(b) If the answer to (b) is in the affirmative, the reason thereof?   (b) Sir, there is no post of District Urban Planner for East Garo Hills District, Williamnagar.

Transfer of Block I and Block II

(a) Upto what level the State Government had been able to achieved with the Assam Government for transfer of Block I and Block II.

    Negotiation to formulate the process of re-transfer is in progress.
    All attempts are being made to arrive at a solution at the earliest.
(b) How long the process for transfer will take?    

Police Manual

(a) Whether the Meghalaya Police is having its own Police Manual or is it that they are still following the Assam Police Manual?   (a) The Meghalaya Police does not have its own police Manual and has adopted the Assam Police Manual.
 
(b) If not reasons for not formulating and adopting its own Police Manual till date may kindly be stated.

 
  (b) When the State was created Meghalaya inherited most of its Police force from Assam and adopted the Assam Police Manual for its Police Force. The Manual is being examined for its workability and effectiveness.

Agriculture Farm at Jetagiri Village

*57. Will the Minister-in-charge, Agriculture etc., be pleased to state :-    
(a) When was the land for Agriculture farm acquired at Jetagiri Village ?   (a) Sir, on 11th July, 1991.
 
(b) The total area of the Agriculture farm ?   (b) 60 hectares.
(c) The total amount spent for the farm ?   (c) Rs. 51,24,494/-
(d) Whether the above said Agriculture farm is functioning or not ?   (d) Sir, it is not functioning at present.
(e) If not, the reasons thereof ?






 
  (e) 1) The location of the Farm is about 18KM from the P.W.D. Motorable road. There is no road to Jetagiri Farm except footpath. So the transportation of inputs is the main hindrance for the economical production of seeds. To construct temporary road is not possible from our end as there are steep slopes and deep gorges in between.
     2) The area is infested by wild elephants. So the crops are normally season by wild elephants.

(b) If so, what is the total amount paid, and the names of the contractors who received payment ?   (b) Matter under investigation.
 

Application of Forest Conservation Act, 1980

(c) Whether the Government has received the complaint from the Sordar of Mawsikar and the Sordar of Umtap about the timber operation from their village Forest by the Assam Police and Nepalis ?   (c) Yes, Sir.


 
(d) If so, what action have been taken ?







 
  (d) A Joint Inspection was carried by the Deputy Commissioner West Khasi Hills District along with the Superintendent of police Nongstoin and Divisional Forest officer West Khasi hills Social Forestry Division on 15th June, 2000.
     The Divisional Forest Officer Khasi hills Division, has been instructed to take further necessary action in consultation with the Deputy Commissioner and S.P. of Nongstoin.

Hydel Projects of Umlangla Kynthang

(b) Who conduct the testing and who was responsible for the damage ?
 
  (b) M/s. Batliboi & Co. Ltd., Mumbai, the Supplier of machines conducted the testing and therefore responsible till the machines are successfully installed.

1. House Tax,
2. Latrine Tax,
3. Water Tax,
4. Light Tax.
(b) Annual rate of each category of taxes from private holdings ?

 





 

  (b) Sir, the annual rate of each Category of taxes are as follows :-
1. House Tax :varies between 6% and 9% of the annual value of the holdings.
2. Latrine Tax :Varies between 4% and 9% of the annual value of holding.
3. Water Tax : Varies between 3% and 15% of the annual holding.
4. Light Tax : varies between 1% and 3% of the annual holding.
(c) Amount of taxes collected during the year 1999 to April, 2000 category-wise ?

(b) What are these additional resources which will supplement the State exchequer ?
 
  (b) The additional resources are rationalisation of taxes and duties and implementation of economy and austerity measures.

Interest/Principal on Loan

Power failure in Garo Hills

(a) Whether it is a fact that there is frequent power failure in Garo Hills, specially in Rongjeng and Mangsang area ?   (a) Yes, Sir.
 
(b) What are the reasons for the frequent power failure ?


 
  (b) The main reasons are system failure, failure line and Sub-Stations due to acts of nature. The 132KV lines from Mawlai to Nangalbibra has to pass through very rough terrains thereby rendering the main-tenances difficult.
(c) What measures the Government has taken to ensure the uninterrupted power supply to Garo Hills in general and to Rongjeng and Mangsang in particular ?   (c) Renovation of the 132KV Mawlai-Nangalbibra line has been taken up. Proposal for Agia-Nangalbibra line have been made to North Eastern Council.

State Zoo

(b) If so, the reason for not taking any action to repair the Bridge ?   (b) The bridge falls under jurisdiction of Border Roads Task Force (B.R.T.F.).

Assualt of the General Secretary, KSU

(a) Whether it is a fact that the General Secretary of the K. S. U. was assualted by the police at Upper Shillong.   (a) The matter is yet to be ascertained, Sir.
 
(b) If so, the reason and stand the Government on this incident.

 
  (b) Does not arise in view of (a) above. However, it is a standing instruction to the Police that checking of motor vehicles and pedestrians should be done with due courtesy, without harassment and with due regards to human rights.

Sales Tax Exemptions

(a) Whether any incentives are being given to new industries in the form of Sales Tax exemptions under Meghalaya Industrial Policy of 1997 ?   (a) Yes, Sir.

 
(b) If so, whether the Meghalaya Sales tax Act has been amended in keeping with the Sales Tax incentives so declared under the Industrial policy, 1997 ?   (b) A Bill to provide Sales Tax exemption is being introduced in the current session for consideration by the House.
(c) If the Meghalaya Sales tax Act has not been amended the reasons for not making the required amendments may kindly be stated ?   (c) Does not arise in view of (b) above.

 

Rongmil Medical Sub-Centre

(a) Whether the Government is aware of the fact that there was a proposal for upgradation of Rongmil Medical Sub-Centre into Primary Health Centre under Rongjeng Block for which the departmental officer was deputed for site selection sometimes in 1997-98 ?   (a) Yes, Sir. A report on the feasibility for upgrading Rongmil Sub-Centre to P.H.C., among others, was sought from the District Medical & Health officer East Garo hills in 1997.
 
(b) What is the fate of the said proposal ?

 
  (b) The proposal could not processed further as Government of India has set no more target for P.H.C. for the State during the 9th Plan, Sir.
