Shifting Cultivation

*183. Will the Minister-in-charge, Agriculture be pleased to state :-    
(a) Whether it is a fact that less productivity is due to the practice of shifting cultivation ?   (a) Yes, Sir.
 
(b) If so, what steps the Government had taken to overcome this practice ?   (b) Following steps have been taken to contain the practice of shifting cultivation :
  (i)    Growing of plantations crops, like tea, cashewnut and other Horticulture crops in the 'Jhum' area as a permanent settled agriculture.
    (ii)    Farmers are being encouraged to follow method of terrace cultivation.
    (iii)   Watershed Management Programme is being implemented in the rainfed areas in the Blocks.

Case of Kidnapping

*184. Will the Home Minister be pleased to state how many Government officials (State/Central) have been kidnapped so far during the last five years by the Militants with the date thereof ?

 

 There are 7(seven) cases of kidnapping of Government officials on the following date, Sir :

           On 19-1-96
           On   3-7-98
           On 10-2-99
           On   5-3-99
           On   9-1-2000
           On 28-1-2000
           and On 15-3-2000

Schooless Villages

*185.Will the Minister-in-charge, Education be pleased to state :-    
(a) How many Schooless villages have so far been identified in the State ?   (a) As per the 6th All India Educational Survey, the number of schooless villages is 1561.
(b) What are the positive steps being taken by the State Government to cover such villages by Schools ?   (a) During 1998-99, 384 schools have been granted opening permission.
(c) Whether provisions have been made in the budget, 2000 for the purpose ?   (c) Although granting of opening permission does not entail any financial commitment on the part of Govt., such schools will be considered for sanction of posts as and funds are available.
 
 

Block Office at Nongstoin

(b) if the reply is in the affirmative, what steps the Government has taken to restore the damage ?   (b) The Block Development Officer has been instructed to prepare and submit plan and estimates for repair, Sir.

Police Out Post at Borjhora

(c) If so, since when it had been closed and the reasons for the closure ?   (c) Does not arise in view of (a) above.
 

Incentives for New Industries

*188. Will the Minister-in-charge, Industries be pleased to state :-    
(a) Whether any incentives are being given to new industries in the form of Sales Tax exemption under Meghalaya Industrial Policy of 1997 ?   (a) Yes, Sir.
 
 
(b) If so, whether the Meghalaya Sales Tax Act has also been amended in keeping with the Sales Tax incentives so declared under the Industrial Policy, 1997 ?   (b) No, Sir.
 
 
(c) If the Meghalaya Sales tax Act has not been amended the reason for not making the required amendments may kindly be stated ?   (c) It was decided that Industries Department will pay the Scales Tax assessed on industries eligible for Sales Tax exemption under the Industrial Policy. Therefore, no amendment of the Sales Tax Act was considered necessary. However, the arrangement has not worked because of limitations of the budgetary resources of the Industries Department. In consequence, the Excise Registration Taxation &Stamps Department is now considering an amendment of the Tax Laws in line with the Industrial Policy.

(b) If so, when will it be shifted and where ?   (b) Steps will be taken to shift the Headquarters as and when funds permit, Sir.

 

Construction of IBs

(a) Whether there is any proposal by the Department for construction of IBs at Kharukol/ Nengkong/Rongruasim ?   (a) Yes, Madam. There is provision in the PWD Budget 1999-2000 for the construction of I.B'S at Kharukol, Nengkong and Rongruasim.
 
(b) If the answer to (a) above is in the affirmative what is the progress of the proposed schemes ?   (b) Although there is provision for construction of I.Bs. at the above places, the estimated could not be processed due to acute fund constraints for I.B at Kharukol. In cases of other I.Bs., the estimates could not be processed due to non-availability of fund.
 
 
 

Releasing of Funds

S.E. Irrigation, Tura

Police Outpost at Sualmari

(c) Who is the controlling authority of the law and order in the area in absence of any Police Outpost in troubled areas ?

 
  (c) In case any law and order problem takes place, Police personnel posted at Bajengdoba outpost have to attend to, as the area falls within the jurisdiction of the said outpost.

Sick-Subsidiaries of M.I.D.C.

(b) If so, whether any money has been sanctioned by the Government for the revival package during the financial year 1999-2000 ?   (b) No, Sir.

Construction of Embankment

  (b) Detailed Report of Survey and investigation entrusted to Water & Power Consultancy Services (WAPCOS) - a Government of India undertaking is waited. On receipt of the same from WAPCOS, detailed projects estimated will be prepared and processed for sanction.

Horticulture Produce

*201. Will the Minister-in-charge, Agriculture be pleased to state :-    
(a) What steps the Government had taken to overcome the underdevelopment infrastructure of processing especially for horticulture produce ?










 
  (a) Sir, there are 2(two) departmentally run mini fruit processing units in the State one is located at Shillong, in East Khasi Hills District and another at Dainadubi in East Garo Hills District. With a capacity of 60 MT. and 40 MT. of finished products respectively.
       These two Centres were established in 1995 and 1996 respectively. The steps are being taken to modernise these two processing units as follows :-
        1. Proposed to modernise the fruit processing unit replacing old machineries and tools.
        2. To increase the production capacity of these fruit processing Units from the present level of Capacity of 60 MT. of Shillong and 40 MT. of Dainadubi Unit to 100 MT. annual production capacity each.
(b) Upto what percentage the department had been able to extract horticulture produce for the last 2 years, since 1997-98, 1998-1999b ?

 
  (b) The percentage of extraction of Horticulture produce in he Fruit preservation Centres Shillong and Dainadubi is as follows :-
        1. 1997-98   0.06% of the total fruit production.
        2.  1998-99  0.05% of the total fruit production.  
(c) The cost of production involved and the scope of employment generation ?


 
  (c) The cost of production of various fruit products in the fruit processing Centres at Shillong and Dainadubi is placed on the Table of the House, Sir. The extent of employment generation as daily workers varies from 30-40 per month on the average apart from regular.

Excise Revenue

(a) Total Excise Revenue collected till 29.2.2000 during  the current financial year ?   (a) Rs.34,12,13,511, Sir.
 
(b) Whether it is a fact that there is a huge fall of Excise Revenue in Ri-Bhoi District ?   (b) Yes, Sir.
 
(c) Whether it is a fact that a huge amount of Excise Duty has not been paid by certain Bonded Ware House to the Government from Garo Hills since long ?   (c) The Excise Duty and other fees involved in the shortages detected in the 3Bonded Warehouses at Tura is Rs.79,00,855.42, Sir.
(d) Total Excise Revenue earned from the North East Bottling Plant, Baridua, Khanapara till 29.2.2000 ?   (d) Rs.96,44,463.90 for the period June '99 to February 2000, Sir.

Upgradation of C.H.C.

Communication for Transportation

  (b) Sir, necessary steps are being taken by concerning Departments to improve transportation linkages by way increased road length, transport facilities to crop growing areas.
