Supply of Drinking Water

(a) How many villages in rural area which have got drinking water supply? (a) Sir, as on 1.4.2001, 8090 habitations have been covered by W.S.S.
(b) How many villages which have not yet got drinking water supply? (b) Sir, as on 1.4.2001, 549 habitations have not been covered by W.S.S.
(c) What are the schemes to be implemented in the year 2001-2002? (c) Sir, in all 792 on-going schemes comprising of 559 nos. of Gravity feed schemes, 116 nos. of pumping schemes, 117 nos. of spot sources are likely to be taken up during 2001-2002 besides a few new schemes.

B.A.D. Schemes

(a) Sir, the total number of Irrigation Projects so far completed in Ri-Bhoi District are FIP-11 Nos. and LIP-1 No.

(b) Whether all are functioning satisfactorily?
 
  (b) Sir, except 2 Projects viz. Iapngar FIP and Khapmara LIP, the rest are functioning well.
(c) If not, the reasons thereof?

 
  (c) Sir, (i) Iapngar FIP due to accumulated non maintenance. (ii) Khapmara LIP - due to old age the pump sets have lost their efficiency.
(d) If so, the present position of Khapmara Lift Irrigation Project?   (d) Sir, does not arise in view of (c) above.
 
(e) The number of Projects to be taken up during 2001-2002 in the District?   (e) Sir, there are 4 sanctioned projects to be taken up during 2001-2002 in the District.

Closure of Boys' Hostel of Shillong Polytechnic

Task Force

(a) Whether it is a fact that a Task Force has been formed to check on the siltation upstream of the present Mawphlang Damsite?

 
(a) Sir, the Task Force was constituted for protection of catchment areas on 23rd July, 1996 to preserve the water source of river Umiew for Greater Shillong Water Supply Scheme along with water sources of other water supply schemes.
(b) If yes, whether the Task Force has made any recommendations? (b) Yes, Sir.
 
(c) If yes, what were the specific steps so taken, till date to ensure that siltation is checked? (c) The matter is under consideration of the Government.
 

Sericulture Farm

(a) The maintenance cost of Sericulture farm at Baksalpara w.e.f. 1998-99, 2000-2001 year-wise?
 

(a) Sir, there is no sericulture Farm at Baksalpara. However there is one Mulberry Nursery at Baksalpara. The maintenance cost of Nursery is as follows:-

(b) The staff strength of the farm?
 

(b) There is one post of supervisor an done post of Grade IV under the above Mulberry Nursery, Sir.

(c) The activities of the farm?

 

(c) The main activities of the Nursery is to raise the Mulberry saplings for distribution to the Sericulture farmers, Sir.

(d) Whether the maintenance of the farm is cost effective?
 

(d) Since the Mulberry saplings raised in the Nursery are distributed free of cost to beneficiaries for planting in their own individual plantations there is no recovery of cost.

Implementation of SRWP Scheme

(a) Whether the Government has sanctioned the money for implementation of SRWP 2000-2001 in respective Assembly Constituencies? (a) Sir, an amount of Rs.1308.00 lakhs has been sanctioned for implementation of SRWP 2000-2001.
 
(b) If the reply to (a) above is in the affirmative whether the fund has been released to respective Deputy Commissioners? (b) Sir, 50% of the fund is being released to the Deputy Commissioners now.
 
(c) What are the reasons for the delay in non-sanctioning of the scheme in due time to enable timely implementation of the scheme during the working season? (c) Some of the reasons for delay are attributable to :-
(i) Delays in submission of proposals to the concerned authority by the MLAs.
(ii) Proposals may not strictly conform to the Guidelines.

Virgo Cement Factory

(b) If so, what is the quantum of the cement being produced by the factory per annum?   (b) 1999 - 22632 M.T.
      2000 - 234,795 M.T.
(c) Whether the quantum of the cement being produced in Virgo Cement Factory is adequate to met the requirement of the entire Garo Hills?   (c) There are no official estimates available of the requirement of cement in Garo Hills.

Sir, the provisionally earmarked amount of Rs.1.00 crore during 2000-2001 was ultimately reallocated to other development sectors pending finalisation of schematic modalities. The proposed scheme will be implemented during 2001-02 and the required fund provided therefore.

(b) If so, when they will be implemented an by whom?  
(c) If not, the reasons thereof?  

Superannuation Age

  (a) Sir, the existing age of superannuation in respect of State Government Employees Groups - A, B an C is 58 years and for the Group D employees is 60 years.
(b) Whether it is a fact that, some State Government Employees are in service beyond 58 years of age?   (b) The information is being collected.

Construction of Conference Hall etc.

(c) The question of the condition of registration of land with the Government of India on which the State Government has reservation is yet to be settled.

Foreign Tour

(i) IFAD agreed to provide indicatively about U.S. dollar 15 million equivalent from it own resource.
(ii) IFAD agreed to make an effort to mobilize an additional U.S. dollar 15 to 20 million from other agencies, provided that significant progress in peace and reduction in conflict is achieved.

Scheme on Mulberry and Eri Seed

(b) Sir, one beneficiary during 1999-2000 and one beneficiary during 2000-2001 have been benefited from this scheme in Baksalpara.

(c) Whether the Scheme reached the targetted people? (c) Yes, Sir.
