Construction of Road at Mangsang-Nongchram

(a) Whether it is a fact that the construction of new road from the 10th K.M. to the 14th K.M. of Mangsang-Nongchram ongoing scheme has been included in the Budget of 2001-2002 as had been assured by the Minister on the floor of the House?   (a) The inclusion of the scheme in the Budget 2001-2002 is being processed.


 
(b) If so, what is the amount earmarked?   (b) The amount is yet to be ascertained.
(c) If not, the reasons for not being able to include in the Budget as per the assurance of the Minister in 2000 on the floor of the House?   (c) Does not arise in view of (a) above.

 

Leakage of Question Papers

(a) Whether it is a fact that the question papers of the last SSLC selection exams were leaked?   (a) No, Sir.

(c) What action was taken against those responsible for the leakage?


 
 

(c) Government examined the matter and found there was no leakage. there was a confusion created by a change of dates of a bandh call. Only the test was held a day earlier in one Centre, without any malafide intention in the subject Health Education only.

Policy of Development of Tourism

M.M.D.C. Coal Depot at Mawsmai

*25. Will the Minister in-charge, Mining & Geology be pleased to state:-  
 
(a) Whether the M.M.D.C Coal Depot at Mawsmai is functioning as on date?   (a) No, Sir.
 
(b) What are the number of units constructed for storing coal and the proposed monthly rent for each unit?  

(b) 75 Units have been constructed for storing Coal. The rent has been fixed at Rs.21.50 per Sq. Metre per month.

(c) Whether as of date any parties are using the facilities for storing coal?   (c) No, Sir.
 
(d) If not, the specific steps taken to encourage the leasees to use the facilities may kindly be stated?




 
 

(d) The Government held a meeting with the leasees to persuade them to use the Depot. The leasees were allowed to pay the defaulted amount of lease rent over a period of two years. The leasees were also assured that adequate security would be provided at the Depot for smooth conduct of their trading operations. Another meting with the leasees will be held soon.

Bank Credit

(a) What are the problems with regard to flow of credit in the State?

 
 

(a) The problems with regard to flow of credit in the State are absence of medium and large scale industries/agriculture based industries lack of high value proposals and poor recovery.

(b) Steps being taken for improving the flow of Bank Credit in the State?

 

 

(b) The State Government is making continuous efforts to improve the Credit Deposit Ratio (CDR) in the State by interacting at various level with Bankers to find out ways and means to improve the flow of credit in the State.

Posts of Teachers at Rongjeng High School

Income of Pine Wood Hotel

(a) What is the total monthly net income of Pinewood Hotel?   (a) The total monthly net income of Pinewood Hotel is Rs.1.41 lakhs on an average during the year 2000-2001.
(b) Whether it is a fact that every month a large amount is being spent out of the income of the Pinewood Hotel for salary for the staff of MTDC?  

(b) Money is being transferred to Head Office of the Corporation as and when necessary which is internal arrangement apparently for establishment expenses.

(c) Whether Government have any plan to separate Pinewood Hotel from MTDC?

Helicopter Service

(b) At present the helicopter is based at Guwahati. Only when a helipad is constructed at Shillong and the time of empty haulage to and from Guwahati is saved. Government will consider extending helicopter services to other District Headquarters.

Modernisation of MCCL

(b) Mawmluh Cherra Cement Ltd. has entered into an agreement with M/S Saurashtra Cements Ltd., Mumbai, and M/S Cement India Ltd., Dibrugarh.

Development of Sports and Games

Performance of Co-operative Banks

(a) What are the network of Co-operative Banks in Meghalaya?



 

 

(a) Sir, the Cooperative Banks' network in Meghalaya consist of the Meghalaya Cooperative Apex Bank Ltd. and three Urban Cooperative Banks at the District Level, namely, Shillong Urban Cooperative Bank Ltd., Jowai Urban Cooperative Bank Ltd., and Tura Urban Cooperative Bank Ltd.

(b) How many branches of SCBS, DCCBS, SCARDBS, PCARDBS?
 

 

(b) Sir, the Meghalaya Cooperative Apex Bank Ltd. is the only State Cooperative Bank. It has got 38 (thirty eight) branches spread all over the State.

    There are no DCCBS, SCARDBS, PCARDBS in the State.
(c) What are the performance of Co-operative Banks in the State?


 
 

(c) Sir, the Meghalaya Cooperative Apex Bank Ltd. is the only financing Cooperative Institution in the State. It caters to the needs of the rural masses and the Urban areas in the whole State. The performance of the Bank as on March, 2000.

    (i) Deposits Rs.24071.97 lakhs.
    (ii) Advances Rs.8693.74 lakhs
    (iii) C.R. Ratio 36.12%
    (c) (ii) The Shillong Cooperative Urban Bank Ltd., has grown tremendously over the last few years from a total deposits of Rs.19.00 lakhs in 1985 to Rs.4.29 crores as on September, 2000.
    (c) (iii) The Tura Cooperative Urban Bank Ltd., is accepting deposits from the public and issues short term loans and medium term loans to the salary earners and Petty business men in the District.
    (c) (iv) The Jowai Cooperative Urban Bank Ltd., is accepting deposits from the public and issues Short Term Loans and Medium Term Loans to the salary earners and Petty business men in the District.

Private Sericulture Farm at Mangsang

(a) Whether the Minister is aware of the fact that the names of 10 (ten) beneficiaries have been selected under the Central Silk (Board) Scheme by the Department for creation of Private Sericulture Farm at Mangsang, but nothing has yet been provided to the selected beneficiaries till date?



 

 

(a) & (b) Yes, Sir, 5 (five Nos. of beneficiaries from Mangsang were selected for raising of individual Muga Plantations under the Central Silk Board Scheme during 1999-2000 and the remaining 5 (five) beneficiaries were selected during 1999-2000. The subsidy amount received from the Central Silk Board is under process of sanction. For remaining selected 5 (five) beneficiaries for 2000-01 sanction and release of fund will be taken up after completion of joint inspection by the officials of Central silk Board and State Government which is now in progress.

Umroi Airport

Appointment of Teachers

L.P School teachers in Government schools are appointed by the Deputy Inspector of Schools with prior approval of Director of Elementary & Mass Education. In Non-Govt. schools the appointment is made by the managing Committee of the School concerned.

Jowai Municipal Board

(b) Sir, Notification was issued under Sub-Section (1) of Section 4 of Meghalaya Municipal Act, 1973 inviting public opinion on the intention to withdraw the operation of the Municipal Act from the whole area of Jowai municipality.
