Budget Allocation for New Schemes

*65. Will the Minister-in-charge, PHE be pleased to state :-    
 (a) Whether it is a fact that the Budget allocation for new scheme of 199902000 for East Khasi Hills is Rs.20.00 lakhs for 39 schemes ?   (a) Yes Sir, there is a Lump Sum budget provision of Rs.20 lakhs during the year for "New Schemes" in East Khasi Hills District".
 (b) If so, whether it is a fact that the total estimated cost of the 39 scheme is Rs.6,14,13,650.00 ?   (b) Yes, Sir.
 
 (c) If so, how will the Department complete the scheme with only 20 lakhs and what about the backlog ?   (c) time schedule for completion of the schemes varies between 2-4 years depending on the type of schemes. Though there is a provision of Rs.20 lakhs during 99-2000, the balance amount will be met in the subsequent years.

Non-functioning of Water Supply Schemes

 (a) Since most of the schemes taken up by the Department for supply of drinking water is not functioning satisfactorily after completion, what action the government had taken against those officers who are responsible for its failure ?   (a) Sir, most of the completed schemes are functioning satisfactorily. Non functioning of some schemes are due to various reasons.
 
 
 (b) The names of such officers and Divisions are the Departmental allocation taken so far ?   (b) Does not arise in view of the above.
 

Teaching Staff

Construction of PHC

Non-Completion of Works

  (a) Whether it is a fact that the construction of the portion of the Anogiri-Dekachang via Gabil and Rongjeng Road from Rongrong to Gabil is yet to be completed ?   (a) Yes, Sir.
 
 
  (b) Whether the scheme is a spillover from the 6th plan ?   (b) Yes, Sir.
 
  (c) What is the time frame fixed by the Department for completion of the remaining portion of the road ?   (c) The length of the road from Resudekachang to Gabil is 35.07 Km and the road from 0 to 23 Km is already completed. The portion of road from 24th to 28th Km is in progress and shall be completed during 2000-2001.

The remaining portion from 29th to 35.07 Km where Bridges &Culverts are to be constructed, separate provision for the same is being made in the Budget in due course has to be included in the PWD budget during 2000-2001.
