Converting of Culvert

(a) Whether the Department is aware of the need for converting the existing Single H.P. Culvert into an open R.C.C. Bridge at the point near the Bajengdoba Baptist Church Compound on the Bajengdoba-Rongsai NEC Road to decongest the huge water-concentration in the nearby paddylands throughout the raining season ?   (a) No, Sir. The Department does not feel this as of immediate necessity.
 
 
 
 
(b) If the answer is in the affirmative, whether any steps have been taken by the Departments on the scheme ?   (b) Does not arise, in view of (a) above.
 
(c) If in the negative, reasons thereof ?   (c) No damage to the road structure due to water concentration has been reported. However, the matter will be examined.
 
 

Appointment of L.P. School Teachers

(a) What is the system of appointment of L.P. School teacher ?   (a) L.P. School teachers in Govt. Schools are appointed by the Dy. Inspector of Schools with prior approval of the Director of Elementary and Mass Education. In Non-Govt. Schools appointment is made by the Managing Committee of the School with prior approval of the Dy. Inspector of Schools.
 
 
 
 
(b) Whether it is a fact that many L.P. School teachers on Adhoc basis are yet to be regularised ?   (b) No, Sir.

Small Savings

(a) Whether it is a fact that small savings transferred to the State was treated as the Centre borrowing ?   (a) Yes, Sir.
 
(b) If so, how much percentage is treated as borrowing and how much is transferred through a public deposit account ?   (b) 75% of the net collection is transferred to the State as loan. There is no transfer through public deposit accounts.

Indira Gandhi Medical Science Institute

Fleet under Transport Deptt.

Construction of Bridges

(b) If so, the names of the bridges which are not yet completed and the reasons thereof ?   (b) The Bridges at Ch. 3740 metres, Ch. 5340 metre, Ch. 6651 metre and Ch. 8950 metre have not yet been completed. revision of the estimated has become necessary due to increase in the cost of materials like cement, steel, etc.
 
 
 

New Price of Rice

Schools by the State Government ?   (a) The total number of staff on deputation to the State Govt. from the Garo Hills Autonomous District Council is as follows :-
 (1)   Inspecting Staff          -    7
 (2)   Office Staff                -  38
(b) Total expenditure being incurred for their salaries per month ?   (b) The total monthly expenditure incurred is :-
     Inspecting Staff            - Rs.51,790/-
       Office Staff                  - Rs.2,37,924/-
(c) the manner in which their services are integrated into the Department system ?   (c) They are treated as on deputation.

(b) If so, how many divorce cases had been granted by the court in the State for the last 2 years ?   (b) 104 cases.

Umroi Airport

(a) Whether the Umroi Airport is still functioning ?   (a) No, Sir.
(b) If not, the reasons thereof ?   (b) Neither Private Airlines nor Indian Airlines have the 50 Seater aircraft to operate from Umroi Airport. Larger capacity aircraft would not be able to operate from Umroi airport as it stands today for technical reasons. 
 
 
 

Retirement of Employees

(a) The total number of employees of the Transport department and the M.T.C. respectively to be retired on 1.4.2000 in view of the rolling back of the retirement age from 60 to 58 ?   (a) 3(three) employees of transport Department and 19(Nineteen) employees of Meghalaya Transport Corporation are due to retire with effect from the Afternoon of 31.3.2000.
(b) Whether those vacancies to be created due to retirement will be filled up by means of promotion or new recruitment ?   (b) 20(twenty) posts are to be filled up by promotion and 2(two) posts by direct recruitment.
 

Affiliation of Adhoc Colleges

(c) If the answer is in the affirmative, the reasons for not implementing the decision till date ?   (c) The norm is already being implemented.
 

Grant-in-Aid to Adhoc Colleges

Municipal Elections

(a) Whether it is a fact that the Government had decided to hold municipal election in Shillong ?   (a)  yes, Sir, Govt. has decided to hold Municipal Election in Shillong as per Hon'ble Supreme Court's Order in CA No. 41 and 42/1999 dt. 10.12.99.
 
(b) If so, will the Government reserve seats for Women and scheduled tribes only ?   (b) Sir, seats are proposed to be reserved for the Scheduled tribes. At present, no seats to which elections will be held are proposed to be reserved for Women. However, two out of four nominated Ward Commissioners will be Women.
 
 
 

M.T.C.

(a) Whether the MTC is running with profit ?   (a) No, Sir.
(b) If not, the reasons thereof ?   (b) The reasons are mainly due to the following :-
  (i)  Operation on economic routes and School Bus Service on Social Obligation and consideration.
  (ii)  High Cost of Operation.
  (iii) High Cost of Maintenance.
(iv) Fare not commensurate with the cost of operation.
(v) Expenditure on salaries and wages constitute 63% of    the expenditure.
(c) The amount of financial loss per month ?   (c) Rs.27.60 Lakhs, Sir.

Incentive to the Staff
