(b) & (c). Sir, creation of posts with a view to enable the Department to post the required staff is under process in the Finance Department. Estimate for external power connections is yet to receive from the Me.S.E.B. As soon as the posts are sanctioned/personnel are available and power connections are given, the P.H.C. would be commissioned.

Loan from IFAD

(b) The work was started on30.11.2000 and was completed and opened to vehicular traffic on 1.3.2001.

Higher Scale of Pay

Land Encroachment

Construction of Bridges

(a) Whether it is a fact that a number of bridges could not be completed on Scheduled time in all the Districts of Garo Hills?

  (a) Yes, Sir.

 
(b) If so, the reasons thereof?   (b) (i) Due to limited working season
    (ii) Due to shortage of funds.
    (iii) Due to technical difficulties at site during execution.
    (iv) Due to shortage of stock materials.
    (v) Due to litigation.
    (vi) Due to problems because of insurgency.

(c) Whether the Government has taken any initiatives so that those bridges be completed as early as possible?

  (c) Yes, Sir.

 
(d) If so, the details thereof?


 
  (d),
(i) The super-structure of few Bridges on Dalu-Baghmara Road are being proposed to be completed through National Highway Fund.
    (ii) Solutions are being found to over come the technical difficulties at site.
    (iii) Efforts are being made to allot the bridge works early.
    (iv) Action is being taken to clear the Court Cases.

Procedure for Sanction

(a) The procedure of sanctioning the schemes/posts in the P.H.E. Departments?






 

 

(a) Proposals for new Schemes and Creation of Posts are placed before the Departmental Committee for scrutiny and clearance and then submitted to Planning and Finance Department after obtaining approval of Minister, PHE, Sanction is issued by PHE, Department after having concurrence of Planning and Finance Department. As regards Creation of Posts having scale of pay the maximum of which is Rs.11,130/- and above, approval of Personnel Department is also necessary.

(b) Whether the schemes/posts are cleared as per the recommendation of the D.P.C.?

 

(b) Yes, Sir, Schemes are generally cleared as per recommendation of Departmental Committee.

(c) If so, please state in details?   (c) Sir, as explained under (a) above.

(d) Whether it is a fact that a few relatives of some VIPs have been appointed in the P.H.E. Department violating the recruitment/service Rule of the Government?

  (d) No, Sir.

 

Infiltration of Foreigners

*190. Will the Chief Minister be pleased to state what is the outcome of the State Government approach to Government of India on the infiltration of foreigners as per answer of C.M. on starred question 157 dated 29/6/2000?

 

 

The Government of India has projected an amount of Rs.3,2000 lakhs for the Border Road and Border Fencing along the Meghalaya Sector of the Indo-Bangla Border during 2001-2002 to speed up completion of the fencing. Besides the BSF has been strengthened during the year from 5 Batallions to 6 Batallions. We have yet to receive the response of the Government of India on other items, Sir.

Assault on James Kharpuri

Protection to the Public

(a) Government has taken steps to provide security in the affected areas as far as possible through police presence, Sir.
 

(b) The total number of BDOs having dual charges?
 
  (b) Government has not taken any action since no report of such activities by the Assam Police has been received.

Ancient Monuments

Pumping Machines

Protection of Water

(a) What steps the Government had taken to protect water supply to public from the following :- (i) Guineaworm (ii) Brackishness (iii) Excess Iron (iv) Fluorosis.

 

 

(a) Sir, for removal of excess iron in drinking water, schemes are taken up under submission programme of Rajiv Gandhi National Drinking Water Mission (RGNDWM). There is no problem of Guineaworm, brackishness and Fluorosis in the drinking water of the State.

(b) What measures the Department had taken for ensuring water sustainability, water quality surveillance?








 

 

(b) For ensuring water sustainability, a new schemes is proposed to be taken up under the 11th Finance Commission Award. Further, completed schemes are proposed to hand over to the village Committees for maintenance. It is expected that there could be better protection of the catchment area for preservation of water source.

      For water quality monitoring and surveillance, district level laboratories have been set up in all the seven district headquarters of the State.

Renovation of WSS

W.S.S. under 12 Shnong

Constitution of the Non-Conventional Agency

(a) No, Sir, since there in no provision in the constitution of Meghalaya Non-Conventional & Rural Energy Development Agency for appointment of Division.

Promotion of Private Investment

Hazardous Waste

(a) Vide Supreme Court notice in writ petition No.657 of 1995 what steps the State Government has taken to ensure safe disposal of hazardous waster in the State?


 

 

(a) Sir, the action for inventorisation of industrial units generating, processing and importing of hazardous wastes has been initiated in the State. Identification of sites for disposal of hazardous wastes shall be taken up after the assessment of the hazardous wasters generation potential in various districts of the State.

(b) Sir, the State Government proposed to construct buildings for the MIMHANS at a plot behind the Pasteur Institute-Ganesh Das Hospital. Some standing trees need to be cut down for clearing the site. the Forest Department was requested for permission which has been received only on 7.3.2001. the work is already allotted and will work is already allotted and will commence soon after felling of tress.

X- Ray Machine

    There is no X-Ray machine in any PHC.

(b) Whether such PHC, CHC had qualified personnel, electricity connection to make the X-Ray machines, operational?

Shifting of Sweeper Line

(a) Why did the Government failed to shift the sweeper line?



 
  (a) Sir, the shifting of the sweeper line from Iew Mawlong to other localities has been delayed due to non-availability of land and also to objections raised by some Durbars who had strongly objected to shifting the sweepers colony to their localities. However, revenue land has been allotted for the purpose now.
(b) How many families had been shifted and nos. of families yet to be shifted?  

`(a) Sir, so far 42 families have been shifted and the remaining 126 families are yet to be shifted.

P. O. L. Bills

(a) The names of VIPs, VVIPs who visited the State which is the cause of increasing P.O.L. Bill of the Police department?  

(a) The list VIPs, VVIPs who visited the State from 1.4.2000 till date is placed on the table of the House, Sir.
 

(b) Whether the Department had cleared all pending Bills of Rs.1,73,07,704/-?
 
  (b) An amount of Rs.1,16,97,114.00 only had been cleared and the balance amount of Rs.56,09,990.00 will be cleared very soon.

Attacked on Police Personnel

*211. Will the Minister in-charge, Home (Police) be pleased to state the names of personnel of Police Station, VIP who had been attacked due to lack of alertness, inferior quality of equipment provided, negligence of duty by Police Personnel?  

Sir, there is not a single case where police personnel were attacked because of lack of alertness, inferior quality of equipment provided or negligence of duty on the part of the police personnel.
 

Excess Expenditure

(a) What steps the Government proposes to take to tackle the excess expenditure in some cases of grants? (a) The LOA and LOC system introduced recently has pre-empted the possibility of excess expenditure in future.
(b) What will the Government do with the excess expenditure out of Rs.666,37,18,295/- which is yet to be regularised? (b) The Public Accounts Committee will be requested to consider recommend regularisation of the excess drawals.
 
(c) Upto what extent it will affect the Government policy and the State exchequer? (c) No direct effect, Sir.
