Sericulture Farms

(a) Whether it is a fact that there was a proposal to create Private Sericulture Farms under the Central Silk Board at Mangsang?



 
  (a) Yes, Sir, under the Scheme Augmentation of Muga food plant of the Central Silk Board altogether 15 acres of Muga Individual Plantation have been raised in the private holdings of 15 Muga beneficiaries. During 1999-2000, 5 beneficiaries and 2000-2001, 10 beneficiaries were selected.
(b) What is the latest position of the proposal?







 
  (b) The Scheme is well received and responsed by Muga beneficiaries. The Joint Inspection of the Muga Plantation with the Central Silk Board and the field staff of the Department is completed.
     The Joint Inspection Report of 10 Nos. Muga beneficiaries for the year 2000-2001 for total amount of Rs.24,000/- is already forwarded to the Director, North East Central Silk Board, Guwahati, Assam on 4.3.2002 for release of fund and sanction is awaited.
(c) How much grant had been sanctioned and paid to the individual beneficiaries till date, year-wise?



 
  (c) 2000-2001 an amount of Rs.13,250/- was paid to 5 nos. Muga beneficiaries Mangsang on 27.4.2001.
    2001-2002 an amount of Rs.24,000/- is yet to release by the Director North East Central Silk Boards, Guwahati, Assam.

B.S.N.L. (Phone)

  (b) The Meghalaya (Mobile Phone Connection) Cess Ordinance 2002 provides for the levy of one time Cess of Rs.500/- per mobile connection. BSNL has not provided any mobile phone connection and hence the above Ordinance does not apply to BSNL users.

School Buildings

  (b) Sir, the position in respect of these 2 schools is as follows :-
(i) A School in the name of Rongkahgiri L.P. School is included in the approved list of L.P. Schools for grant of Rs.1.5 lakhs for construction of school building. Clarification has been sought from the D.I. Dadenggiri about the correct name of the School.
(ii) Dobaretgiri L.P. School is included in the approved list of L.P. Schools for grant of Rs.1.5 lakhs for construction of school building. However, since this school is yet to be granted opening permission, the matter is under reconsideration.

  (b) The Meghalaya Legislative Assembly in 1984 passed a resolution to urge Government of India to include Dalu Community in the list of Scheduled Tribe and the matter was reported to Government of India.
(c) If the answer to (b) is in the negative what action so far the Department has taken?   (c) Does not arise in view of (b) above.
 
(d) How long the Department will take to complete the same to include in the list of Scheduled Tribes?

  (a) Antyodaya Anna Yojana is a centrally sponsored scheme under which 25kgs of food grains are provided per family per month to the poorest of the poor families. The price of food grains have been fixed at Rs.2/- per kg for wheat and Rs.3/- per kg. for rice.
(b) What type of beneficiary is to be benefited of this Yojana?   (b) Sir, Programme for the poorest of the poor.
(c) How many families are entitled to be benefited under the Yojana?   (c) 28,100 families.
(d) Whether the above said Scheme is already implemented in the State?   (d) Yes, Sir.
 
(e) If the answer to (d) above is in the negative, the reasons thereof?   (e) Does not arise.

ST Community

(c) If the answer to (a) is in affirmative, the reason behind that "Koch - Rajbanshi" are not enjoying the Scheduled Tribe facilities?   (c) Does not arise in view of (a) above.

  (e) Clarification have been sought from all the Deputy Commissioners and the views and comments are awaited. The Government has to thoroughly examine the matter before decision is taken.

Arnapurna Yojana

  (a) Annapurna is the name given by Government of India for the Scheme. It is a cent per cent Centrally Sponsored Scheme under which 10 kgs of Foodgrains per month are provided free of cost to all Indigent Senior Citizens who are eligible for Old Age pension under the National Old Age Pension but are presently not receiving the same.
(b) How many beneficiaries are to be benefited in the State?   (b) 6,733 Nos.
(c) Whether the Yojana is being implemented in the State?   (c) Yes, Sir.

  (b) The checking of vehicles is conducted jointly by Enforcement Inspectors of Transport Department Police and Magistrate?
(c) What are the functions of the Enforcement Wing of the Department?
 
  (c) The functions of the Enforcement Inspector are to enforce the provisions of the Motor Vehicle Act, 1988 and Central Motor Vehicle Rules, 1989.

School less Villages

(a) How many "School less Villages" are yet to provide the Primary Education facilities?   (a) Sir, there are 1643 School less habitations in the State as per survey done by the Education Department during December 2001.
(b) Whether any policy has been taken by the Department to provide the Primary Education facilities?




 
  (b) yes, Sir, under the Sarva Shiksha Abhiyan, School less habitations having more than 200 population will be provided with a formal L.P. School and School less habitations having less than 200 population will be covered by an Education Guarantee Scheme Centre in a phased manner starting from the year 2002-03.
(c) What are the names of those villages to be provided the Primary Education facilities?   (c) Sir, the information is being collected.
