Taken Over of the Primary Education

(a) When was the Primary Education in the three Autonomous District Councils in the State taken over by the Government?

 
 

(a) Sir, Primary Education was not taken over from the three Autonomous District Councils, by the State Government. The Government took over only the District Council L.P. Schools with the enactment of the Meghalaya (taking over of DCLP Schools) Act, 1993.

(b) Whether there were terms and conditions for the taking over the Primary Education?   (b) Does not arise in view of (a) above.
 
(c) How many S.I. of schools were there in the respective District Councils?  

(c) At the time of taking over, there were 8 (eight) Nos. of S.I. and 1 (one) A.S.I. as indicated below :-

Telephone Connections

(a) Whether it is a fact that there was a move to disconnect the telephone connections of Police Department due to non-payment of telephone bills?   (a) Yes, Sir.

 
(b) If the reply to (a) above is in the affirmative, since when the telephone bills have not been paid?   (b) Since 1998-99 till date, Sir?

Appointment of Teachers to the Schoolless Villages

(a) What is the stand of the Government on the appointment of teachers to the schoolless Villages and single teacher schools?


 
 

(a) Sir, effort will be made to encourage setting up of : (i) Formal Schools viable villages; (ii) Centres in Non-viable villages through the Education guarantee Scheme.

For single teacher schools second teacher will be considered subject to availability of fund.

(b) When the Government start sanction and approve the appointment of teachers to the said schools?  

(b) Sir, for schools granted Opening Permission and conditional Opening Permission a proposal to sanction Lumpsum grant is under consideration of the Government.

Mini Micro Hydel Projects

(a) What action the Government has taken to rectify the R.C. Unit of the Control Board system of the Mini-Micro Hydel Projects of Umlangla, Kynthang, Ta'u and Ronga of 15 KW each which got burnt during the testing conducted by M/s Bhatliboi & Co. Ltd, Mumbai, in May, 1999?  

(a) Sir, the matter has been taken up with the Government of India, Ministry of Non-Conventional Energy Sources.


 

(b) When can we expect to get the power from these Mini-Micro Hydel, Power Projects?
 
 

(b) As soon as the Ministry of Non-Conventional Energy Sources Government of India arrange to rectify the spare parts which had got burnt.

Suspension of S.I. of Police

(c) The Departmental Proceeding against him is still continuing.

Border Special Development Schemes

(a) Whether it is a fact that the Government has earmarked the amount of one crore for Border Special Development Schemes in the Inter State Border Area with Assam during 2000-2001?

Sir, it has decided in principle to earmark funds for Special Development Schemes for areas located on the inter-State Border, Funds will be provided as soon as the modalities for the schemes are finalized.

 
(b) If so, when they will be implemented and by whom?  
(c) If not, the reasons thereof?

(b) The delimitation of the Constituencies was under-taken under the direction and instruction of the Delimitation Commission.

The delimitation of the Constituencies can only be done on receipt of instruction from the Delimitation Commission.

Sarva Shiksha Abhiyan

Afforestation Scheme

(a) How much the Government had spent on the afforestation scheme for Cherrapunjee since it started planting trees?

  (a) Rs.73,75,600/- from 1983-84 to 1999-2000, Sir.

 

(b) What is the outcome from such schemes as at present?
 

 

(b) The vegetational status of the area had improved. This will in the long run would bring benefits like better soil and water regime and improvement in climatic conditions.

Declaration of Road as NHW

(a) What action the Government of Meghalaya has taken so far to declare the Asanang-Williamnagar-Ronjeng-Nongstoin-Shillong P.W.D. Road as the National High Way which is the only life-line to connect the Garo Hills and the Khasi Hills?   (a) The Government has submitted a Memorandum to the Hon'ble Prime Minister of India in January 2000 to upgrade the road to a National Highway.

 
(b) Whether the Ministry of Surface Transport (MOST), Government of India, has accorded the clearance for declaration of this P.W.D. road as National High Way?   (a) No, Sir.

 

Potable Drinking Water

Sir, the areas under Malki-Nongthymmai constituency falling within Greater Shillong Water Supply Scheme is likely to get potable drinking water by 2003, on completion of the distribution system and construction of Dam subject to availability of fund.

Pay of MTC Employees

Bus Service
