Schemes for Development of the Indo-Bangladesh Border Areas

(b) If so, the reason for not taking any action  to repair the bridge?   (b) The bridge falls under the jurisdiction of Border Roads Task Force (B.R.T.F.)

Barapathar and Sonapani Road

  (b) The widening works of Sonapani road have been done in stretches wherever the land is made available free of cost, while the widening of Barapathar road has not been possible due to the built-up area.
(c) The amount sanctioned for the purpose?   (c) Rs.15.595 lakhs.

Mangsang Water Supply Scheme

(c) When the estimate already submitted will be approved and sanctioned?   (c) The Estimates shall be processed again for sanction during 2000-2001.

Surrendered Extremist

(a) Since the Government announced package to surrendered extremists how many such groups have come forward to surrender?   (a) Nil, Sir.

 
(b) Whether the Government had taken initiatives to contact top brass of extremist groups to come over ground?   (b) No Sir, Government however, has extended an open invitation to all militant groups to come forward and discuss their genuine problems with the Government.
(c) If yes, what is the outcome of such mission?   (c) Does not arise in view of (a) above.

Salaries of the Meghalaya State Co-operative Union

(a) Whether the Government has paid the salaries of the staff of the Meghalaya State Co-operative Union till date?

(b) If so, when?

(c) If not why?







 

  (a), (b) and (c).
     Sir, the Meghalaya State Co-operative Union is a body registered under the Meghalaya State Cooperative Societies Act and as such, guided by the Rules and Bye-Laws. It is not a Government Department. Therefore, the staff of the Meghalaya State Cooperative Union Ltd. are not Government's employees and as such, Government is not responsible for payment of salaries of the staff of the Union. Meghalaya Government only provides financial assistance in the form of managerial subsidy to the Union. During the current financial 2000-2001 provision of Rs.20 lakhs has been kept in the budget and as soon as the budget is passed, the managerial subsidy would be released to the Meghalaya State Cooperative Union after due approval by Planning and Finance Departments.

Galwang and Rongap Micro Hydel Project

(a) Whether it is a fact that the Government of India had sanctioned fund for the civil wok of Galwang and Rongap Micro Hydel Project a few years back?   (a) Yes, Sir, the Government of India sanctioned grant-in-aid of 50% of the cost of Civil and Electro Mechanical works for both the projects.
(b) If the reply is in the affirmative whether it is a fact that the tender had been floated in June 1998 for the construction of the civil work of the said projects?   (b) Yes, Sir.

 
(c) if not whether the find sanctioned by the GOI has been refunded.   (c) No, Sir.
 

S.D.O. Rongjeng

(b) Whether it is also a fact that there is a complaint against the immoral activities of the S.D.O. by the members of the Public?   (b) Yes Sir, there was a complaint against the officer, which on enquiry could not be sustained.
 

Meghalaya Pavilion at New Delhi

  (c) With the passing of times, cracks and fissures have developed making almost all parts of the floor uneven this endangering smooth movement. Hence the need to provide a durable and presentable appearance to the pavilion.

L.P. School Teachers

Infiltration of Foreigners

(a) What step the Government has taken to make infiltration of foreigners into our State to zero?










 
  (a)
(i) We have approached the Government of India to strengthen Man Power under the PIF Scheme.
(ii) We have approached the Government of India to modify the Indo-Nepal Treaty of Peace and Friendship of 1950.
(iii) We have approached the Government of India for sanctioning of a Scheme of P.I. Card for the whole State.
(iv) We have asked the Government of India to enhance the Presence of the BSF Pertsonnel along the Indo-Bangladesh Border so that the International B.O.P. distance should be reduced to 5 K.M. from the presence distance of 8 K.M.
(v) Government of India have been requested to speed completion of Border fencing.
(b) If police had not failed to check intrusion why did intrusion by Bangladeshis increased in 1998 from 2857 nos. to 4561 in 1999?
 
  (b) Increased in intrusion Bangladesh Nationals depends on the condition prevailing in that country. The Police have not failed to tackle the intrusion and this can be seen from the figures relating to detention and deportation.
(c) What step the Government had taken with neighbouring States to prevent spill over of Bangladesh to our State?
 
  (c) In joint meeting on infiltration convened by the Government of India our neighbouring states have been requested to improve the detection and deportation process sot hat there is no spill over of foreign nationals from the State into ours.

  (a) Sir, there are 2 (two) numbers of post of the Joint Registrar of Cooperative Societies and another post of the Principal, Meghalaya Cooperative Training Institute in the rank of the Joint Registrar of Cooperative Societies.
(b) If so, whether all the 3 (three) have been filled up?





 
  (b) Sir, one post of Joint Registrar filled up and another post of Joint Registrar Cooperative Societies is in the process of being filled up after the Departmental Promotion Committee meets. The post of the Principal Meghalaya Cooperative Training Institute is being looked after by the Joint Registrar of Cooperative Societies (Headquarter) in addition to his own duties.
(c) Whether the Government will consider to transfer one post of the Jt. Registrar of Co-operative Societies to Garo Hills for the greater interest of the people of Garo Hills?   (c) Sir, there is no proposal at present as a post of the Deputy Registrar Cooperative Societies (Zonal) has been created for Garo Hills with Headquarter at Tura.
