(b) The name of purchaser how had purchased the scrap and quantity sold.

 
  (b) Shri Brossterwell Lyngdoh. Open quotations were invited on Lump Sum basis and the questioners after assessing the value quoted their rates. The highest rate was accepted.

    1) Transfer of technologies through extension service.
    2) Supply of improved and HYV seeds, fertilizer, Plant Protection Chemicals at subsidised rates.
    3) Hiring of Departmental Machines for tillage Operation.
    4) Providing Irrigation facilities where feasible.

(c) A memorandum was submitted to the Hon'ble Prime Minister during his visit to Shillong in Jan. 2000, for up-gradation of this road of National Highway, only Government of India can declare a road as National Highway.

Construction of roads

(i) Nongstoin - Nongkhlaw Road

 
(i) There is no sanctioned Scheme under the nomenclature Nongstoin - Nongkhlaw Road. However Nongkhlaw is connected with Road towards Byrki Bazar.
(ii) Nongkhlaw - Byrki Road.
 
(ii) Formation completed since the year 1990. However a major bridge over river Umjyrhap is yet to be taken up.
(iii) Maweit - Nongkulang Road. (iii) Since the year 1997.
(iv) Nongstoin - Darangre Road.
 
(iv) Since the year 1971 upto 38th KM only. However, a major bridge over Rwiang River is yet to be constructed.

Malangkona - Athiabari - Kyrshai - Mawdem Road

The Scheme has been included in the Budget since 1989. Works on 0 - 5th KM is in progress and on 6 - 10th KM works has just been started.

(a) Whether the Government is aware that the part of Ri Lyngngam, about 2000 Sq.Km. with about 400 Villages there is no motorable road? (a) Yes, Sir.

 
(b) What the Government will do with those roads I have proposed to construct - (1) Shalang to Bakli and (2) Nonglyngdoh - Shyrkon to Darangre? (b) Proposal are under Study.

 
(c) Whether the Government is aware that the Out-fit have created law and order problem in the Ri Lyngngam area and destroyed the road from Shalang to Nongriangmaw? (c) Department is unaware.


 

Clearing of Out-fits

10. Will the Home Minister be pleased to state:-  

 

(a) What the Government has done on the promise of the Home Minister to the people of Nongkhyllam area in the month of March 2000, to clear the out-fit from Ri Lyngngam area before rainy season of 2000?   (a) No promise was made. However all possible steps have been taken by the Government.

 
(b) How many Police personels have been deployed in that area in the year 2000?   (b) 4 (four) platoon have been deployed in Nongkhyllam area in the year 2000.
(c) How many are there at present?   (c) 4 (four) Platoons.
(d) How many out-fit have been caught?
 
  (d) Altogether 10 (ten) suspected ANVC/Sympathisers have been arrested.
(e) Whether it is a fact that many out-fits have surrendered to the Chief Minister?   (e) 29 (twenty nine) members have surrendered so far.
 
(f) What the Government has done to those people kidnapped by the outfit?   (f) Cases are registered and investigated upon operations were taken to locate and rescue the kidnapped persons.

Murder by Out-fits

(b) It is a fact that the dead body of Shri Nikodomos was sold by the out-fits to his relatives?   (b) No, Sir.
 
(c) What the Government has done on such a murder case?   (c) Does not arise in view of reply to (a) above.
 
(d) Whether the Home Minister is aware that many Lyngngam young girls have been kidnapped by the out-fits?   (d) No, such reports or complaints have been received by Government.
