Deep Tube Well

(a) The reason that the Department failed to bore deep tube well in Lummawbah inspite of the fact that this particular scheme has been sanctioned ?   (a) Sir, the work order for drilling the Deep Tube has already been issued and the work is being taken up shortly.
 
(b) Since it has not taken up during dry season, how do we expect the department will get perfect accuracy the presence of water if they bore during rainy season ?   (b) The work is expected to be completed within the current dry season.

(b) Whether the DDK authorities have approached the State Government for such facilities in the recent past ?   (b) No, Sir. In fact, it was the State Government who had taken the initial in this regard.
(c) Whether proper arrangements have been made by the Department in the city to accommodation the request by the Dordarshan Kendra ?   (c) No, since no suitable building meeting the required technical standing of the DDK could be identified.
 
(d) If so, the details thereof ?   (d) Does not arise in view of (c) above.

New P.W.D. Road

Strength of Police Personnel

(a) What is the sanctioned strength of Police Personnel for the Borsora police Outpost ?   (a) There is a sanctioned Patrol post under the "Prevention of Infiltration of Foreigners "Scheme with a sanctioned strength of 1 Sub-Inspector and 6 Constables.
 
(b) What is the sanctioned strength of Police Personnel for the Shallang police Outpost ?   (b) There is no sanctioned Police outpost at Shallang. However a temporary outpost has been recently set up with personnel drawn from within the existing strength of the District Executive Force with 1 Asstt. Sub-Inspector, 1 Head Constable and 3 Constables.
 
 
 
(c) Whether any Police vehicle have been allotted / attached to the above Police Outposts ?   (i) One Jeep was allotted to Borsora Patrol post in 1992.
(ii) No vehicle was allotted to Shallang Police outpost.

  (ii)  Failure of the neighbouring states to prevent such intrusions in their respective states resulting to spill over of Bangladeshis to our state.

(b) Whether there is any sanction under annual repair for the said Road ?   (b) Yes, Sir, Fund for repair of the road has been allotted to the Division within the available non-plan resource.

(b) If so, how much the Government earmarked for this scheme annually ?   (b) This is a Central Government Scheme and foodgrains are directly supplied by the F.C.I. to the Deputy Commissioner (Supply) on the advice of the Ministry of Human Resource Development. The State Government has not allocated any money for this Scheme.

Tea Plantations

(a) The number of tea-plantations in the State run by Government District-wise ?   (a) Sir, There are three (3) Nos. of tea plantation in the State run by the Government.
  (i) Tea Experimental Centre-Umsning Ri-Bhoi District.
  (ii) Tea Experimental Centre-Rongram West Garo hills District.
    (iii) Tea Experimental Centre-Riangdo West Khasi Hills District.
(b) Whether any production has been started from these tea-plantations ?   (b) Yes, Sir the production of green tea leaves has been started from 1988-89. The total production of green leave from the above mentioned centres for last 3 (three) years are as follows :-

(a) Whether it is a fact that the Ranikor PHC has been upgraded to a CHC ?   (a) Sanction for upgradation has been accorded and building are in progress. However the functional facility is that of a PHC, Sir.
 
(b) If not, whether there are any plans or intentions to upgrade the Ranikor PHC and by when ?   (b) Does not arise in view of (a) above, Sir.
 
(c) Whether, presently, any Doctor has been posted to, and is functioning from, Ranikor ?   (c) Yes, Sir, but has not joined the post.

Eligibility Test Exam

(a) In which year was the Elementary Education Eligibility Test Examination Conducted by MBOSE for Selection to the Post of Primary School Teachers introduced ?   (a) the District Elementary Education Eligibility Test was introduced during 1996.
 
(b) How many Candidates in the whole State have been declared passes in the Eligibility test till 1999-2000 and how many have been absorbed in the posts ?   (b) 6642 candidates have been declared passed. The Department do not maintain the number of those who are absorbed in the posts as the Eligibility Test is only a necessary qualification for H.S.L.C. passed candidates to apply for the posts of Primary Teachers in both Government and non-Government schools.
 
 
 

Private Tea Planters

*140. Will the Minister-in-charge, Agriculture be pleased to state :-    
(a) Whether the Government has any schemes to encourage the private tea-planters.   (a) Yes, Sir. There is a scheme namely "Package scheme for Assistance to Local Tribal Cultivator to raise micrisized tea plantation of areas not exceeding two hectares" per family to encourage the private tea planting in the State .
 
 
(b) If so, the amount of subsidy for each tea-planters per hectare ?   (b) The Financial assistance provided through the scheme to the tea grower is to an amount of Rs.15,000/- per hectare per family in 5 installments & from 0 year to 4th year of plantation.

The Department also provided technical guidance and planting materials from the cost. The plant protection chemicals and equipments are supplied at 50% subsidised, rate.

 
 
 
 
 
 
 
(c) Whether the tea-seedings are given to the farmers according to their requirements ?   (c) Sir, all efforts are being made to meet the requirement.
 

Single Teacher L.P. Schools

*141.Will the Minister-in-charge, Education be pleased to state :-    
(a) What is the total number of Single-Teacher Lower Primary Schools functioning without the second teachers in the State ?   (a) Total number of single teachers Lower Primary Schools is 890, Sir.
 
(b) Whether it is a fact that the sanction for the second teachers posts in single-teacher schools had been released by the Central Government under the Operation Blackboard Scheme from 1993 to 1995 ?   (b) 1621 posts were sanctioned.
 
 
 
(c) If the answer is in the affirmative, what are the reasons due to which a great number of Single-teacher Primary Schools in different district in the State could not be covered by the sanction ?   (c) Due to the presence of more single teacher schools than the number of sanctioned posts.
 
 
(d) Remedial measures proposed to be taken on the matter by the Government ?   (d) Government policy is to appoint 2nd  teacher in all single teacher schools provided funds are available for the purpose.

(b) What is the Government's response to the matter ?   (b) Dy. Inspector of School was requested to furnish the name of the village where the school is located and the reason why they want to change the name of the school.
