Civil Sub-Division for Mawshynrut

*42. Will the Chief Minister be pleased to state :-    
(a) Whether the Government is aware that there had been assurances by the previous Chief Minister to create the Civil Sub-Division for Mawshynrut?   (a) Yes, Sir.
 
 
(b) Whether it is a fact that two new Districts were created after the assurances was made by former Chief Minister, P.A. Sangma, on 10/11/88 in the Public Meeting at Riangdo (Mawthengkut)?   (b) Yes, Sir.
 
 
(c) The reasons for the delay in creating the new civil Sub-Division?   (c) Government deemed it fit to create an administrative Unit first and the Mawshynrut Administrative Unit with Headquarter at Riangdo was created on 8.2.1996.
 
(d) Whether the Government still stands committed to create the Mawshynrut Civil-Sub-Division at the earliest?   (d) Government will consider ungradation of the Mawshynrut Administrative Unit into a Civil Sub-Division when the financial position of the state permits such consideration.
 
 

Boundary Line

(a) The boundary line between Khasi Hills and Kamrup District of Assam and the names of the villages where the boundary line passes through?   (a) The boundary starts from the trijunction of Kamrup, Garo Hills and Khasi Hills upto a point where the District of Kamrup terminates. Some of the villages where the boundary line passes through are Nongjaslar, Sildubi, Malangkona, Dobaktarap, Rongthali, Aradonga, Rangsapara, Rijadubi, Kyrshai, Rajkhmai, Ranibari, Umshru, Jirang, Lawki, Pillangkata, Uparkholi, Bardhua, Jorabat, Byrnihat, Marmai, Rangsai, Mayang.
 
 
 
 
(b) What are the Pillars which had been planted along from Nili Bazar west ward to Rajapara and Damra?   (b) Nili Bazar falls within the Nowgong District of Assam, Rajapara falls inside the Kamrup District of Assam and Damra falls within the Goalpara District of Assam. As such, the question of the pillars planted along from Nili Bazar west ward to Rajapara and Damra does not arise.
 
 
 

Quota of Rice

*44. Will the Minister-in-charge Food and Civil Supplies be pleased to state :-    
(a) The reason that the Department had not asked for more rice in liue of wheat from the Centre?   (a) Sir, Government has asked for more rice in liue of wheat from the Centre. During the early part of 1997, the State used to get 240 M.Ts of Wheat against BPL quota. The State Government requested the Government of India to substitute Wheat allotted under BPL quota by allotment of rice. Accordingly Government of India had stopped allotment of wheat under BPL quota and raised the allotment of rice from 1180 M.Ts to 1430 M.Ts per month from November 1997 onwards.
 
 
 
 
 
 
(b) The percentage of Rice Consumers and Wheat Consumers in Meghalaya?   (b) Informations are being obtained from the Deputy Commissioners (S) Sub-Divisional Officers (S).

Construction of Missing Bridge

(a) The reason why the construction of Missing Bridge No.10/1 on Athiabari Langjia Road was not sanctioned till date?   (a) The estimate is still awaiting sanction.
 
 
(b) Whether the Construction of weak and narrow bridges over Riangdo River & Riangdo Bazar with double lane and footh-path, have not yet been budgetted and sanctioned?   (b) Budgeted but not yet sanctioned.
 
 
(c) If so, the reasons thereof?   (c) Does not arise in view of reply at (b) above.

(a) The Boundary line in between Khasi Hills and Garo Hills and the names of villages it passes through from Damra to Nongshram and downwards to Maheskola?   (a) Damra falls within the Goalpara District of Assam. However, the boundary line in between Khasi Hills and Garo Hills starts from the trijunction of Khasi Hills, Garo Hills and Kamrup upto the trijunction of Khasi Hills, Garo Hills and Bangladesh and the names of the villages which it passes through are Mimilam, Nongporla, Remagithim, Nongkhongkhil, Rongcheng, Nongumkap, Umthra, Nurthaw, Rongthit, Nongshram, Dimit, Sudugre, Darasong, Dodemerong, Jankreronram, Khalu, Khaweng, Pingdenggru and Maheshkola.
 
 
 
 
 
 
(b) The number of pillars and the places they are planted along the line?   (b) One pillar whic is situated is situated at the trijunction of Khasi Hills, Garo Hills and Bangladesh.

Kutir Jyoti Scheme

(a) Whether the Me.S.E.B. is still implementing Kutir Jyoti Scheme for the years 1998-99?   (a) Yes, Sir.
    Kutir Jyoti Scheme for 1998-99 is under implementation and for 1999-2000 will be formulated after receiving indication of likely grant to be sanctioned by the REC Ltd.
 
 
(b) If so, the number of beneficiaries and the amount involved?   (b) For 1998-99, the number of beneficiaries is 9000 and the amount involved after deducting Rs.90,000/- Service charge of REC Ltd., is Rs.71.10 lakhs. The beneficiaries for the year 1999-2000 shall be worked out on receiving of the indication of amount available.
 
 
 

Missing Link Road

Will the Minister-in-charge, Public Works be pleased to state the reasons for non-construction of Missing Link Road from Langjia to Tynghor Road though this missing Link Road is very important?   The scheme could not be taken up for Sanction as there is no specific Budget provision for the same during the Financial year 1998-99.
 

Electrical Appliances for Kutir Jyoti Scheme

(b) If so, the names of suppliers and the amount allotted to each supplier for supply of Electrical Appliances required for such scheme?   (b) The statement containing the names of suppliers and amount against each is placed on the Table of the House.

Agricultural Products

(a) Whether the Government will declare Tezpatta, Pepper, Broom stick as Agricultural Produce?   (a) Sir, Tezpatta and Broom stick are still classified as minor forest products in the State. Pepper (Black pepper), is an Agriculture produce as spices crop. However, Tezpatta pepper and Broom stick are enlisted in the schedule as Agriculture produce for the purposes of Marketing, as defined under Meghalaya Agricultural Produce Market Act, 1980.

(iii) Construction of Nonglang-Sinduli.

Single Teacher Schools

(b) If the answer to 'a' above is in the affirmative what are thhe names with location of such schemes District-wise?   (b) Information being collected, Sir.
 
(c) Whether all the schemes thus undertaken have successfully been implemented?   (c) Yes.

Border Villages

23. Will the Minister-in-charge, Border Areas Development be pleased to state:-    
(a) Whether the Government is aware that a border village or villages in our State must be specifically located at some distance from the international Border, in this case with Bangladesh, to become entitled to some benefits/facilities extended to such village/villages?   (a) Yes, Sir.
 
 
 
(b) If the answer to 'a' above is in the affirmative, what is the distance in this case, how this is arrived at and what are the facilities/benefits extended to such village/villages?   (b) 10 Km as the crow flies from the international border with Bangladesh.
(ii) Various scheme are being implemented in these areas for the benefit of the people living in the border areas. These are Agriculture, Education, Soil Conservation, P.W.D. (Roads), Programme, Construction of footpaths, foot-bridge etc.
 
 
 
 
 
(c) Whether the Government is aware that there are villages geographically located at stones throw away from the villages that are not categorised as border villages and therefore stand deprived of the benefit/facilities extended to the later despite the fact that for all practical purpose they are border villages?   (c) No, Sir.
