C.T. Scan Machine

(a) Inspite of the fact that the C.T. Scan Machine had been installed on 10.1.2000 why most of the cases that required scanning had to be referred outside?

 
  (a) Sir, the installation of separate transformer and the supply of Electricity to the C.T. Scan Unit of the Civil Hospital, Shillong has been effected by the MSEB only on the 7.6.2000. Presently the Trial-Run of C.T. Scan Unit is under process.
(b) Since installation how many patients had been scanned upto date?   (b) Does not arise in view of (a) above, Sir.
 

Greater Shillong Water Supply Scheme

(a) The route along which the pipelines for the supply of water under the Greater Shillong Water Supply Scheme to Laitumkhrah from Upper Shillong have been laid.


 
  (a) The route of pipelines for supply of water under Greater Shillong Water Supply Scheme to Laitumkhrah is 60 mile Upper Shillong through Agricultural Farm, Umjassai stream, Sericulture Farm, Raid Laban, Upper Lumparing, Upper Malki, Tripura Castle, Motinagar, Fruit Garden to the overhead tank in St. Edmund's Compound.
(b) The total amount spent so far till date on the maintenance of the above pipelines?   (b) Approximately Rs.9,35,350/- Sir.
 

Norms for Selection of the Development blocks

(a) What is the norms for the selection of the Development Blocks?







 
  (a) The norms are as follows, Sir.
1. Population of the proposed Block should be generally around 20,000 or more.
2. Availability of land free of cost for construction of Block Headquarter complex.
3. Availability of fund for creation of new Block and for creation of posts for running the Block office.
4. Communication and accessibility of the area in relation to existing Blocks in the area and availability of infrastructure like school, bazar, post office, etc.
(b) What is the name of the smallest area of the Blocks in Meghalaya?   (b) In terms of area the smallest Block in Meghalaya is Mylliem C.D. Block (204 Sq.km), Sir.
(c) Whether the funds are allotted according to the area of the Blocks or not?   (c) No, Sir.
 
(d) If not, the reasons therefore.
 
  (d) The allotment of funds for Central Sector Schemes is done on the basis of BPL population of the Blocks, Sir.

Mendipathar Police Station

(a) Whether it is a fact that the Officer-in-charge of Mendipathar Police Station, East Garo Hills succumbed to his injuries in an encounter with the ANVC insurgents at Mendipathar on 26th May, 2000?   (a) Yes, Sir.


 
(b) Whether any action taken by the Department to strengthen the Police Station at Mendipathar to effectively counter insurgency in the area?   (b) Yes, Sir.

 

Report from the Myntri Raid Mynsaw

(a) Whether the Government of Meghalaya has received any report from the Myntri Raid Mynsaw that the Assam Police of Langpih area have been searching to arrest him and the Sordars shnong of that area?   (a) Yes, Sir.


 
(b) Whether any security has been given to them by the Government to protect their lives and their properties?





 
  (b) No personal security has been provided to them. However the Chief Minister had discussion with the Assam Chief Minister on the border problem in general and impressed upon him that statusquo be maintain and no precipitory action will be taken by either State in the areas of difference including Langpih. The position is being closely monitored by the Deputy Commissioner and Superintendent of Police Nongstoin.

Metalling & Blacktopping of Rongjeng-Mangsang-Adokgiri Road

  (b) Efforts will be made to get the Revised Estimate sanctioned during Current Financial year.
(c) Whether the estimate for metalling & blacktopping from 18th to 22nd Km of the R.M.A. Road will be sanctioned?
 
  (c) Estimate for Metalling and Blacktopping of Rongjeng Mangsang Adokgiri Road Km 18th & 19th has already been sanctioned during 1999-2000.
(d) If so, when?   (d) As stated above.

Power Tariff

Artificial Lake at Williamnagar

(b) If the answer to (a) is affirmative, the reason thereof?


 
  (b) A letter has been sent to Deputy Commissioner, East Garo Hills requesting him to submit the feasibility report for creation of artificial lake at the premises of the Tourist Lodge at Williamnagar and the same is being awaited.

