Creation of Electrical Circles, etc.

*165. Will the Minister in-charge, Public Health Engineering be pleased to state:-

   

(a) Whether it is a fact that the Government has created the Electrical Circle, Electrical Division and Electrical Sub-Division of the P.H.E. Department on a large scale inspite of the strong protest and the stiff opposition from the Departmental officers, various N.G.Os and thousands of well wishers, individual citizens of the State?

  (a) Sir, one Electrical Circle, one Electrical Division and one Electrical Sub-Division have been created recently.




 

(b) If the reply in (a) above is in affirmative, what is the justification to create the Electrical Circle, Electrical Division and the Electrical Sub-Division in the P.H.E. Department when the State has been facing an acute financial crisis and where the component of electrical work in the P.H.E. Department is below 5% only?

 

(b) Creation of Circle, Division and Sub-Division was necessary for smooth implementation and maintenance of pumping component of the Schemes.


 

(c) What will be the functions of the huge number of experienced civil engineers of the P.H.E. Department since all the responsibilities will have to be handed over to the Electrical Circle/Electrical Division/Electrical Sub-Division?   (c) The Civil Engineers of the Department will continue to execute and maintain all the water supply schemes except the pumping component.

 
(d) What will be the financial implications for the creation of the electrical Circle, Electrical Division and Electrical Sub-Division?   (d) Financial Implications for newly created PHE Electrical Circle/Electrical Division and Electrical Sub-Division.

(a) & (b) Sir, the entire amount was utilised for meeting non-plan revenue expenditure.



 

(b) The name of such Developmental Schemes earmarked from this revenue earning.

Schemes implemented in Malki locality

(b) To what agencies were those schemes given by the Government to execute the works?

(c) What is the total amount spent for each scheme annually?

Adhoc Colleges

Unscientific Mining

Amount Sanctioned towards Agriculture

1999-2000 (actual) - Rs.399.47 lakhs
2000-2001 (anticipated) - Rs.416.10 lakhs.

(b) How much had been earmarked for support price of potatoes, grains and other farms product for the subsidy pool?

 
  (b) A token provision for price support of table potato and table ginger amounting to Rs.3.50 lakhs had been provided in the Budget of 2000-01. At present support price for grains and other farm products under Agriculture has not yet been introduced in the State.

Village Reserve Forest

Water Reservoir at Malki

Sir, the water reservoir at Malki Forest was constructed in the year 1910 (approx).

 

Water Supply Schemes

(c) The Schemes are targetted for completion from 2000-2001 to 2003-2004 depending on the time Schedule fixed for every individual scheme.

Vehicles for Carrying Garbage

Land Acquisition for Umroi Airport

(a) After Chief Minister's intervention whether Villagers had allowed to survey land acquisition for Umroi Airport.
 
 

(a) & (b). The Headman of concerned villages have agreed to allow survey to be done on the condition that they will be intimated well in advance of survey so that they can contact the people.

(b) If yes, what type of settlement had been agreed upon.    
(c) If not, the reason for the delay.

 
 

(c) The survey work for acquisition of land will be undertaken on receipt of revised proposal from the Airports Authority of India.
