Night Service of M.T.C.

  (a) Presently MTC is opening 3 numbers of Night Services from the state capital to various destinations viz.

2. Shillong  - Silchar
3. Shillong  - Karimganj.
(b) The revenue earnings from these night services per month ?
 
  (b) The average earnings per month from these night services is Rs.3,67,000/- (Rupees three lakhs sixty seven thousand) only.
(c) Whether Government has any intention to extend Night/Day bus services to other North-Eastern States other than Assam ?   (c) yes, the matter is under active consideration and will be finalised once the fleet of the corporation is strengthened.

  (a) Sir, the break-up of distribution of application forms for CGI sheets under the Rural Housing Scheme for the year 2000-2001 district-wise are as follows :-

West Garo Hills District - 2901

Ban on Adhoc Appointments

(a) Whether the Government ban an adhoc appointments to the government posts of any category has been lifted ?

 
  (a) Sir, no ban has been imposed. However, certain restrictions have been imposed by Government on adhoc/3(f) appointments vide circular No. PER (AR).238/87/2, dt. 3.10.87 which has not been lifted.
(b) If not, whether Government can ensure that no adhoc appointments have been made since the same was banned.
(c) What action the Government will take if any adhoc appointment(s) has been made violating such ban of the Government.

As per Government circular quoted above, adhoc/3(f) appointments can be made, subject to restrictions specified in the said circular.

Appointing Authority to L.P. Schools

Acquisition of Land for 3rd M.L.P Bn.

(a) Whether it is a fact that acquisition of land for the 3rd MLP Bn (IRP) has not been finalised ?   (a) Yes.
 
(b) If so, the reasons for the delay ?






 
  (b) The reasons are as follows :-
(i)    The cost of acquisition for the plot of land initially identified came out to be very high.
(ii)   Some more plots of land have been subsequently offered by other land owners in Jaintia Hills at lower costs.
(iii)   the site Selection Committee is yet to submit the recommendations of a suitable to the Government.
(c) When will the process of acquiring the said land be completed ?

 
  (c) The Site will be selected on receipt of the recommendation of the Site Selection Committee then the land Acquisition proceeding will commence and the process of Law will take its own course.

PHC at Nongalbibra

M.T.C. Bus to Mangsang

(a) Whether it is a fact that the M.T.C. Bus service is not plying to Mangsang ?   (a) Yes.

  (b) The Bus Services from Tura to Mangsang and Williamnagar to Mangsang were cancelled w.e.f. December, 1997 and March, 1999 respectively. The main reason for the cancellation/suspension is due to low earning and acute shortage of running fleet.

Date Line for Proposal of Schemes

(a) Whether it is a fact that while Government have fixed date line for all the Government departments to send proposals of various schemes to planning/finance departments, no such date line has been fixed for Planning and Finance departments ?   (a) Yes, Sir.



 
(b) The reason as why such date line should not be fixed for Planning and Finance Departments for approval of such proposed schemes ?





 
  (b) The scrutiny of schemes and proposals by Planning & Finance Departments has to be carried out in strict conformity with sectoral terms, conditions and guidelines laid down by the Planning Commission, read with relevant provisions of the Rules of Executive Business in the State of Meghalaya and other financial rules and procedure. As such, the question of fixing a dateline does not arise , Sir. However, every effort is made to dispose of the proposals expeditiously by Planning & Finance Departments.

(c) What is the date line so fixed as indicated in question (a) above ?

Influx of Foreign Nationals

(a) Whether the Government is aware of infiltration of foreign nationals into the State ?   (a) Yes, Sir.
 
(b) If so, what preventive measures been taken to prevent such infiltration ?   (b) The following steps have been taken by the Government, Sir.
(i)    All the infiltration check posts along the international Borders and along the National Highway have been kept on alert and strengthened with better mobility and communication facilities.

(ii)    Fencing of the Indo Bangla Border has been taken up and 198 Km of the 443 Km long Indo Bangla Border has already been provided with fencing and works on the remaining portion of the Border is going on.
(iii)    Regular review meetings with the BSF authorities.

Lecturer of a Deficit College

Will the Minister in-charge, Education be pleased to state after how many years or terms a lecturer serving in a deficit college has to resign from his (lecturer) post after winning Assembly elections continuously for one or two or three terms? A lecturer in a Deficit College can take leave as per rules and become a Member of the Legislative Assembly. However, after five years he must resign from the said College, if he chooses to continue to be a Member of the Legislative Assembly.

The Housing Department does not follow the procedure of Selling of Tender Forms as done in PWD and other Departments as the item of Works are all departmental Construction. Tenders are being invited in Plain Papers affixing Court Fee Stamp indicating the estimated value of work, earnest money to be deposited, time of completion and place of work.

Sir, the total amount collected from the sales of tender forms during 1997-2000 by the Executive Engineer for construction wing amounts to Rs.20,600/-. There is no Sub-Divisional Officers and supply wings in the Department.
