 15.1.98 in order to disconnect the power supply in accordance with the provision of the Electricity Act and Rules & MeSEB Terms and Conditions of Power supply, 1989 vide letter No. MeSEB/LC/331/197/15 dt. 14.5.99.

State Borrowing

Budget Allocation

(a) What is the Budget allocation for the new scheme 1999-2000 for East Khasi Hills District? (a) Rs.20.00 lakhs
 
(b) The Nos. of schemes submitted against the allocation. (b) 39 Nos.
 
(c) The total estimated cost of the submitted schemes. (c) Rs.6,14,12,650.00

Water Supply Scheme

2. Will the Minister in-charge, Public Health Engineering be pleased to state:-

(a) Whether all the schemes taken up by the department for supply of drinking water were functioning satisfactorily after completion? (a) No, Sir.

 
(b) If so, the present position of Sutnga, 12 mile Umlympung, Shangpung, Mawjrong, Lapalang, Laitlyngkot - Nongkynrih & Baghmara Water Supply Scheme.



 
(b) The present position of the schemes are as follows:-

(i) Sutnga Water Supply Schemes

 A gravity feed scheme was originally taken up in 1973 but had to be abandoned subsequently as the water was found to be highly acidic. 8 Hand pumps were installed later, out of which 4 are defunct due to bore collapse and 4 are not functioning at present. Steps have been taken to undertake repairs and make the 4 pumps functioned.

(ii) 12th Mile Umlympung Water Supply Scheme

This is a gravity fed scheme and was functioning other commissioning. Source dispute and quarrying along the pipe alignment has rendered the scheme non-functional. An alternative source is under investigation.

(iii) Shangpung W.S.S.

This is a pumping scheme and sanctioned in 1981. After commissioning in 1986-87, the scheme was functioning. Subsequently, the source was found to be contaminated due to high acidic contents. As such, an improvement scheme was taken up in 1999 which envisages shifting the tapping point 6 kms upstream and extension of distribution system to newly grown localities around Shangpung Village.

(iv) Mawjrong W.S.S.

This is a pumping scheme and is functioning satisfactorily.

(v) Lapalang W.S.S.

The Scheme is functioning and water is being supplied to seven Villages. However, in two Villages namely Mawriang & Sohlong, the level of supply is below 40 lpcd due to increase in population in these villages and as such included in PC2 category.

(vi) Laitlyngkot - Nongkynrih W.S.S.

This is a pumping scheme covering 6 villages and is functioning. Excepting Nongkynrih, all the villages are getting water but level of supply is less than 40 lpcd. Hence, an improvement scheme has been taken up to raise the level of supply to 40 lpcd in all the 6 villages. 

(vii) Baghmara W.S.S.

Baghmara W.S.S. is functioning satisfactorily.

Fund Allocation

SR/PR/AR Under Bye Pass Division / NH Division

(b) In case of NH Division, Shillong tenders have been invited for all the works. For NH Bye Pass Division, tenders invited for some of the schemes and tenders for the rest are being called depending on the availability of fund.

  (b) The State Plan outlay is utilised for implementation of developmental programmes for the benefit of the people of the State as a whole. The plan expenditure on Salaries of State Government Employees during 1998-99 was approximately 22% of the outlay, Sir.

  (a) & (b) Sir, the total outstanding debt of the State Government was Rs.602.18 crores as on 31.3.99. The loans were raised by the State Government as per allocation made by the Planning Commission for financing development programmes. The principal and interest thereon, as due, are paid in time.
(c) The name of the Institution individual where the State Government owned the debt.



 
  (c) The loans were received from Government of India and financial institutions namely the Life Insurance Corporation (LIC) of India, General Insurance Corporation (GIC) of India, National Bank for Agriculture & Rural Development (NABARD), Housing & Urban Development Corporation Ltd. (HUDCO) and Open Market Borrowings.

(c) The Transport subsidy scheme is governed by Guidelines issued by the Government of India. Regarding the incentives scheme introduced by the State Government the guiding document is the State's Industrial Policy, 1997. In addition Guidelines have been issued to the Directorate of Industries and sub-ordinate implementing agencies covering the following points:-

    (i) Issue of Eligibility Certificate.
    (ii) Calculations to determined investment in plant and machinery.
    (iii) Forms of applications to be submitted by parties for Eligibility Certificate and for claiming incentives.

Water Supply Scheme at Umlaper

Out of 4(four) villages under Umlaper combine Water Supply namely (1) Umlaper (2) Umtrai (3) Mawker and (4) Marshang, only Umlaper is not getting Water Supply since September 1998 due to theft of pipes from the Gravity main and Distribution system of Umlaper village.
(b) If so, what steps are being taken by the Department to give water to the villagers?
 
(b) A First Information Report had been lodged with the officer in-charge of Umsiang Police Station for investigation and recovery of lost Government property.