Laban Firing Incident

(a) Whether the concerned authority had taken any action against those personnel involved in Laban firing incident as suggested by the T.C. Das Commission?   (a) Yes, Sir.

 
(b) If so, what action the concerned authority had taken?




 
  (b) A Departmental Proceeding against the then Circle Inspector (South) in East Khasi Hills has been drawn up. The Government of India has also been asked to take appropriate action against 2 (two) CRPF personnel involved in the above incident as recommended by Commission of Inquiry.

M.M.D.C. Coal Depot

(a) Whether the M.M.D.C. Coal Depot at Mawsmai is functioning as on date?   (a) No, Sir.
 
(b) The number of units constructed for storing coal and the proposed monthly rent for each unit?   (b) 75 units have been constructed for storing coal. The rent has been fixed at Rs.21.50 per Sq. metre per month.
(c) Whether as of date any parties are using the facilities for storing coal?   (c) No, Sir.
 
(d) If not, the reasons why no parties are using the coal storing facilities?
 
  (d) No parties are using the coal storing facilities as the allotees of storage units are yet to arrange transshipment of coal at the Depot.

Construction of Williamnagar Mini Market

(b) What is the fate of the project?   (b) Sir, the work was not executed as the project was not sanctioned by Government.

Senior Electrical Inspector

  (b) Meghalaya State Electricity Board has forwarded 2 names of Executive Engineers for appointment as Senior Electrical Inspector Meghalaya in the Inspectorate of Electricity Shillong and the matter is under examination of the State Government.

Internet Tourism Project

Selection of Doctors for Post Graduate Studies

(a) Whether it is a fact that the Hon'ble High Court had to intervene for Selection of Doctors who had to undergo post
graduate studies due to favorites by the department.



 
  (a) Sir, a Writ Petition (c) No. 107 (SH) 99, read with Review Petition No.1 (SH) 2000 was filed by one Dr. (Miss) Lumrilyne Umlong in the Hon'ble High Court against the selection order of Regional Institute of Medical Sciences, Imphal for the academic session  1999-2000.
      There was no favouritism as Dr. Umlong was also among the nominated candidate.
(b) If so, the reason why the Government could not allow the procedure of transparency in selection?
 
  (c) Sir, the procedure prescribed by the Regional Institute of Medical Sciences for nomination of State candidates to Post Graduate Course was strictly followed.

Development of Tourism

Development of Sports & Games

Power Generation

(a) Whether Meghalaya is surplus in power generation?   (a) Yes, Sir.
(b) How much power is being exported to other States?   (b) About 50 Megawatt during evening peak hours.
(c) The names of those States.   (c) Assam.
(d) How much revenue the MeSEB  is getting from those States per month.
 
  (d) During 1999-2000 an average of Rs.112.50 lakhs per month was received against an average Bill of Rs.170 lakhs per month.

H.S.L.C. Results

(a) The step the Government will take to rectify the delay in announcing H.S.L.C. result every year?





 
  (a) There was no delay in the announcement of the H.S.L.C. result this year. Compared to the last several years, this year's results were declared the earliest ever. Further, to institutionalize timely announcement of results in future also, the Government has advised the Meghalaya Board of School Education to give top priority to computerization in all Departments.
(b) Whether it is a fact that the delay to announce H.S.L.C. result in time had affected the academic career of the students in general?   (b) No, Sir.
 

Recommendations of the Committee on Public Accounts

*103. Will the Minister-in-charge, Public Health Engineering be pleased to state :-    
(a) Whether it is a fact that the Committee on Public Accounts (1995-98) in it's 32nd Report, presented to the Assembly on 3.12.97, had recommended for a Staff expansion to maintain the Greater Shillong Scheme as well as the creation of a PHE Circle under a S.E. at Mawphlang?   (a) Yes, Sir.



 
(b) Whether these two recommendations of the Committee on Public Accounts have been implemented as on date?   (b) No, Sir.
 
(c) If not, the reasons why both or either one of the recommendations has not been implemented?
 
  (c) Sir, recommendation for Staff expansion is under process while recommendation for creation of Electrical Circle is under examination at present.

Energy Charges

  (b) The Meghalaya State Electricity Board is constantly persuing the ASEB to liquidate the oiutstanding.
