Extortion Menace

(a) Steps taken by the Government to reduce/abolish the menace of extortion in the State ?   (a) The following steps have been taken by Government Viz.,

(i) Deployment of plain clothes Policemen to check movement of anti-social elements in vulnerable and affected areas like markets etc.

(ii) Strengthening and improving the intelligence gathering machinery of the State.

(iii) Intensification of Police patrolling in vulnerable areas.

(c) Nomenclature of the re structure Self-employment programmes and its implication ?   (c) The restructured Self employment Programme is known as Swam-Jayanti Gram Swarozgar Yojana which means "Golden Jubilee Village Self-employment Scheme', Sir.

Cooking Gas

(a) Whether the Government is aware that there is a shortage of cooking gas (L.P.G.) in the State specially in Shillong ?   (a) No, Sir.

(c) If not, what is the system of distribution to consumers including rate per Cylinder ?   (c) There are 3(three) types of system for LPG distribution at present.
  (i)  Show Room Delivery.
    (ii)  Point Delivery.
    (iii) Home Delivery.
         The rate of Domestic Cylinder at present is  Rs.203.05p in Shillong. The distributors are also allowed additional transport cost of Rs.4.20p per Cylinder and this is added to the rate/price of the LPG Cylinder.

(a) Whether the Jawahar Rozgar Jojana under D.R.D.A. has been restructured by the Government ?   (a) Yes, Sir.
 
(b) The name of the new programme ?   (b) The name of the New Scheme is Jawahar Gram Samridhi Yojana (JGSY ), Sir.
 
(c) Its basic features in a nutshell ?   (c) In a nutshell, the Jawahar Gram Samridhi Yojana is dedicated entirely to the development of rural infrastructure at the village level primarily and provide wage employment, Sir.
 
 
 
(d) What are the strategies evolved by the Department for implementing the schemes under the new programme at the Block and the Village levels in view of the non-existence of the village Panchayats in the State ?   (d) In the absence of Panchayati Raj System in the State, the JGSY  is being implemented through the Bloc Selection Committee. The Block Selection Committee which includes the traditional heads of tribal institutions like Syiems, Dolois, Sirdars and Nokmas, formulate and select the Schemes to be implemented in the Block, Sir.
 
 

Laying of Pipeline

(a) The route which the pipelines for the supply of water under the Greater Shillong Water Supply Scheme to Laitumkhrah from Upper Shillong have been laid ?   (a) The route which the pipelines for the supply of water under the Greater Shillong Water Supply Scheme to Laitumkhrah is from 61/2 mile Upper Shillong through Agricultureal Firm, Umjassai stream, Sericultural Firm, Rait Laban, Upper Lum-paring, Upper Malki, Tripura Castle, Motinagar, Fruit Garden to the overhead tank in St. Edmunds Compound.
 
 
(b) What is the total amount spent so far till date on the maintenance of the above pipelines ?   (b) Approximately Rs.9,35,350/- Sir.

Black Topping of Roads

(b) If the answer to (a) above is in affirmative, what about the portion from Balachanda to Bhajamara ?   (b) There is no proposal at present for Balachanda Bhajara road for Blacktopping.

Re-organisation of C&RD

Search Order

(a) Whether it is a fact that the vigilance personnel enters any body's premises without having any search order from the competent authority ?   (a) & (b) No, Sir. However personnel of the vigilance wing are authorised under Section 20 of the Indian Electricity Act 1910 to enter the premises of consumers for purpose of inspection of premises detection of theft and mal-practices. For this purpose search warrant is not required.
(b) If so, the reasons under whose authority they search the premises of consumers ?  

Allocation of Fund

Reservation Policy

(a) Whether Government propose to review the existing job reservation policy of the Government ?   (a) There is no such proposal at present, Sir.
 
(b) The percentage of quota distributed to the various Categories of people caste/community-wise as per existing policy ?   (b) Besides the 15% General quota the following reservation is made in favour of Scheduled Tribes and Scheduled Castes as per the existing State's Reservation Policy :-
 
  (i) Khasi and Jainyia Community- 40%
    (ii) Garo Community - 40%
    (iii) Rabhas, Boro-Kachari - 5% and kochs permanently residing in Meghalaya and other Scheduled Tribes and Scheduled Castes as specified in the Fourth and Second Schedules to the North Eastern Areas (Re-organisation) Act, 1971.

(b) Was there any direction by the Central Government to the State Government to stop fresh appointments to these sanctioned posts ?   (b) Yes, Sir.

State Government Employees

Village Electrification

9b) If not, the reasons why these villages have not been electrified ?   (b) Borsora & Khonjoy are not electrified till date due to financial constraint.
(c) If yes, whether these villages are presently getting electrified ?   (c) No, Sir.
 

Construction of Embankment
