Visit to China

(a) Whether it is a fact that the Minister of Power along with the Director of MNREDA, had paid a visit to China and other Eastern countries in the year 2000?   (a) Yes, Sir.

 
(b) If so, how according to the Minister, Meghalaya has been benefited out of the tour of the Minister and the Director?


 
 

(b) With the visit, the state has gained useful knowledge and insight into the planning and implementation of Small Hydro Projects (SHP) in China, which is leading the world in SHP technology. This knowledge in turn can be suitable used and adopted in Meghalaya which has a lot of potential for development of SHPs.

(c) What is the financial involvement for the tour?   (c) The total financial involvement is being worked out.

Slum Areas

(a) Whether the localities of Malki and Cleve Colony have been declared as slum areas?   (a) Sir, only Malki locality was declared a slum area.
 
(b) If so, what facilities have been provided to those area?  

(b) Sir, physical amenities such as water taps, sewer/storm water drains/foot-paths, street lighting, community hall and Children's Park have been provided for improvement of the environment.

School Fees of Public Schools

(a) Whether it is a fact that Govt. have decided to reduce the 'fees hike' of Public Schools which was increased recently?  

(a) Yes, Sir.
      Partially in respect of the second child and the lower income group and also the annual fees.

(b) If so, the present rate after reduction thereof?   (b) A statement is placed on the Table of the House.

Surrender Package for HNLC & ANVC

*53. Will the Minister in-charge, Home (Police) be pleased to state:-  
 
(a) Whether the Surrender Package for the members of the HNLC and ANVC has been implemented in Meghalaya?   (a) Yes, Sir.

 
(b) If yes, the salient features of the Package may kindly be stated?
 
  (b) THE SALIENT FEATURES OF THE SCHEME FOR SURRENDER -CUM-REHABILITATION OF MILITANTS IN MEGHALAYA ARE :-
   

(1) The Scheme is applicable to those militants who surrendered with at least one weapon. However, in exceptional and deserving cases militants who surrendered without arms will also be considered.

   

(2) Once accepted by the Screening Committee, the surrenderees will be initially lodged in Rehabilitation Camp where they will be imparted training in trade/vocation of their liking or befitting their aptitude.

    (3)  During the period of training the surrenderees will be paid a monthly stipend not exceeding Rs.2000.00 per month for a period of 12 months.
   

(4)  Boarding and lodging for the surrenderees at the Rehabilitation Camp will be free.

   

(5)  The stay of the surrenderees in a Rehabilitation Camp shall not exceed one year. At the end of one year he will be released from the Camp to settle-down on his own and if settlement has been achieved before the expiry of one year, the stipend will be discontinued.

   

(6) Minor crime cases against successfully rehabilated surrenderees will be withdrawn,. However, surrenderees who have committed heinous crime like murder, abduction, kidnapping, etc. will be subject to due process of law and the act of surrender shall not imply amnesty from the crime.

    (7) Incentives for surrender of weapons/ammunitions has also been prescribed in the Scheme.
(c) If not, the reasons why it has not been implemented may kindly be stated?   (c) In view of (a) above it does not arise.

Government Land

Uniforms of Police Personnel

(a) Whether all eligible police personnel have been regularly receiving their uniforms and other issue materials, as is due to them?   (a) No, Sir.

 
(b) If not, since when have they been deprived of their dues and the reasons thereof may kindly be stated?

 
 

(b) Except for the 3rd MLP Bn. personnel's who were supplied with uniforms in 199-2000, others were not supplied since 1997-98 due to fund constraint. However the same will be supplied shortly.

Gramodya Yojana Scheme

(a) Whether the Government had fully implemented the Pradhan Mantri Gramodya Yojana Scheme?   (a) Yes, Sir.
 
(b) If yes, how many housing units had been constructed for providing housing for all?
 
 

(b) During the year, the Housing Department is distributing 3 (three) bundles of CGI sheets as grant-in-aid to 10,000 rural poor families.

Number of People Killed by Police

(a) How many people have been killed by the Police in the State from April 2000 to till date?  

(a) No people were killed by the Police. However 19 people lost their lives in sporadic armed encounters with the Police.

(b) Whether the killing was justified?   (b) Does not arise in view of 'a' above.

Land Acquisition by Government

Land is acquired by Government when required for public purpose.

(b) If so, the names of such plots including the names of the Private Parties/individuals?   (b) Sir, Information is being collected.
 

Rajiv Gandhi National Drinking Water Scheme

(a) How many villages had been covered for the Rajiv Gandhi National Drinking Water Mission Scheme?

  (a) Sir, 3415 Nos. of habitation have been covered since inception of the scheme till 31st March, 2000.

(b) Whether ARWSP and MNP Scheme are still at work?

  (b) Sir, at present ARWSP, PMGY and State Plan Schemes are being implemented in the rural areas.

(c) If yes, as of March 1, 2001 how many villages had been covered?

  (c) 130 Nos. of habitations upto February 2001 during 2000-2001.

Police Personnel Killed by Militants

(a) How many Police personnel were killed by the militants in the State since April, 2000 till date?   (a) Six Police Personnel.

Pradhan Mantri Gram Sadak Yojana
