Tourist Officers

(a) Whether it is a fact that the posts of Tourist Officers attached to the Meghalaya Houses at Calcutta and at Guwahati are lying for a great length of time ?   (a) Yes, Sir.

 
(b) If the answer to (a) above is in the affirmative, since when ?   (b) The post has been lying vacant since 1995 in Calcutta and since 1988 in Guwahati.
(c) Reasons for not filling the vacant posts ?



 

 

  (c) The vacant post could not be filled up as the office propose to promote the Receptionists as Tourist Officers and the proposal is under active consideration and since the process involves the personnel &Law Departments and the Meghalaya Public Service Commission for requisite approval of Service Rules and other formalities which is causing the resultant delay in filling up the posts.
(d) When will the posts be filled and how ?
 
  (d) The posts will be filled up after recommendations by the Meghalaya Public Service Commission.

Agro and SSI Units

(a) Whether it is a fact that small Agro based units as well as tiny SSI units do not have the capacity to bear the interest burden during the initial period ?   (a) Yes, Sir.

 
(b) If so, what are those factors and weaknesses and what step the Government had taken to help these units to over come this hindrance ?






 

  (b) (1)  The high rates of interest charged by Banks and other financial institutions are the main factors. (2) In our State small and tiny units are not in a position to bear the burden of such high rates in the initial period because of well known causes, such as low level of industrialisation, remoteness from markets, high cost of production etc. The Government has, therefore, declared an interest subsidy on term loans. The Government of India has also declared an interest subsidy on working capital for SSI Units in the North East.

Encroachment into PWD Land

Construction of New Roads

   As per present Policy of the Government, no. of Kms. have not been mentioned for the current Financial Year. The present policy of the Govt. indicates that during the financial year 1999-2000 Schemes as proposed by different MLA'S would be sanctioned upto a ceiling of Rs.15.00 (rupees Fifteen) crores only.

Fake Currency Notes

(b) If the answer to (a) above is in the affirmative , how many such cases have so far been detected by the State Government ?   (b) 11 (eleven) cases have been detected with effect from 1.1.97 upto 31.12.1999, Sir.
 
(c) Whether positive steps have been taken to tackle the emerging menace ?   (c) Yes, Sir.
 

RMA Roads

(a) Whether it is a fact that the black-topping on the 3rd, 4th, 5th, 7th,8th, 14th, 15th and from the 17th to 22nd Kms of the R.M.A. (Rongjeng-Mangsang-Adokgiri) PWD Road have been completed ?   (a) No, Sir.


 
(b) If the reply is in the affirmative, since when the works of the black-topping have been completed ?   (b) Does not arise in view of (a) above.
 
(c) If not, the reasons thereof ?




 
  (c) (i) Due to non sanction of Revised estimate from 4th to 8th Km.
(ii) Due to non sanction of estimate for metalling & Blacktopping for the portion 18th to 22nd Km.
(iii) The Work in 3rd, 14th, 15thand 17th Km are in progress now.

Industrial Culture

(a) What step the Government had taken to create an Industrial Culture and promote the development of Micro/tiny sector rural and Agro bases industries ?










 
  (a) Government has taken the following steps Sir,
(i) Conducts regular Entrepreneur Motivation Programmes and Entrepreneur Development Programmes to create interest amongst the local people for Industries.
(ii) Arranges Awareness Programmes and Industrial Exhibition to create an Awareness regarding Industries.
(iii) Operates Training Schemes for artisans and entrepreneurs to develop skills.
(iv) Declared an Industrial policy with the attendant Package Scheme of incentives to attract and assist entrepreneurs in setting up of projects.
(v) Established the Meghalaya Khadi & Village Industries Board for development of the Khadi &Village Industries especially in the Rural Areas.
(b) Whether support will be extended to meet part of the project cost ?   (b) Yes, Sir.
 
(c) If so, how much percentage will be limited out of the capital cost of the Project ?
















 
  (c) Limits under different schemes are as follows :-
 1  Margins Money scheme of the KVIC.
(a) For individuals 30% of the project cost will be extended as Margin Money for project upto Rs.10.00 lacs.
(b) For Institutions, 30% of the Project cost upto Rs.10.00 lacs and 10% on any amount above Rs.10.00 lacs upto Rs.25.00 lacs.
 2. The National Equity fund scheme 25% of the project cost will be extended as Margin money subject to a maximum of Rs.2.5 lacs.
 3.(a) Capital Subsidy Scheme (State) 15% subsidy on the cost of land building plant and machinery subject to a ceiling of Rs3.5 lacs.

 (b) Central Capital Investment Scheme, 15% subsidy on the Capital investment in respect of new units subject to a ceiling of Rs.30.00 lacs. this subsidy is eligible only in the notified areas.

Repair of Roads

(a) Whether the department has allocated fund for (i) Ordinary repairs (ii) Periodical repairs, and (iii) Special repairs of PWD roads under the head of Account 3054 to Tura North Executive Division for the year 1999-2000 ?   (a) Yes, Sir.


 
(b) If the answer to (a) above is in the affirmative, what is the amount allotted to Tura North Division and Barenggapara Division respectively in the Current financial year ?   (b) Tura North                 Rs. 250 lakhs.

(b) Whether there is any outstanding dues to be paid by the Government of Assam ?   (b) No, Sir.
 

Issue of Foodgrains

(b) The quantum of foodgrains released by the Centre to the State of Meghalaya per month for the Targetted Group ?   (b) 1,430 Mts upto March, 2000 and 2,860 Mts with effect from April, 2000.
(c) What is the issue price per kilogram at the Fair Price Shop level at present over and above the Central Issue Price for the BPL population ?   (c) Rs.4.00p per Kg for the quota upto March, 2000 and Rs.6.40p for the quota with effect from April, 2000.
(d) How is the margin of the C.I.P. and the Issue Price at the Fair Price Shop level adjusted ?






 
  (d) In addition to the Central Issue Price, the margins/cost involved in the procurement, Transport and distribution of BPL Rice are as follows :-
(i)    Transport Change.
(ii)   Handling Charge.
(iii)  Commission for the dealers.
(iv)  Administrative Charges.
The above charges are added to the Central Issue Price and constitute the Issue Price at the Fair  Level.

Building Complex for Tura School

(a) Whether it is a fact that the land acquired for construction of building complex for Tura Public School at Cherrangre has been encroached by some individuals ?   (a) It is understood that there is some encroachment. The details however are being collected from the Deputy Commissioner.
(b) if the answer to (a) above is in he affirmative, what are the corrective measures initiated by the department ?   (b) P.W.D. has been asked to erect boundary Pillars but there is opposition from the encroachers.
(c) What is the total amount of money sanctioned for the construction of the school building ?   (c) Rs.58,08,200/- that is the total estimated cost for Building construction.

(ii)   The non-receipt of Institutional loans and foreign assistance as envisaged in the Plan.
