Withdrawal of Police Contingent

(a) Whether it is a fact that the police contingent posted at Rajaju, West Khasi Hills, was withdrawn before/during the Mairang bye-election?   (a) Yes,

 
(b) If so, the reasons for the withdrawal?

 
  (b) The police contingent was withdrawn for development on law and our duties in the Bye-Election to the Mairang Legislative Assembly Seat.

Boundary Settlement with Assam

(a) To what extent the boundary settlement between Assam and Meghalaya have reached?   (a) Sir, negotiation are under way for arriving at a permanent solution to the boundary problem.
(b) Whether Assam Government has removed the Assam Police Outposts along the border as agreed in 1991?   (b) No, Sir.
 
(c) Whether the area 150 Sq. miles of Raid Mynsaw, 86Sq, miles of Nongwah and 55Sq. miles of Raid Nongtung in Khasi Hills have been identified by the Government?   (c) Yes, Sir.

Traffic Congestion in Shillong City

(b) If so, whether there is any plan to divert the National Highway?

 
  (b) There is a proposal for construction of Shillong Bye-Pass for diversion of traffic. Government of India Ministry of Surface Transport, has alos approved the proposal.

Animal Husbandry & Veterinary Hospitals

  (b) The main thrust of the Government for Education in the State with the increased Plan allocation is for Universalization of Elelemntary Education.

3rd Meghalaya Battalion

(a) Whether it is a fact that the headquarters of the 3rd Meghalaya Battalion of the the IRB has been temporarily shifted to Siejlieh, West Khasi Hills?
 
  (a) Yes, Sir, the Headquarters of the 3rd Meghalaya Battalion of the IRB has been temporarily shifted to Siejlieh, West Khasi Hills vide Notification No. HPL.19/91/163 dt. 12.6.2000.
(b) If so, the infrastructure provided for their accommodation and the type of rations presently sanctioned for them?
 
  (b) The statements on infrastructure for accommodation and the type of ration supplied are placed on the Table of the House, Sir.

Eleventh Finance Commission

  (a) Sir, the Eleventh Finance Commission submitted the Interim Report only for making provisional arrangement for 2000-01.
(b) If so, what is the quantum of the award for each department?   (b) The quantum of award is not yet known, Sir.

New Construction of C.H.C. & P.H.C. in the State

(a) Whether the proposals have been made by the Government for New Construction of C.H.C. & P.H.C. in the State during the year 2000-2001?   (a) Yes Sir, only one CHC so far but not PHC.

 
(b) If the answer (a) above is in the affirmative, the District-wise breakup of the Scheme proposed?   (b) Alagre CHC in the West Garo Hills District.
 

Revised Pay Scale of College Teachers

Non-Functional of P.H.C's and C.H.C's

(b) If so, the steps the Govertnment will take to make all P.H.C's and C.H.C's functional as announced by the C.M?



 
  (b) The steps Government may take are :-
(i) Creation of posts as per norms.
(ii) To fill up vacancies through 3 (f) regulation regular manner, re-employment or contract basis.
(iii) Service connection of the PHC/CHC are required etc.

Helicopter Service

(a) Whether the department had completed the examination for extending Copter Service to all District Headquarters?   (a) Yes, Sir.

    At present the helicopter is based at Guwahati. Only when a helipad is constructed at Shillong and the time of empty haulage to and from Guwahati is saved. Government will consider extending helicopter services to other District Headquarters.

Transfer of Small Saving
