Ban of Smoking

      Under the Central Motor Vehicle Rules, 1989, Drivers/Conductors as well as passengers are not permitted to smoke in public vehicles while driving or traveling. Transport Department have issued Pres Notes and also issued instructions to all public vehicle owners to permanently display "NO SMOKING" Sign/Notice in all public vehicles. Strict enforcement of the Rule will be taken up by the Enforcement staff of the Department.

1. Single connectivity to unconnected village/habitations having populations of 250/500/1000.
2. A village which is within 500 metres away from the nearest road is considered to be connected.
3. Proposal for upgradation/improvement/metalling & Blacktopping of existing road can be considered only after connectivity of the villages as above is achieved.
4. Land should be made available free of cost.

  (a) The Re-organisation Department was set up to advise and coordinate in the matter of division of assets and liabilities on the basis of the Assam Re-organisation (Meghalaya) Act, 1969 and the NE Areas Re-organisation Act, 1971 and on the basis of the principles laid down by the Joint Committee on division of assets and liabilities which consist of the representatives of Assam and Meghalaya and as agreed to by both the Governments. It is the concerned Administrative Departments which then take necessary action for implementation of these decisions.
(b) What are the major achievements of the Department during the last 10 years?

 
  (b) Since the process of division of assets and liabilities including staff etc., had been completed by the early eighties, there has been no case referred to the Department during this period.

No, Sir. However, the Government has taken the following measures to ensure proper relisation of taxes.
(i) Erection and setting up of checkgates at different exit points located on Inter-State Routes.
(ii) Establishment and Enforcement wing to check and inspect the goods transported for sale in the state.
(iii) Introduction of Load Permit System and Special Road Permit System to streamline all taxable goods coming into the State for sale.
(iv) Introduction of 'P' Forms to realise advance security and for streamline goods produced in the State and exported to other States for sale in the course of Inter-State trade.
(v) Penalising the tax evader by way of realising composition money as provided under the Taxation Act.

Facilities for Air Traffic Services and navigational Aids are already existing. DVOR, a new equipment has already been ordered and likely to be delivered shortly. Civil and Electrical works for installation of DVOR has already been completed. Runaway marking and other ground markings have already been completed except for some obstruction in the approach path and inner horizontal surface which has to be cut and removed.

  (b) (i) Project Report has been prepared jointly by Meghalaya State Electricity Board & Public Health Engineering for control of population and siltation from Umkhrah & Umshyrpi streams which are the main contributors of population of the Umiam lake. The total estimated cost of the Project will be about Rs.175 lakhs.
(ii) The Government has released a token amount of Rs.3 lakhs against the estimated cost of Rs.175 lakhs and the amount has been utilized for procurement of stel structurals from M/s SAIL.
(iii) Design works of the main components of the Scheme are in progress.
(iv) A Sub-Division has been created for execution of the said works.

  (b) In the month of October, 2001 the conditions are indicated below :-
(i) The Ministry of Defence can agree to transfer the said plots of land together with the encumbrances to the State Government on such costs as my be agreed upon. Thereafter, the State Government of Meghalaya may take action for acquiring the lease hold rights for the un-expired period of the respective leases under the Land Acquisition Act, 1894 on payment of suitable compensation to the lessees ; or.
(ii) The Ministry of Defence can issue a NO Objection Certificate to the State Government of Meghalaya for acquisition of lease hold rights of the un-expired period of the respective leases, and the State Government pays compensation to both the Ministry of Defence and the lessees, under the Land Acquisition Act, 1894.

 
(c) The reaction of the State Government to those conditions as laid down by the Ministry?
 
  (c) Of the two options, the State Government considers (b) above preferable and the Ministry of Defence has accordingly been informed on 11th March, 2002.

(b) What are the reasons for his filing the case?

 
  (b) Shri Manas Chodhury, filed a Writ Petition in the High Court against the Resumption Notice Dt.14.7.1994 issued by the Deputy Commissioner, Shillong.

(d) If so, what is the position of the case now?   (d) The Case is still pending in Court for disposal.

  (b) M.P.C.C. Shillong is the Political party which has not cleared the dues for use of Helicopter service during the year 1988 and 1989. The amount lying outstanding from M.P.C.C. is Rs.9,61,242.75p (Rupees nine lakhs sixty one thousand two hundred forty two and paise seventy five) only.
(c) The steps taken by the M.T.C  to recover the unpaid amount?



 
  (c) Demand has been made and several reminders were issued to the party to clear the outstanding dues. But there was no response from the party. The M.T.C. has therefore issued a Pleader's notice to the party demanding payment of the outstanding dues, and if the party fails to respond a suit will be filed against the defaulting party.
