Electrical Circle

Policy on Private Colleges

Grant/Scheme to L.P/M.E. Schools

(a) The name Grant/Scheme earmarked by Department to various L.P./M.E. Schools in the State. (a) The name of grant/scheme earmarked by the Department to various LP/ME Schools in the State are:-
1. Grant-in-aid to improved U.P.S.
2. Grant-in-aid to Adhoc U.P.S.
3. Lumpsum adhoc grant to L.P.S.
4. Non-Recurring grants (UPS & LPS).
(b) The name of Schools selected for such Scheme 1999-2000, 2000-2001 under East Khasi Hills and the amount earmarked for Building Grant, Grant in Aid.



 

 

(b) The names of improved UPS and adhoc UPS which have received Grain-in-aid during 1999-2000 and 2000-2001 and schools that have been selected for non-Recurring Grant during 1999-2000 under East Khasi Hills are placed on the Table of the House. List of schools against adhoc grant to LPS and Non-Recurring Grant for 2000-2001 are being finalised.

The amount earmarked for building grant is as follows:-

The amount earmarked for grant-in-aid is as follows:-
1. Grant-in-aid to Improved UPS not less than Rs.12,000/- per month per school
2. Grant-in-aid to Adhoc UPS not less than Rs.6,000/- per month per school.
3. Grant-in-aid to LP Schools @ Rs.3,000/- per month per school.
(c) The names of L.P Schools, M.E. Schools who had been selected for Additional Teachers, Single Teachers, Schooless Villages under East Khasi Hills.
 
  (b) No single teacher LP/ME School were selected for additional teacher during 1999-2000 and 2000-2001. As regards grants to new LP Schools in schooless villages, the list is being finalised.

Hydari Park

(a) Whether it is a fact that the name of Hydari Par had been forcibly changed by some persons recently and Government property destroyed in the process?





 
  (a) A group of persons came to Lady Hydari Park at about 3.00 P.M. on 18.05.2001 and hung a ready made signboard with the name "U SOSO THAM" over the Park entrance. They also erased the words "LADY HYDARI" written with paint on the wall of the Park and painted thereon the words "U SOSO THAM". They also removed the brick layout inside the park which were arranged to read "LADY HYDARI PARK". No other Government property was destroyed.
(b) If yes, whether the culprits have been identified and action taken against them?

 
  (b) The culprits did not reveal their personal identity except conveying to the staff that they were members of the Khasi Students Union, Sir. An FIR was lodged with the Police Station at Laban in this regard.

District Mental Jail

(a) Is it a fact that the District Mental Jail at Mawlai has been damaged by fire in 1999?

 
(a) Sir, there is no District Mental Jail at Mawlai. However, the office block of the Meghalaya Institute of Mental Health, temporarily located at Mawlai was gutted by fire incidence in 1999.
(b) How many beds had been destroyed and how many which were saved? (b) Does not arise in view of (a) above.
 
(c) How the Government accommodate the mental patient at present? (c) At present the patients are accommodated in the remaining available accommodation, Sir.

Life Span of MCCL

(a) What is the life span of the M.C.C.L Factory?

 
  (a) Normal life span of a Wet Process Cement Plant like Mawmluh Cherra Cement Limited may vary from twenty to forty years.
(b) Whether the building is earthquake proof?

 
  (b) No available records are there to show that the buildings of the Mawmluh Cherra Cement Limited Plant are earthquake proof.
(c) What type of protection material is being supplied to workers in the factory?

 
  (c) Protective facilities supplied include helmets, firemen face shields, breathing apparatus sets, ear protectors, safety welding goggles, hand gloves, safety belts, etc. wherever required.
(d) What is the level of pollution in the factory and its surroundings?


