Filing of FIR

(a) Upto what extent the Government have able to pressurise those Departments who had not filed an FIR to file an FIR with the police on the decision to hand over cases to CBI ?   (a) The concerned Departments have been reminded from time to time.
(b) How many Departments apart from the PHE and the Health Departments, had so far filed an FIR ?   (b) Apart from the PHE and the Health Departments, Agriculture Departments had also filed FIR.

Shillong Bye - Pass

(c) What is the total amount of estimates for the purpose ?   (c) Estimates is yet to be submitted for construction of Shillong Bye Pass.

Post of Director MNREDA

(a) The requisite qualifications for the post of the Director of the Meghalaya Non-Conventional and Rural Energy Development Agency (MNREDA) ?   (A) Sir, according to the Constitution of Meghalaya Non-Conventional &Rural Energy Development Agency, the Director shall be a technically qualified person and experience in the field of Non-Conventional Energy and Rural Agency.
(b) Whether the present Director of the MNREDA has fulfilled all the norms to be the Director of this department ?   (b) Yes, Sir.
(c) Whether the government will review the norms and reconsidered to appoint any IAS/MCS officers as the Director of the MNREDA for the better administration of the department ?   (c) Presently there is no such proposal.

Government Construction at Anogere

Non-Sanction of Posts

Fiscal deficit

(a) Whether it is a fact that the alarming fiscal deficit is due to interest on loan paid by the State Government ?   (a) No, Sir.
(b) If so, how much interest the State had to pay for all the accumulating loan upto 31.3.2000 ?   (b) Does not arise in view of (a) above.
(c) How much outstanding loan the Government are yet to clear ?   (c) Rs.728.00 crores.
(d) Whether the Government paid only interest out of the loan taken or along with principal every year ?   (d) Principal along with interest is paid every year.

Shillong - Garo Hills road

(b) If so, when will the road be repaired to make it motorable, so as to avoid going to Garo hills via Assam ?   (b) The repair work is being taken up.

Purchase of new buses

Scanning Machine

(b) If so, the number of functioning and non-functioning Machines /   (b) Sir, both the X-Ray Machines are functioning.

Handing over of cases to CBI

*58. Will the Minister -in-charge, Home be pleased to state :-

   

(a) What action the police had taken against the FIR filed by the PHE and the Health Departments over the irregualarities in which the UPF Government had decided to hand over the cases to CBI ?

  (a) The Police are investigating thr cases.

(b) How far it will take to complete all the formalities before handling over the cases to CBI ?

 

(b) Some more FIRs are yet to be filed by other Departments viz., the Tourism Department, Forest Department and Excise, Registration, Taxation & Stamp Department. After the above Departments have filed the FIR(s) with the police, a consolidated report will be sent to Government of India with request to have them investigated into by the CBI.

Salaries of School teachers

(a) Whether the Government is aware about the problem of School Teachers in getting their salaries in time ?   (a) Yes, Sir.
(b) If so, steps taken/proposed to be taken by the Government to disburse the salaries in tome ?  
(b) (i) Streamlining the Administration.
  (ii) Release of allotment and sanction in time after approval of Finance Department.
  (iii) Computerisation of pay and allowances of teachers.
(c) The reasons for this chronic delay in disbursing salaries to the school teachers ?   (c) The problem arises only in the last quarter due to budget cut. Even when cut is restored, recourse to advance from CF or S.D. takes time, and due to periodical increase in Dearness allowance.

Nengkram Medical Sub-Centre

Artificial Lake

*(a) Whether there is any proposal for creation of an artificial lake by creation of a dam in the vicinity of the proposed premises of the Tourist Lodge at Williamnagar ?   (a) Yes, Madam.
(b) If the answer to (a0 is in the affirmative what is the present position ?   (b) The Deputy Commissioner, Williamnagar has been requested to submit a feasibility report for the proposal. The report is being awaited.

Retirement of School teachers

(b) What procedure the Government will take to fill the vacancy ?   (b) Government teachers are appointed by D/I subject to approval of DEME.

Non Government teachers are appointed by the respective Managing Committee subject to approval of D.I.

(c) The names of the schools where the vacancy will exist after 31-3-2000.   (c) Information being collected.

GSWSS of Mawphlang

(a) Whether the construction of Greater Shillong Water Supply Scheme at Mawphlang has been completed ?   (a) No, Sir.
(b) If not, when ?   (b) The construction of dam is likely to be completed by 2002 subject to availability of funds.
(c) Whether the Government is aware that the residents of Greater Shillong are facing acute drinking water supply ?   (c) No, Sir, except in some area not covered by the GSWS Scheme.
(d) If so, what steps Government proposed to take to ease this problem ?   (d) The construction of Dam across river Umiew is in progress to create adequate storage capacity for pumping additional quantity of water.

Galwang Micro Hydel Project

(b) If so, since when ?   (b) Does not arise in view of (a) above.
(c) If not, the reasons thereof ?   (c) These projects have not yet been commissiones because Civil Works have not completed. The estimates are under examination for revision due to cost escalation.
