Power Surplus

Assam House

Collection of Revenue

(a) Whether it is a fact that the M.T.C. is running at a loss with regards to collection of Revenue etc.?   (a) Yes, Sir.
 
(b) The reason for the loss of income of the Department?











 
  (b) The reasons for the loss are mainly due to the following :-
(i) Operation on uneconomic routes and School Bus services.
(ii) High cost of operation due to increase in the cost of inputs like High Speed Diesel, Lubricants, Tyres and Tubes, Batteries etc from year to year.
(iii) High cost of Maintenance.
(iv) Losses on account of disruption of services due to natural calamities, bandhs etc. results in low occupancy ratio and fleet utilisation.
(v) Heavy over-head (fixed) costs due to frequent upward revision of Dearness Allowances etc.
(c) The actions being taken by the Government to rectify the main reasons of such loss?   (c) The action taken up by the Government/Department are the following :-
(i) With a view to reduce the personnel cost, a complete ban has been imposed on new recruitment. As against the sanctioned strength of 1084 posts, there are only 708 in the roll now. As a result of this, the bus : man ratio is 1:8.85 as against the All India average of 1:6.73.
(ii) Intensification of Vigilance Measures to plug revenue leakages.
(iii) Efforts are being made to improve the fleet utilisation from the present level of 64% to 75% and occupancy ratio from 66% to 70% and K.M.P.L. (Kms per litre) from the present level of 3.28 Km to 3.40 Km.
(iv) Vigorous efforts are being made to reduce expenditure without affecting the operations adversely.
(v) A proposal to acquire new buses is under active consideration for strengthening the fleet.

Stone Quarries

(a) Whether the Government is aware that a great deal of pollution and environmental hazard is being created by the presence of many stone quarries and stone crushing machines along P.W.D. roads?   (a) Yes, Sir.

 
(b) What action has the Government taken?





 
  (b) To control the air pollution from Stone crushing units, the Meghalaya State Pollution Control Board has taken necessary steps by notifying the sitting criteria under Air (Prevention & Control of Pollution) Act, 1981. However, Stone Quarrying is not a category of industrial activity under the Air (Prevention & Control of Pollution) Act, 1981.

Ration Money

The Government in Finance Department have constituted an Expert Committee on Ration Allowance to examine a fresh the grant of free ration/ration allowance to the police etc. personnel, Sir, and the report of the Expert Committee is under examination by Government in the Finance Department.

Outstanding Amount

  (b) Meghalaya State Electricity Board is pursuing the matter regularly with the other States to release the outstanding amount. The matter was also taken with the Government of Assam at level of Chief Minister for the outstanding with Assam State Electricity Board.
(c) The total amount outstanding within the State till date?
 
  (c) The outstanding amount inside the State upto June, 2002 is Rs.32.39 crores.

Repairing of Vehicles

(a) Whether it is a fact that the MTC had proposed to repair three numbers of Ambassador cars belonging to the Corporation?
 
  (a) Yes, Sir. The M.T.C. has 9 (nine) Staff Cars (consisting of 6 Ambassadors, one Fiat and two Jeeps) that are repaired from time to time.
(b) What was the amount paid for spare parts for the same?
 
  (b) The information is being collected and will be laid on the Table of the House.
(c) From which firm were the parts purchased?   (c) M/S Eastern Automobile, Shillong.
(d) Have the parts been physically received by the MTC?



 
  (d) Yes, Sir. However, serious irregularities have Ben detected in respect of purchase of the spare parts. The irregularities have been enquired into by the Enquiry Officer whose report is now under consideration of the Government .
(e) Whether the cars are now in running condition?
 
  (e) Seven are running and two are still lying shutdown in Central Workshop.