 
  (d) The level of pollution due to factory activities in the surrounding areas is within the permissible limit of 250 micro grams per cubic metre as recorded by the monitoring equipments of Mawmluh Cherra Cement Limited from time to time.
(e) What step the Government is taken to prevent highly pollution in the area?   (e) Mawmluh Cherra Cement Limited has installed certain pollution control equipments. These are:-
    (i) Electrostatic Precipitators (ESPs) in the Kiln No.2 & 3.
    (ii) Pulse Jet Dust Collectors in Coal Mills Nos.2 &3 and also Cement Mill No.2.
    (iii) Mechanical Dust Collectors in Cement Mill No.1, packing Plant and Cement Silos.

Lease of Weighbridge

RCC Bridge

(a) Whether it is fact that an amount of Rs.92,00,00/- + (Rupees Ninety two Lakhs plus only) was sanctioned for the construction of the R.C.C. bridge over river IIdek at Badaka on Kharkutta Dilma Adap road?   (a) Yes, Sir.


 
(b) If the reply to (a) is in affirmative whether it is also a fact that Rs.92,00,000/- + (Rupees Ninety Two Lakhs plus only) was desanctioned?
 
  (b) No, Sir.
However, the estimate that was desanctioned was that of a Steel Bridge which was originally sanctioned for Rs.52,36,000.00.
(c) If the reply to (b) above is in affirmative reasons thereof?   (c) The estimate for the Steel Bridge was desanctioned as it was decided to provide a permanent concrete bridge.
(d) Present status of the bridge.
 
  (d) Tender for allotment of work called and allotment is being done observing required formalities.

Lift Irrigation Project

PHE Electrical Wing

  (b) Sir, at present at the level of Executive Engineer, Civil Engineers are entrusted with Civil, Electrical and Mechanical works in their Divisions, Electrical Engineers are looking after all Civil works under their jurisdiction.

Bifurcation of Power and Jurisdiction

(d) Whether S.P East Khasi Hills and S.P. Shillong City is the D.D.O. within their own jurisdiction separately? (d) Does not arise in view of (c) above.

 

Weighbridge

The operation of the Weighbridge at Wageasi, in East Garo Hills was taken over by the District Council in pursuance of interim Orders of the Hon'ble Guwahati High Court, dated 24.4.2001.

International Markets

The State Government does not have any such proposal at present.

Water Supply Project

(b) If yes, whether it is a fact that this scheme is a duplicate scheme over and above the existing scheme of supplying water to the villages from Greater Shillong Water Supplying Scheme?   (b) Sir, the new scheme is for the enroute villages and water from GSWS will be supplied exclusively to Shillong.

Eligibility to Senior Scale

(b) If so, whether Government would follow the same procedure for Officers due for promotion to appear for personal interview before the D.P.C.? (b) The Government has its own procedures. The U.G.C. regulation is applicable only to College Lecturers.

Arrear pay to College Teachers

(a) Whether the Government has released the arrear pay to the College teachers (deficit and adhoc colleges) consequent upon the revision of their salary? (a) Sir, part of the arrears have been released.

 
(b) If yes, since when?


 
(b) The arrears have been released for the period from 1.10.99 to 29.2.2000 in the case of Deficit College Teachers and for the period from 1.1.96 to 30.6.2000 for the Adhoc Colleges.
(c) If not, the reasons thereof?


 
(c) The balance, relating to the period 1.1.96 to 30.9.99 in the case of Deficit Colleges and from 1.7.2000 to 29.2.2001 in the case of Adhoc Colleges could not be paid as yet due to shortage of fund.

CGI Sheets Beneficiaries

13. Will the Minister in-charge, Housing be pleased to state:-     
(a) The names of beneficiaries who had been selected for receiving CGI Sheets under East Khasi Hills Block-wise for 2000-2001.
 
  (a) Sir, the final list is on the process of finalisation which is expected to be completed soon after receiving of the prescribed application forms with recommendation from few MLAs. who have not submitted the same.
(b) The mode of selection for the beneficiaries.



 
  (b) Sir, the beneficiaries who belongs to the poor economically weaker sections will be selected on the recommendation of the District Housing Selection Committee and approval of the State Housing Committee and the applications recommended by the MLAs.
