(a) Whether the Chief Minister's Special Rural Development Fund and the Chief Minister's Special Urban Development Fund has been made functional till date?

  (a) Yes, Sir.


 
(b) If yes, the amounts sanctioned till date constituency - wise may kindly be stated.
 
  (b) (i) Chief Minister's Special Rural Development Fund - No sanction has been given so far as detailed plans and estimates are being prepared by Director, C & RD.
    (ii) Chief Minister's Special Urban Development Fund - The amounts sanctioned constituency - wise till date are as follows:-
    1) Pynthorumkhrah Assembly Constituency - Rs.1.00 lakh.
    2) Tura Assembly Constituency - Rs.3.00 lakhs
    3) Mawkhar Assembly Constituency - Rs.15.00 lakhs.
    4) Jaiaw Assembly Constituency - Rs.0.76 lakh.

(b) Whether all the posts of Medical & Health Officer have been filled up in the CHC? (b) 2 (two) posts of Medical & Health Officer out  of 3 (three) sanctioned posts have been filled up, Sir.

Boundary Problems

(a) Whether the problems of the boundary issue with Assam and Bangladesh have been solved?   (a) No, Sir. The State deals only the boundary issue with Assam.
(b) If the reply to (a) above is in affirmative, since when?   (b) Does not arise in view of (a) above.
(c) If the reply to (a) above is in negative, the reasons for not being able to solve the boundary problem?   (c) Sir, this is under negotiation.
 

State Budget

*172. Will the Minister in-charge, Finance be pleased to state whether it is a fact that the Budget for 2001-2002 presented in the House is a surplus Budget?
 
  Sir, the Budget proposals for 2001-2002 reflect as follows:-
1. Opening balance of Rs.2,890 lakhs
2. Revenue deficit of   Rs.3,370 lakhs
3. Budgetary surplus of Rs.4,582 lakhs.

Deduction of Salary

(a) Whether it is a fact that, Government have deducted salary from the Government employees who remained absent during the 'Bandh' and Picketing launched by local students organisation?   (a) No, Sir.


 
(b) What was the P.C. of attendance of the Government employees during such days?   (b) The Percentage of attendance varies from about 16% to 51% during the 6 days of the recent agitation.
(c) Whether it is also a fact that, Government employees organisation (s) has threatened to resort strike for the aforesaid action of the Government?   (c) Does not arise in view of (a) above.

 

Netting protection

(a) The reason the Department failed to give netting protection to the Electric live wire near busy road such as Commercial areas, Schools and Colleges.

  (a) Sir, the Board has provided netting protection to the Electric Live Wire at many crossing points.
 
(b) What are the areas so far covered with the netting protection to the live wire.   (b) Sir, a statement is placed on the Table of the House.
 

Missing of Police Constable

(a) Whether any Police U.B. Constable posted in the Election duty of the last Parliamentary Elections was found missing during duty from Rongsu Agal Polling Station?   (a) Yes, Sir.


 
(b) If so, what action the department has taken in this regard?

 
 

(b) All efforts have been made to locate the missing Constable, but till date he could not be located.
 A departmental proceeding has been taken up against him experts..

Growth Center

At this juncture, it is not possible to indicate the date of completion.

Electrification of Shallang

(a) Whether Shallang, the commercial area of West Garo Hills will be electrified?   (a) No, Sir. Since there is no such Village in West Garo Hills as per 1991 census.

Amount spent on tours

ii) Ministers          Rs. 7,13,512/-
iii) Officers           Rs.11,61,670/-

Proposed Strike

(a) Whether it is a fact that, MSEB Engineer's Association has threatened to go on strike?   (a) No, Sir.

Traffic Congestion

*180. Will the Minister in-charge, Home (Police) be pleased to state:-  

 

(a) What steps the Government had taken to ease traffic congestion in the State.   (a) The following steps are taken Sir.
 
    i. On the National Highway and State Highways.
    a. Highway Patrol vehicles are deployed to regulate the movement of Traffic and ensure that the road is free at all times.
    b. Recovery Trucks are placed at important places like Nongpoh, Mawryngkneng, etc. toe ensure that whenever any breakdown occurs which may result in road-blocks, the Recovery vehicles can move-in quickly to clear the roads.
    ii. In the city of Shillong.
    a. Restriction of entry of trucks have been made within the city limits of Shillong during the city limits of Shillong during Peak hours - No Entry from 7. AM to 11 AM and 2 PM to 7 PM.
    b. One way Traffic System has been introduced in certain areas namely (a) Secretariat Building, (b) Police Bazar, (c) Mawlonghat, (d) Jeep Stand and (e) Jaiaw Main Road.
    c. For quick response to traffic problems and ensure mobility of Traffic Police and efficient Traffic Management Motor Cycles have been acquired and allotted to Traffic Officers in Shillong City. A separate Channel is also being allotted for Traffic Branch for communication purpose.
    d. Summon Slips were introduced to check traffic violations which unnecessarily create traffic problem.
    e. Special drive like checking of drunken drivers, over-loading of passengers vehicles both light and heavy, validity of documents, compounding of Traffic  offences etc. are being conducted on regular basis. These have in fact contributed a lot towards easing Traffic congestion in Shillong City.
    f. Recovery Vans are kept in readiness and are available round the clock to clear Traffic as and when the need arised.
(b) What did the Government reverted back to old traffic system when the new system introduces recently in Shillong City is actually very encouraging with positive result.
 
  (b) The new traffic system which was introduced recently on experimental basis in the Laitumkhrah area of Shillong was encouraging. However, due to certain problems and inconveniences expressed by the local people the new system has been with-drawn.

Chief Minister's Visit

(a) Whether it is a fact that the Hon'ble Chief Minister had visited Rongjeng Constituency and held the public meetings at Rongjeng and Rongmil respectively on the 4th May, 2001?   (a) & (b), Sir, the Chief Minister stopped at Rongmil to receive a public memorandum while enroute from Williamnagar to Dainadubi on 4th May, 2001. The Chief Minister did not attend any public meeting at Rongjeng on that date.

 
(b) The reasons why the Hon'ble Chief Minister did not feel necessary to inform the local M.L.A. of Rongjeng Constituency?  

Abolishment of Posts

Special recruitment

(a) Whether it is a fact that Government have decided to make special recruitment only to 'Garos' to the post of L.D. Assistant in the Meghalaya (C) Secretariat by making special advertisement for them.   (a) No, Sir, not only in respect of the Garos but for all unfilled quota Community-wise.

 
(b) What is the Government stand in the matter after the strong objection raised by certain 'students' organisation?   (b) Sir, objections received from Students Organisation are under examination of the Government.
 
(c) Whether Government have taken similar decision i.e. for special recruitment to the O.T., S.C. and OBC to fill up their quota?   (c) Yes, Sir.

 

Salary of MTC workers

Demands of MTDC workers

*185. Will the Minister in-charge, Tourism be pleased to state whether the Government have agreed to the demands of the MTDC workers since they have withdrawn their hunger strike? No, Sir. On the assurance of the management for a tripartite talks between the Management, the Union and the Government, no final decision has yet been taken.
