  (a) Whether the Government is aware the presence of rectified spirit sold for manufacture of cheap liquor ?   (a) Rectified spirit can only be sold by a licence holder.
   
  (b) If so, how much tax is charged on rectified spirit ?   (b) Tax on rectified spirit notified by Govt. vide Notification No. ERTS(T) 85/99/105, dt. 31.12.99 is 20%.
   
   

Permission for Opening of New L.P. Schools

    Training for the Police Personnel

  (b) If so, where will the trained Police Personnel of the 3rd MLP BN ( IRP ) be stationed ?   (b) The Headquarter of the 3rd MLP Battalion ( IRP ) has been temporarily shifted to Nongstoin, West Khasi Hills to meet operational requirements. The personnel will largely be deployed in West Khasi Hills, East Garo Hills and in East Khasi Hills District. And also if required in Jaintia Hills and other Districts.

Insurgent Group

  (a) Whether Government get prior information about the present of insurgent groups before the incidents took place ay Borsora ?   (a) Yes, Sir.
   
   
  (b) If so, what preventive measures where taken to prevent such incidents ?   (b) Government had no prior information regarding the incident. However, on receipt of information the Police Outpost in Borsora was further strengthened by deployment of another 2(two) platoons of 2nd MLP. Bn. from South Garo Hills for launching an operation against the insurgent in Borsora area. The deployment was further reinforced by deployment of 3(three) companies of CRPF & 2(two) companies of 1st MPL. Bn.
 
   
   
   
   
   
   
  (c) How many persons were affected by the Borsora incidents ?   (c) All the truck operations and the coal traders exporting coal to Bangladesh through Borsora from the areas of Rajeju, Nonghyllam and Nongijri were affected.
 
   
  (d) Whether Government have any plan to help these people who were affected by the incidents ?   (c) Now, general security has been provided through continuous police presence in the area.
 

Malaria Eradication

Plying of Coal Trucks

(a) Whether it is a fact that the coal trucks had stopped plying in West Khasi Hills due to extortion ?   (a) and (b)  The plying of coal -carrying trucks in Borsora area of West Khasi Hills District was temporarily dislocated for a few days due to anti-social activity, Sir. This resulted in some loss of revenue.
(b) If so, had it not affect the economy of the State and the nation suffered ?
(c) If the answer to (b) above is positive, what steps the Finance Department taken with the Police Department to bring back normalcy and the economy on the track of recovery ?  

(c) Prompt action was taken by State Police and the situation was normalised and movement of coal carrying trucks was resumed, Sir.

Bio-Gas Projects

Infiltration of Insurgent Groups

(a) Whether the Government is aware of the infiltration of insurgent groups into Meghalaya from neighbouring State ?   (a) Yes, Sir.
 
(b) If so, what steps have been taken to prevent such infiltration ?   (b) The following steps have been taken by Govt. to prevent infiltration of extremists into the State :
    (i) A high level coordination Committee has been constituted involving the intelligence agencies of the Central and the State Govt. for sharing of intelligence.

(ii) Road barricades have been erected at sensitive area along the State and National High Ways for checking vehicles etc.

(iii) Counter insurgency operations have been intensified.

(iv) A close liaison  is maintained with the State Police of all the North Eastern States to monitor movements of the insurgent groups in the region.

Transfer of Eye Specialist

(b) If so, whether the tenders have been floated ?   (b) Yes, the Meghalaya Government Constitution Corporation Ltd. which is the implementation agency has floated the tenders vide tender No. 2 of 27.10.99.

State Revenue

Outstanding Energy Charge with Assam

(a) What is the total outstanding amount lying with Assam for the energy charges till date ?    (a) Sir, the total outstanding amount including surcharge for delayed payments is Rs.126.75 crores as on 15.3.2000.
 
(b) What action is being taken by the Government to realise the outstanding amount from Assam ?    (b) Efforts are being made from time to time by the Government and the Board urging the ASEB to clear the dues.
 

Infiltration of Foreign Nationals

(a) Whether the Government is aware of infiltration of foreign nationals into the State ?   (a) Yes Sir.
 
(b) If so, what preventive measures have been taken to prevent such infiltration ?   (b) The following steps have been taken by the Govt. Sir.
(i)

All the infiltration check posts along the international Borders and along the National Highway have been alerted and strengthened with better communication facilities.

 
 
 
(ii)

Fencing of the Indo-Bangla Border has been taken up. So far 198 Km of the 433 Km long Indo-Bangla Border has been provided with fencing, and works on the remaining portion of the border is going on.

Fiscal Deficit

(a) How much will be the fiscal deficit of the State during this financial year ?   (a) Sir, the estimated budget deficit during financial year is Rs.142.47 crores.
(b) What are the measures undertaken by the State to contain the alarming deficits every financial year ?   (b) To contain the deficit the following measures have been undertaken :
    1. Economy on non-plan expenditure.
    2. Imposition of 7% cut on non-plan allocation.
    3. Introduction of LOC/LOA system.
    4. Additional Resource Mobilisation.
 
 

Acquisition of Land

*42. Will the Minister-in-charge, Home (Police) be pleased to state :-

   

(a) Whether it is a fact that acquisition of land for the 3rd M.L.P. BN(IRP)has not been finalised ?

  (a) Yes.
 
(b) If so, the delay ?  

(b) (i) Initially a plot of land had been identified at Khliehtyrshi.On assessment of the cost of acquisition it has been found to be very high compared to the provision available in the budget.

     (ii) Negotiation was made with various owners of the above land. However, the process took quite a longtime.

    (iii) Meanwhile an offer for a cost free land was received from the village of Nongdhar.

    (iv) The Department is examining the relative advantage &disadvantage of the above sites and also other offers received by the Department.

 
 
 
 
 
 
 
 
 
 
 
 
 

(c) When will the process of acquiring the said land be completed ?

 

(c) The Land acquisition proceedings will be initiated as soon as the Site is finally selected and will be completed as early as possible in accordance with the provision of law.
