Regular Water Supply

*64. Will the Minister in-charge, Public Health Engineering be pleased to state:-

   

(a) Whether regular and equitable distribution of water has been achieved in the areas of Shillong lying outside the Municipal area?

  (a) No, Sir.

 

(b) If not, what steps are being taken to ensure regular and equitable distribution of water in these areas?


 

 

(b) Steps are underway to complete the distribution system including  construction of concrete dam under G.S.W.S scheme as well as some other augmentation schemes for ensuring regular and equitable distribution of water in these areas.

Police Check Gate

*65. Will the Home Minister be pleased to state:-
(a) Why did the Government not honour the general public sentiments demand for removal of Check Gate at 3rd Mile Upper Shillong?

 

(a) In response to public sentiments and demand, Government has taken steps to identify a suitable location in the Upper Shillong area to shift the existing check gate in consultation with the local people. However, a suitable site is yet to be obtained.

(b) Will the Government accept responsibility if anything happens to the law abiding citizens of the area in case of cross firing? (b) Yes, Sir, the Government is responsible for protecting the life and property of the people of the State in general.
 

Kidnap of Government Officials

(a) Whether it is a fact that some Government officials were kidnapped for ransom in the State since April, 2000 till date?   (a) Yes, Sir.

 
(b) If so, how many?   (b) 1 (one) Government Official.

Extortion Cases

*67. Will the Minister in-charge, Home (Police) be pleased to state:-  
 
(a) Whether extortion by the HNLC within the Shillong area is still carrying on till date?   (a) Yes, Sir.
 
(b) If yes, what specific steps have been taken to curb and check this extortion menace?   (b) The following steps have been taken to curb and check extortion.
    (1) Deployment of plain clothes Police personnel in vulnerable areas/locality of Shillong city.
    (2) Intensification of both Mobile and foot patrolling by District Police and CRPF personnel especially in vulnerable areas/locality of Shillong.
    (3) Information flow has been streamlined.

Contribution to Foreign Exchange

(a) How much the state had been able to contribute to foreign exchange earning form the flow of tourists to the State?

  (a) An amount of Rs.8,31,928.58p during the year (form April 2000 to March 15, 2001).
 
(b) If not, the reason thereof?   (b) Does not arise in view of (a) above.

Construction of National Highway

Inflow of Tourists

(a) Whether the Minister is aware that less inflow of tourists to the State affect the economy?

  (a) Yes, Sir.
 
(b) If yes, what steps the Government has taken to attract tourism?



 
 

(b) Wide publicity through various newspaper journals, audiovisuals Internet Website through computer website, participation in fairs and festivals within & outside the State, printing of publicity materials, improvement of infrastructure facilities identification of new Tourism spots, promotion of traditional fairs and festivals.

Leave Encashment to Police Personnel

(a) Whether it is a fact that the benefit of payment in cash in lieu of holidays to the police personnel has been discontinued?   (a) Yes, Sir.

CGI Sheets

(a) Upto what extent the department had completed procedure for providing CGI sheets to the villages through the MLA's as assured in the House.

 

(a) & (b) Sir, the detailed modalities of distribution of forms are under examination. However, instructions have been issued to all Deputy Commissioners (Housing) to the effect that 50% of the application forms of the additional target for the year 2000-2001 are to be distributed through MLA's.

(b) Form which year the forms through MLA's will be taken into considerations.  

Construction of Umshyrpi Bridge

(a) Why did the Government delay in constructing the Umshyrpi Bridge?   (a) (i) Due to withdrawal of the work by the contractor.
 
         (ii) Due to change of alignment of the bridge.
(b) What type of design the Government of India approved and sanction?   (b) 55m. single span prestressed box girder bridge.
