Tourist Spots

  (c) The hospitals nature of the locals is itself a protection for tourists visiting the State. However, from time to time, the Police Department has been deploying Police Personnel in various strategic tourist spots for the safety of tourists.

The Scheme non-functioning due to technical problem with the Deep Tube Well since June, 1999.

 

Production of Atta

  (b) Whole meal atta is released to the Districts/Sub-Divisions for Public Distribution through the Fair price Shops according to the availability of the Districts and Sub -Division.

Administrative Reform Department

(a) Whether it is a fact that the Administration Reforms Department is in a moribund state in the State ?

 
  (a) There is no full fledged Department by the name of the Administrative Reforms Cell which is functioning within the Personnel and Administrative Reforms Department. The Cell is functioning and is not in a moribund state, Sir.
(b) If the answer to (a) above is in the negative what are the kinds of Reforms attempted so far and with what results ?







 
  (b) Sir, The administrative Reforms Cell is concerned mainly with the improvement of work culture within Government Officers by bringing out relevant publication etc. Apart from issue of circulars relating to various aspects of Government functioning the Cell has also brought out a number of publications for guidance of various Departments and concerned officials and staff. Some of the more important publications brought out include the Meghalaya Secretariat Manual of Office Procedure, the List of Secretariat Department, and also the Annual Administrative Reports from year to year.
(c) The budget outlay for the Department during 1999-2000 ?   (c) No specific budget provision has been made for the Administrative Reforms Cell, Sir.

Electrification Under Rongjeng Development Block

  (b) SNAL BOLLONGGRE was declared electrified in the year 1986-87.
KOKNAL was declared electrified in the year 1987-88, and
PAKREGRE in the year 1988-89.

Extortion, Looting  etc by Anti-Social Elements

(a) Whether it is a fact that as a result of extortion, looting and arson activities resorted to by anti-social elements in Borsora coal mining areas in recent months, the coal miners and truck operators have suffered immense loss ?




 
  (a) Sir, it is not a fact that as a result of extortion, looting and arson activities resorted to by anti-social elements in Borsora coal mining areas in recent months, the coal miners and truck operators have suffered immense losses. However, a few truck operators and coal traders exporting coal to Bangladesh through Borsora did suffered a little loss due to stoppage of movement of coal trucks from 18th to 23rd February, 2000 consequent upon demand of money by members of the militant outfits.
(b) Whether any steps taken by Government to compensate for the loss ?   (b) No, Sir, Government is not considering compensation of any loss.

Recovery of Loan

(a) Whether it is a fact that recovery of loan by MIDC is very discouraging ?   (a) Sir, it is a fact that loan recovery of MIDC is unsatisfactorily.
(b) If so, what action the corporation will take to recover such loan ?


 
  (b) The biggest defaulters are the Corporation's own subsidiary companies. The Government is trying to revive them through various rehabilitation measures. Other defaulters are dealt with as per law and the items and condition of loan.
(c) Is it a fact that non-recovery of loan by the MIDC affect the State exchequer ?   (c) Yes, Sir.
(d) If so, will the Government reform the procedure of giving loan and recovery in the corporation ?   (d) Tthe matter id under consideration.

Shifting of Coal Depot

(a) What is the justification in shifting the Coal Depot from Mookyndur to Mawsmai ?   (a) The Mining and Geology Department did not have a coal depot at Mookyndur. So the question of shifting does not arise.
(b) Whether it is a fact that, there is a loss of Government Revenue as a result of shifting the said Depot ?   (b) Does not arise in view of (a) above.
(c) Whether it is a fact that, some miscreants threatened the Staff by blank firing in the Depot ?   (c) On 20.12.1999 some miscreants threatened the staff of the lessee of the weighbridge at Mawsmai coal depot of MMDC and fired shots in the air.

Plans to attract Tourists

  (a) Modernisation/Beautification programme proposed by the Tourism Department to be carried out in a phased manner are as follows :-
(1) Identification of Priority Tourist Circuits (Inter-State)

Evaluation of existing tourist facilities and infrastructures.
(3)
 
To preserve and enhance the existing tourist spots as well as unexploited natural tourism resources.
(4)
 
Analyse tourist dates to the existing tourist spots and assess the coal/economic/social benefits.

Review the status of marketing activities and recommended a promotional strategy which will include the Information system.

Encouraging private participation in Tourism development and preservation of tourist spots.

To study the changed of Tax exemptions and granting of Tax-holiday periods to all tourism related activities.

To upgrade the Tourist Transport Services through interaction with Tour Operators and Travel Agencies.

To explore the sources funding such as loans from Financial Institution and investment by Foreign agencies.

Cultural Tourism will be made economically viable to be performed by local artiste/cultural troopes during a specific fixed Scheduled.
